HomeMy WebLinkAbout1970 02-23 CCM Special Session Minutes of the Proceedings of the City Council of the City of Brooklyn Center in the Counter of Hennepin and State of ___ Minnesota February 23, 1970 The City Council met in special session and was called to order by Mayor Philip Cohen at 7:35 P.M. Roll Call: Philip Cohen, John Leary and Howard Heck. Staff members present were: Donald Pass, Paul Holmlund, Eugene Bagel, James. Meriia and B. E. Peterson. Park and Recreation Commissioners present were: Ronald Reichel and Mrs. Ruth Lind. CAAC members present were; Ed Theisen and Gordon Erickson. Members of Cerny Associates, Inc. present were: Richard Gilyard and Robert Pierce. This thirteenth special meeting of the Brooklyn Center City Council and the Citizens Architectural Advisory Committee (CAAC) with Cerny Associates, Ihc. was conducted for the purpose of reviewing and approving the final construction drawings for the Civic Center complex and authorizing the seeking of bids therefor. The City Manager announced the intention of the - :meeting and called upon Robert Piercewho conducted a page-by-page discussion of the Civic Center construction plans. Councilman Heck again expressed concern relative td installing a drain -tile system on the east side of the Civic Center as positive assurance against wall seepage. CAAC member Gil Engdahl arrived at 7:45 P.M. Pierce explained the exterior and interior finish and millwork proposed in the Community Center. The City Manager briefly explained the proposed locker control system for the Community Center. CAAC member Robert Jensen arrived at 8.41 P.M. Councilman Vernon Ausen arrived at 8:24 P.M. The meeting recessed at 8:29 P.M. and resumed at 8:41 P.M. During the review it was determined to include two more ladders at the five foot level in the swimming pooh.. A discussion ensued regarding the subject for vending machines in the iet lounge �► a area g of the Community Center. Upon completion . of the plan review the City Manager stated that there would be approximately 15 add alternates that will be considered in the bid proposal. He also commented that Cerny Associates is having a final cost analysis made by the construction estimating firm of Hodges and Jages. Member Howard Heck introduced the following resolution and moved its adoption: RHSOLUTICK NO. 70-27 RNSOWT 105 APPROVING PLANS AND SPECIFICATION FOR MUNICIPAL CIVIC CENTER CQMPLBX AND DIRECTING Kim- -lam The motion for the adoption of the foregoing resolution was duly seconded by member John Leary, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, John Leary, and Howard Heck; (Vernon Ausen abstained) and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Councilman Ausen not voting (Councilman.Ausen stated that his reason for not voting on the plan approval was related to his opinion that an affirmative re endation should have been solicited from the Park and Itcreation Advisory Commission.) Member Vernon Ausen introduced the following resolution and moved its adoption: RESOLUTION No. 1.0 -28 RSSSQU)TION AMENDING RESOLUTION NO. 69 -355 SETTING WAGES AND SALARIES F R THE YEAR 1970 The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen,john Leary, Vernon Ausen and Howard Heck; and the following voted against the same: none, whereupon said resolution was duly passed and adopted. Motion by Jahn Leary and seconded by Vernon Ausen to adjourn the meeting. The Council meeting adjourned at 1 0:49 P.M. y city Clerk Mayor -2-
