Minutes of the Proceedings of the City
Council of the City of Brooklyn Center
In the County of Hennepin and State of
Minnesota
September 16, 1970
The City Council met in special session and was called to order by
Mayor Philip Cohen at 7 :41 P. M.
Roll Call: Philip Cohen, John Leary, Vernon Ausen, Howard Heck and
Theodore Willard. Also present were: Donald Poss, Paul Holmlund, James
Merila, Thomas Loucks, Jim Hasslinger and B.E. Peterson.
Motion by John Leary and seconded by Theodore Willard to reconvene
the 1971 budget hearing. Voting in favor were: Philip Cohen, John Leary,
Vernon Ausen, Howard Heck and Theodore Willard. Voting against were: none.
Motion carried unanimously.
The City Manager continued a review of the 1971 budget commencing
with the Mayor and Council Program Account. Under this account the City
Manager explained the Capital Outlay and Contingency items. He stated
that the contingency account was higher this year due to the unanticipated
needs which would be generated by the Capital Projects program.
The next account reviewed was Elections and Registrations where
it was explained that a large part of the Capital Outlay was for the annual
payment for six previously authorized automatic voting machines.
The next program account reviewed was the Administrative Office.
Following a general explanation of the 1971 proposal for this laccount the
City Manager answered questions from the Council regarding telephone
communications. It was the general consensus of the Council. to direct the
City Manager to obtain more specific information regarding telephone needs
for the Police Department and to report back to the City Council.
Following this review the Council next discussed the (item of
printing and publishing and whether,or not this item included', monies for a
newsletter. Councilman Ausen expressed concern on whether or not specific
authorization should be requtred to publish a City Manager's Newsletter. Other
Councilmen expressed their views for the need of such a newsletter. Following
discussion a motion was made by Howard Heck and seconded' by John Leary
to authorize the City Manager to issue up to four newsletters' per year at an annual
estimated cost of $3200. Voting in favor were: Philip Cohen'„ John Leary,
Vernon Ausen, Howard Heck and Theodore Willard. Voting against were: none.
Motion carried unanimously.
Councilman Leary requested Finance Director Paul Holmlund to
Provide him with a breakdown of the cost of the City's insurance which
Mr. Holmlund agreed to do.
The meeting recessed at 9 :10 P.M. and resumed at 9 :28 P.M.
The next program account reviewed by the City Council and City
Manager was the office of the City Assessor, The City Manager explained
that in prior years this office was operated out of the Assessor's home, but
for a portion of the 1971 year the office will commence operations at the new
Civic Hall. There followed a discussion of the personal services requested
for 1971.
The City Manager next reviewed the Finance Department and Independent
Audit Accounts and answered questions from the Council.

The Legal Services Account was reviewed by the City ',Manager with an
explanation of the proposed new fee schedule.
Following a review of the Charter Commission Account the Council and
City Manager next examined in detail Government Buildings Program Account.
The City Manager stated that the recommended contractual utility costs for
1971 was $40,,000 instead of $25, 000, reflecting a refinement of heat and electric
costs provided to him for the new Civic Center, Municipal Service Garage and
Fire Station. Discussion ensued regarding the merits of contracting for
custodial services; the Council consensus was to provide employee custodians.
(Councilman Willard left the meeting at 11;11 P. M. )
Motion by Howard Heck and seconded by john Leary to adjourn the
1971 budget hearing to the September 28, 1970 Council meeting. Voting in
favor were: Philip Cohen, John Leary, Vernon Ausen and Howard Heck. Voting
against were: none. Motion carried unanimously.
