of the Village of Brooklyn Center in the County of Hennepin and
State of Minnesota, including all accounts audited by said Council.
July 8, 1953
The Village Council met in regular session and called to order by
Arthur Paulson, President, at 8:00 P.M.
The following members were present: Arthur Paulson, Merrill
Stodghill, Wayne Gageby, Glen Sonnenberg and Paul Weekly.
The minutes of the regular meeting held June 24, 19)3 and the
special meeting held on June 25, 19)3 were approved as read.
The Mayor announced that the meeting was open for the consideration
of a proposed improvement in the village consisting of the following:
Oiling Dupont Avenue North from 53rd to 55th
The Clerk produced an affidavit of publication of notice of hearing
on the proposed improvement showing two weeks publication thereof in the official
newspaper, the last publication being on July 2, 19)3, which affidavit was
examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvement. The following appeared
and entered objections: None, and the following appeared in favor of said
improvement: None.
After hearing and considering all objections, and the property owners
appearing in favor of said improvement, member Wayne Gageby introduced the
following resolution and moved its adoption:
RESOLUTION ORDERING IMPROVEMENT AND APPROVING PLANS AND
SPECIFICATIONS AND DIRECTING ADVERTISEMENT FOR BIDS.
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. It is hereby determined that it is necessary and for the best
interests of the village and the owners of property specially benefited
thereby that the following improvement shall be constructed:
Oiling Dupont Avenue North from 53rd to 55th
Said improvement shall be hereafter designated Oiling Improvement No. 53 -2.
2. The plans and specifications for said improvement heretofore
prepared by Minder Engineering Company, Engineer, are hereby approved and
ordered filed with the Clerk.
3. Further action on said improvement shall be deferred until the
next meeting or as soon thereafter as the Council may act.
The motion for the adoption of the foregoing resolution was duly
seconded by member Paul Weekly, and upon vote being taken thereon the following
voted in favor thereof: Arthur Paulson, Merrill Stodghill, Wayne Gageby,
Glen Sonnenberg, Paul Weekly; and the following voted against the same: None
whereupon said resolution was declared duly passed and adopted.
Wayne Gageby made the motion that Mr. Glisen be given a Special permit
to construct a 10 x 2' foot office Building on Frank Cameron's property for
temporary occupancy and for a period of one year. This motion was seconded by
Glen Sonnenberg and vote being taken thereon, all members voting in favor of
this motion, motion carried.
Motion made by Merrill Stodghill and seconded by Wayne Gageby, to
,accept the recommendation of the Minder Engineering Company, as stipulated in
their letter of July 6, 1953. Certain amounts of money still being withheld from
each Contractor to replace blacktop and bring streets to original grade.
These amounts for settlement by the Contractos are
(1) Lametti & Sons Co. $600.00
(2) Sandstrom & Hafner $600.00
(3) Peter Lametti Const.Co.$2500.00
These amounts being acceptable to the Village Council, and a letter to be
received from the Contractors verifying these figures , final settlement
will be made when such letter is received. All members voting in favor of
this motion, motion carried.
Motion made by Merrill Stodghill and seconded by Wayne Gageby that
the Village Engineer and Mr. Arnold Fahlan contact the Jack E. Welch Construc-
tion Co., Inc. and have their men raise or lower manholes in the area bounded
by T. H. #100, Lyndale Avenue North and 53rd Avenue North after Terry Bros.,
Inc. have graded streets to Engineers specifications. All members voting in
favor of this motion, motion carried.
Motion made by Merrill Stodghill and seconded by Paul Weekly that
55th Avenue North be brought to grade, and that Minder Engineering Company so
instruct the Terry Bros. Inc. All members voting in favor of this motion,
motion carried.
Motion made by Wayne Gageby and seconded by Paul Weekly that the
Justice Report be accepted covering the month of June. All members voting in
favor of same, motion carried.
Motion made by Wayne Gageby and seconded by Paul Weekly giving the
street department authority to purchase six stop signs. Motion carried.
Motion made by Wayne Gageby and seconded by Merrill Stodghill that
Off -Sale Malt Licenses be issued to the following:

Frank J. Casey, 1900 57th Avenue North,
L. E. McGrath, 5845 Lyndale Avenue North
Mrs. Rose Sandholm, 1500 55th Avenue North
Lane & Ernst, 6912 Osseo Road
Motion made by Merrill Stodghill and seconded by Paul Weekly, that
the Northern States Power Company be given authority to install poles at these
locations:
1. Place two in alley between 53rd and 54th Avenue North and between
Irving and Jaynes Avenue North.
Avenues.
2. Place One on 54th Avenue North between Irving and James Avenue N.
3. Place one pole on 54th Avenue North between James and Knox Ave. N.
4. Place two poles in alley between '53rd and 54th Avenue North
James and Knox Avenue North.
5. Place one pole on 49th Avenue North between State Highway #152
and Zenith Avenue.
6. Place one pole on 54th Avenue North between Humboldt and Irving
All members voting in favor of this motion, motion carried.
Motion made by Merrill Stodghill and seconded by Paul Weekly giving
the Minneapolis Gas Company authority to install a
1. 3 inch main on Colfax Ave. N. between 58th and 59th Avenue N.;
2. inch main on 50th Avenue North from 63 feet East of the
East Line of Service Road along Highway #100;
3. 6 inch main on Lilac Drive from proposed end of Lot 4, to
cover South 50 feet of Lot 1;
4. 3 inch main on Dupont Ave. N. from 16 feet South of the South
Line of 57th Ave. N. to #5715 (Lot 1, Block 4);
5. 3 inch main on Dupont Avenue North from 59th to 61st Avenue

All members voting in favor of this motion, motion carried.
Motion made by Merrill Stodghill and seconded by Glen Sonnenberg giving
the Village Fire Department authority to have the Hale pump installed on the
rear end of No. 2 truck. Motion carried.
