Arthur Paulson, President, at 8:00 P.M.
The following members were present: Arthur Paulson, Merrill
Stodghill, Wayne Gageby, Glen Sonnenberg and Paul Weekly.
The minutes of the regular meeting held on July 8, 1953 and the
special meeting held on July 15, 1953 were approved as read.
The Mayor asked that the bids for the addition to the Municipal
Building be opened.

After all bids had been read, Mr. Shifflett, Architect, was
instructed to study all bids, and appear before the Village Council on
July 29th with his recommendations.
Motion made by Wayne Gageby and seconded by Paul Weekly to accept
the recommendations of the Planning Commission and that John Greenly be granted
a special permit to keep not more than four bee hives of his own and not
less than 50 feet from the property lines, with a fence around the hives
to keep children from being endangered; also Mr. Lamb's beehives are to be
returned to his own property. All members voting in favor of this motion,
motion carried.
Member Wayne Gageby introduced the following resolution and moved
its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING
ON A PROPOSED IMPROVEMENT
WHEREAS, a petition of property owners has been filed in the
office of the village clerk for the construction of a proposed
improvement consisting of the following:
Blacktopping the following:
Emerson Avenue North from 57th to 58th Avenue North
Fremont Avenue North from 57th to 58th Avenue North
Girard Avenue North from 57th to 58th Avenue North
Knox Avenue North from 55th to 57th Avenue North.
WHEREAS, the village engineer has made a preliminary report
advising that said proposed improvement is feasible and that it can
be constructed at an estimated cost of $8,000.00,
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority granted by
Chapter 398, Laws of Minnesota, 1953
2. Said proposed improvement is hereby consolidated with the
proposed blacktopping of Dupont Avenue North from 61st to 62nd Avenue
North, Irving Avenue North from 57th to 59th Avenue North and
James Avenue North from 57th to 59th Avenue North, having been
instituted at approximately the same time and it appearing that said
improvements can be more economically completed if consolidated and
joined as one project.
3. A public hearing on the consolidated proposed improvement
shall be held at the Village Hall in the village on Wednesday, the
5th day of August, 1953, at 8:00 o'clock P. M., and the clerk shall
publish notice of the time and place of hearing by two weeks public -
cation in the official newspaper of the village.
4. The area proposed to be assessed for said improvement is as
follows:
All lots and parcels of land abutting on each of said
streets proposed to be improved.
The motion for the adoption of the foregoing resolution was duly
seconded by member Merrill Stodghill, and upon vote being taken thereon the
following voted in favor thereof: Merrill Stodghill, Wayne Gageby,
Art Paulson, Paul Weekly, Glen Sonnenberg; and the following voted against
the same: None; whereupon said resolution was declared duly passed and
adopted.
Motion made by Merrill Stodghill and seconded by Paul Weekly that
errors in the storm sewer assessments be corrected and reported to the County
Auditor. Motion carried.
Motion made by Wayne Gageby and seconded by Glen Sonnenberg to
approve the sale of the south 31 feet of the Zwak property, described as the
South 121 feet of the North 484 feet of Lot 54, Aud. Sub. #218, to
Mr. Balfany, owner of the South 121 feet of the North 605 feet of Lot 54,

Aud. Sub. #218, also approve the division of the combined Balfany property
into two lots, 76' x 150' under Sec. 5 of the Platting Ordinance. All
members voting in favor of this motion, motion carried.
Motion made by Merrill Stodghill and seconded by Paul Weekly to
accept theiecommendations of the Planning Commission, and approve the
division of the Bergstrom property, described as the South 150 feet of Lot 55,
Auditor's Sub. #218, into four standards lots. Motion carried.
Motion made by Paul Weekly and seconded by Merrill Stodghill giving
the Minneapolis Gas Company authority to install a six inch gas main on
Camden Avenue, from 388 feet North of the North line of 56th Avenue to 12 feet
South of the South Line of 57th Avenue North. Motion carried.
