of the Village of Brooklyn Center in the County of Hennepin and
State of Minnesota, including all accounts audited by said Council
September 23, 1953
The Village Council met in regular session and called to order by
Arthur Paulson, President, at 8:00 o'clock P.M.
The following members were present: Arthur Paulson Merrill
Stodghill, Wayne Gageby, Glen Sonnenberg and Paul Weekly. 7)14.
The minutes of the last regular meeting held on September 9, 1953 were
approved as read.
Motion made by Wayne Gageby and seconded by Merrill Stodghill that
One half street on Camden Avenue between 55th and 56th Avenue North covering
the west 30 feet of Lot 48, Garcelon's Addition, be put into proper grade and
said work to be included in the Terry Bros., Inc. Contract, this street to
consist of 15 feet of roadway and 15 feet of Boulevard. All members voting in
favor of this motion, motion carried.
Motion made by Merrill Stodghill and seconded by Paul Weekly that
weight limit signs and stop signs be purchased for the village streets.
All members voting in favor of this motion, motion carried.
Member Merrill Stodghill introduced a certain Ordinance entitled:
"AN ORDINANCE GRANTING PERMISSION TO NORTHERN STATES POWER
COMPANY, A MINNESOTA CORPORATION, ITS SUCCESSORS AND ASSIGNS,
TO ERECT, INSTALL, ENLARGE, OPERATE, REPAIR, AND MAINTAIN, IN
THE VILLAGE OF BROOKLYN CENTER, MINNESOTA, TRANSMISSION LINES
AND AN ELECTRIC DISTRIBUTION SYSTEM, INCLUDING NECESSARY POLES,
POLE LINES, MASTS, WIRES, CABLES, AND FIXTURES AND APPURTE-
NANCES, FOR THE FURNISHING OF ELECTRIC ENERGY TO THE VILLAGE
AND ITS INHABITANTS, AND OTHERS, AND TRANSMITTING ELECTRIC
ENERGY INTO AND THROUGH THE VILLAGE, AND TO USE THE STR.hi'S,
ALLEYS, AND PUBLIC GROUNDS OF SAID VILLAGE FOR SUCH PURPOSES ",
and on motion made, seconded, and duly adopted, the above- entitled Ordinance
was read.
Thereafter a motion was made by member Merrill Stodghill and seconded
by member Pau1,H. Weekly that the above- entitled Ordinance be adopted as read
and in its entirety.
On roll call the vote was as follows:
AYES: Arthur Paulson, Paul H. Weekly, Merrill Stodghill and
Wayne Gageby
NAYS: None
The Mayor then declared said motion duly carried and the above - entitled
Ordinance duly passed and adopted, and ordered the Village Clerk to publish the
same in accordance with the law in such case made and provided.
Motion made by Wayne Gageby and seconded by Merrill Stodghill that
in the event Evald Johnson hires a plumber to lower the stub extending from the
main sanitary sewer to the curb that such expense be charged to Jack Welch
Construction Company contractors. All members voting in favor of this motion,
motion carried.
Motion made by Merrill Stodghill and seconded by Paul Weekly that the
Village Council authorize an appropriation of $1429.48 this being an estimated
amount, for the acquisition of an Air Raid Warning System, the total cost of
approximately $4764.90 of which 5o% to be shared by the federal government and
25% by the State of Minnesota and 25% or $1191.23 plus a handling and freight
fee of $238.25 to be borne by the Village of Brooklyn Center, these being
estimates. All members voting in favor of this motion, nayes none, motion
carried.

Motion made by Merrill Stodghill and seconded by Paul Weekly to uphold
the recommendation of the Planning Commission denying the petition of K. 0. Sandum
for a special permit to construct a two family dwelling on the North 1/2 of

Lot 11, Block 4, Twin Lake Woods Addition, by reason of Sec. 4.01 of the
Zoning Ordinance. All members voting in favor of this motion, motion
carried.
Motion made by Paul Weekly and seconded by Wayne Gageby to
uphold the recommendation of the Planning Commission in regard to the
petition of Mrs. Earl Capwell for a Special Permit, the petition being
denied by reason of Section 7.01 of the Zoning Ordinance. All members
voting in favor of this motion, motion carried.
Motion made by Mayne Gageby and seconded by Merrill Stodghill
to uphold the recommendation of the Planning Commission and grant
Mrs. Earl Capwell authority to divide her property into four lots, each
with 66 foot frontages, described as the North 1/2 of the South 1/5 of the
West 1/4 of the Northwest 1/4 of the Southwest 1/4 of Section 1,
Township 118, Range 21, in accordance with Section 5 of the Platting
Ordinance. All members voting in favor of this motion, motion carried.
Motion made by Wayne Gageby and seconded by Paul Weekly to accept
the contract of the Conrad Manufacturing Company to furnish the fixtures of
the Muncipal Liquor Store. All members voting in favor of this motion,
motion carried.
Motion made by Paul Weekly and seconded by Merrill Stodghill
to accept the Justice report presented by Russ Jones, Justice, for the month
of August, 1953. Motion Carried.
Motion made by Merrill Stodghill and seconded by Glen Sonnenberg
giving the Minneapolis Gas Company authority to install a 3 inch main on
James Avenue North from 230 feet NN line 57th Avenue North to 59th Ave. N.
a 3 inch main on Colfax Ave. No. from 57th Ave. N. to over South 32
feet of Lot 1
a 3 inch main on Judy Lane from Brookview Drive to Ericon Drive
on Ericon Drive from South Ericon Drive to cover Lot 1, Block 2
on South Ericon Drive from Ericon Drive to cover Lot 7, Block 1.
All members voting in favor of this motion, motion carried.
Motion made by Paul Weekly and seconded by Wayne Gageby giving
the Northern States Power Company authority to install four poles on 64th
Avenue North between Dupont and Fremont Avenues North. All members voting
in favor of this motion, motion carried.
Motion made by Paul Weekly and seconded by Merrill Stodghill to
correct the storm sewer assessment of Tomazike property on E 1/5 of N
of S 1/2 of SW 1/4 of NW 1/4 of Sec. 1, Township 118, Range 21, as it being
a double assessment. Motion carried.

Member Paul Weekly introduced the following resolution and:.moved
its adoption:
RESOLUTION FIXING TIME FOR HEARING ON ASSESSMENT ROLL
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center as follows:
1. The Village Council shall meet at the Village Hall on
Thursday, the 8th day of October, 1953, at 8 :00 o'clock p.m.
to pass upon the proposed assessments for the following
improvements:
Blacktopping Improvement No. 53-2
Blacktopping Improvement No. 53 -3
Blacktopping Improvement No. 53 -4
Storm Sewer Improvement No. 53 -1
Sanitary Sewer Improvement No. 53 -2
2. The Village clerk shall publish notice of the time and
place of meeting in the official newspaper of the village once
at least two weeks prior to such meeting.
The motion for the adoption of the foregoing resolution was duly
seconded by member Wayne Gageby, and upon vote being taken thereon the following
voted in favor thereof: Arthur Paulson, Paul Weekly, Wayne Gageby, Merrill
Stodghill and.Glen Sonnenberg; and the following voted against the same: none
whereupon said resolution was declared duly passed and adopted.
