HomeMy WebLinkAbout1954 01-27 CCM Regular Sessionadoption: adoption: Minutes of the proceeding of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota including all accounts audited by said Council January 27, 1954, The Village Council net in regular session, and called to order by Arthur Paulson, Mayor, at 8:00 P.M. The following members were present: Arthur Paulson, Allen Lindman, Glen Sonnenberg, and Paul Weekly. Wayne Gageby was absent. The minutes of the regular meeting held on January 13, 1954 and the special meeting held on January 19, 1954 were approved as read. Member Paul Weekly introduced the following resolution and moved its RESOLUTION PROVIDING FOR PUBLIC" HEARING ON A PROPOSED IMPHOVEMT WHEREAS, a petition of property owners has been filed in the office of the village clerk for the construction of a proposed improvement consisting of the following: Construction of a sanitary sewer on 4th Street North between 53rd and 55th Avenue North WHEREAS, the village engineer has made a preliminary report advising that said proposed improvement is feasible and that it can be constructed at an estimated cost of $7000.00, NOW, rnre+A/unr,, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. The council proposes to proceed under authority granted. by Chapter 398, Laws of Minnesota, 1953. 2. A public hearing on the proposed improvement shall be held at the Village Hall in the village on Wednesday, the 24th day of February, 1954, at 8:00 o'clock P.H., and the clerk shall publish notice of the time and place of hearing by two weeks publication in the official newspaper of the village. 3. The area proposed to be assessed for said improvement is as follows: All lots and parcels of land abutting thereon. The motion for the adoption of the foregoing resolution was duly seconded by member Alien Lindman, and upon vote being taken thereon the following voted in favor thereof: Arthur Paulson, Allen Lindman, Glen Sonnenberg, Paul Weekly; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion made by Paul Weekly and seconded by Allen Lindman to accept the recommendation of the Planning Commission and grant Lillian S. Ekberg a special permit to park a house trailer in back of barn at 5545 Osseo Road for one year, with stipulations that a Sanitary Disposal System be installed. Motion carried. Member Paul Weekly introduced the following resolution and moved its RESOLUTION WHEREAS, the Village of Brooklyn Center has been notified by letter by the Land Commissioner of Hennepin County that certain property hereinafter more fully described has been forfeited to the State of Minnesota for taxes, and WHEREAS, said property is presently being used for street purposes in the Village of Brooklyn Center, and WHEREAS, it is to the best interests of the Village that such use of said property be continued so that acquisition of said property from the 69 70 State of Minnesota without cost will further the interests of the Village, NOW YAAAM OWS, be it resolved by the Village Council of Brooklyn Center that the Mayor and Clerk take such steps and initiate such proceedings as may be necessary to acquire the following described land for street purposes: 1. Lot 44, Auditor's Subdivision Number 310, Hennepin County, Minnesota The motion for the adoption of the foregoing resolution was duly seconded by member Alien Lindman, and upon vote being taken thereon the following voted in favor thereof: Arthur Paulson, Allen Lindman, Glen Sonnenberg, Paul Weekly; and the following voted against the sage: None; whereupon said resolution was declared duly passed and adopted. Motion made by Paul Weekly and seconded by Allen Lindman giving the Northern States Power Company authority to install one pole on 62nd Avenue from Bryant to Colfax Avenue North; also one pole on 62nd Avenue North from Colfax to Dupont Avenue North; also one pole on 57th and Logan Avenue North; one pole 57th Avenue west of Logan Avenue, one pole 58th and Knox Ave. N.; and one pole on 58th Avenue between Knox and Logan Avenue North. Motion carried. Member Paul Weekly introduced the following resolution and moved its adoption: RESOLUTION CONFIRMING OILING OF CERTAIN oLitAsLo AND DIRECTING THE ASSESSMENT FOR THE COST THEREOF AGAINST nsnsf I Y t PROPERTY OWNERS BE IT RESOLVBD BY THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER, MINNESOTA, AS FOLLOWS: 1. The oiling of certain streets during the year 1953 which are hereinafter enumerated is hereby confirmed and ratified, and the village clerk is directed to make up assessment rolls covering the cost thereof: Camden Avenue North between 59th and 61st Bryant Avenue North between 57th and 64th Colfax Avenue North between 61st and 62nd Dupont Avenue North between 59th and 61st Emerson Avenue North between 59th and 61st Fremont Avenue North between 58th and Highway 100 Humboldt Avenue North between 57th and Highway 100 61st Avenue North from midway between Bryant and Colfax to midway between Colfax and Dupont 2. The Clerk shall forthwith calculate the amount to be assessed against each of the lots and parcels benefitted by said oiling. 3. The area within which the assessment shall be made is bounded as follows: On the north by Highway 100 On the east by Lyndale Avenue On the south by 57th Avenue On the west by Irving Avenue North 4. Upon completion of the assessment rolls, the Clerk shall forthwith file said rolls in his office and shall publish notice of hearing on said assessment rolls to be held on February 24, 1954 at 8:00 o'clock P.M. 5. Following the hearing and adoption of said assessment rolls, the Clerk shall cause to be sent to all property owners against whom said assessments have been confirmed and ratified a notice of said assessments and requesting that the same be paid forthwith, said assessments to bear no interest if paid within 60 days following the date of said billing. The motion for the adoption of the foregoing resolution was duly seconded by member Allen Lindman, and upon vote being taken thereon the following voted in favor thereof: Arthur Paulson, Allen Landman, Glen Sonnenberg, Paul Weekly; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion made by Paul Weekly and seconded by Alien Landman to transfer $200.00 to Civil Defense for Training Equipment and Orginational Expense, check to be turned over to Harold Hanney, Director of Civil Defense. Notion carried. The Village Clerk was instructed to write a letter to the Council of the Village of Osseo, requesting them to appear before the Village Council of Brooklyn Center on March 3, 1954 in regard to installation of a Sanitary Sewer thru the Village, and present specific information now available and if project is to be started immediately or when contemplated.
