of the Village of Brooklyn Center in the County of Hennepin and
State of Minnesota, including all accounts audited by said Council
March 10, 1954
The Village Council met in regular session and called to order by
Arthur Paulson, Mayor, at 8:00 P.M.
The following members were present: Arthur Paulson, Wayne Gageby,
Glen Sonnenberg, Allen Lindman and Paul Weekly.
The minutes of the regular meeting held on February 24, 1954 were
approved as read.
Motion made by Allen Lindman and seconded by Paul Weekly that
literature be mailed to all residents of the Village of Brooklyn Center setting
forth the substance of the Dog Ordinance, and to be ready for mailing by
April 5, 1954. Motion carried.
Motion made by Wayne Gageby and seconded by Paul Weekly to accept the
recommendations of the Planning Commission covering the petition of Marvin P.
Bjork, and that a temporary permit of occupancy be granted for one year from
date of occupancy and that occupancy be taken within six months of this date
and a bond of $1000.00 be furnished. Motion carried.
Motion made by Wayne Gageby and seconded by Paul Weekly to accept
the recommendation of the Planning Commission and accept the proposed plat
submitted by Russell Gilbertson for rezoning Lot 16, Auditor's Subdivision #310,
and that the east line of proposed Willow Lane coincide with a line 15 feet
east of the west line of Harold Hannay's property. Motion carried.
Motion made by Allen Lindman and seconded by Wayne Gageby to adopt
the following ordinance:
AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF BROOKLYN CENTER BY CHANGING
CERTAIN PROPERTY FROM OPEN DEVELOPMENT TO COMMERCIAL
The Village Council of the Village of Brooklyn Center do ordain as
follows:
1. Section 3.40 of the zoning ordinance of the Village of Brooklyn
Center enacted on August 23, 1950, is hereby amended to include the
following property within the commercial area set forth in said section:
Lot 1, Block 1, Gilbertson's Proposed Plat, presently
described as that part of Lot 16, Auditor's Subdivision
No. 310, lying West of a line which intersects the North
line of said lot 232 feet, more or less, Easterly from the
Northwest corner thereof and intersects the South line
at a point 280 feet, more or less, Easterly of the Southwest
corner thereof.
2. This ordinance shall be in full force and effect from and after
its publication.

Upon vote being taken on the adoption of the foregoing ordinance, the following
voted in favor thereof: Arthur Paulson, Wayne Gageby, Glen Sonnenberg,
Allen Lindman and Paul Weekly; and the following voted against the same: None;
whereupon said ordinance was declared duly passed and adopted.
Motion made by Allen Lindman and seconded by Wayne Gageby to issue
a special permit authorizing the aforedescribed portion of Lot 16, Auditor's
Subdivision No. 310, to be used to erect and operate a two - level, 30 unit motel,
subject to the following restrictions: no guests to be permitted to reside in
the motel for a period longer than 30 days, not more than four units will have
kitchen facilities at the Planning Commission is to receive for inspection
plans and specifications for construction prior to issuance of a building permit.
All members voting in favor of this motion, motion carried.
Motion made by Wayne Gageby and seconded by Allen Lindman granting
Joseph Sienko authority to sell two sixty foot lots, which were purchased
separately previous to any zoning ordinance within the Village, located within
lot 34, So 1/2 Sec. 1, Twp 118, Range 21; Motion carried.

Motion made by Paul Weekly and seconded by Allen Lindman to accept the
recommendations of the Planning Commission and accept the proposed plat submitted by
Joseph Dahinden, known as the West 345 feet of East 462 feet of North 231 feet of Lot
44, Auditor's Subdivision No. 218. Motion carried.
Motion made by Wayne Gageby and seconded by Paul Weekly to accept
the final Plat of the Rockwell's First Addition, subject to surrender of a
Bond covering the establishing of certain streets within this addition. Motion
carried.
Motion made by Paul Weekly to commit the Village of Brooklyn Center
to making the following improvements in accordance with the resolution
heretofore identified as Improvement Commitments for VA Loan Purposes. Said
resolution shall have inserted in it the following:
Property to be improved: Frank Burch's 2nd Addn. & Frank
Burch's 3rd Addn.
Estimated Cost: $1760.00
Date of completion: 12 months
Improvements to be made:
Grading, graveling and oiling of Emerson Ave., Fremont Ave. and
64th Ave. within the boundaries of Frank Burch's 3rd Addn., and
Fremont Ave. within the boundaries of Frank Burch's 2nd Addn.
The foregoing motion was duly seconded by Allen Lindman, and all voting in
favor thereof, the motion was carried.
Motion made by Wayne Gageby to commit the Village of Brooklyn Center
to making the following improvements in accordance with the resolution
heretofore identified as Improvement Commitments for VA Loan Purposes. Said
resolution shall have inserted in it the following:
Property to be improved: J. R. Murphey's Addn.
Estimated Cost: $1500.00
Date of completion: 12 months
Improvements to be made:
Grading, surfacing and oiling of streets within the boundaries
of J. R. Murphey's Addn.
The foregoing motion was duly seconded by Paul Weekly, and all voting in favor
thereof, the motion was carried.
Motion made by Wayne Gageby and seconded by Allen Lindman that a
permit be issued to the Boyer Garbage Service for the year 1954. Motion carried.
Motion made by Glen Sonnenberg and seconded by Wayne Gageby to sanction
the appointment of Minder Engineering Co. made by Arthur Paulson, Mayor. Motion
carried.
Paul H. Weekly offered the following Resolution:
BE IT RESOLVED, That the contract submitted by the Suburban Hennepin
County Relief Board of the County of Hennepin for the administration and
supervision of poor relief in the Village of Brooklyn Center be accepted
and approved: and
BE IT FURTHER RESOLVED, That the proper officers of said Village
of Brooklyn Center be directed to execute said contract in duplicate and
when executed to return one of said contracts to the Suburban Hennepin
County Relief Board.
The question was on the adoption of the resolution and the roll being
called there were 5 yeas and 0 nays, as follows: A. Paulson, Mayor,
Wayne Gageby, Glen Sonnenberg, Allen Lindman, Paul H. Weekly.
And so the resolution was adopted.
Motion made by Allen Lindman and seconded by Glen Sonnenberg to
accept the Justice report presented by Russell Jones, Justice. Motion carried.
Motion made by Paul Weekly and seconded by Glen Sonnenberg giving the
Minneapolis Gas Company authority to install a 3 inch main on Aldrich Ave. N.
from 284 feet North of the North Line of 56th Ave. N. Motion carried.
Motion made by Wayne Gageby nd seconded by Allen Lindman that Ernest
Johnson be given authority to install street on the west 30 feet of Lot 9,
Gould's Riverview Addition, subject to street restriction of the Platting
Ordinance, Deeds and Bond to be surrendered to the Village. Motion carried.
Meeting with the Osseo Council covering Sanitary Sewers set for
May 11, 1954.
