HomeMy WebLinkAbout1954 04-14 CCM Regular SessionMinutes of the proceeding of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota, including all accounts audited by said Council April 14, 1954 The Village Council met in regular session and called to order by Arthur Paulson, Mayor, at 8:00 P.M. The following members were present: Arthur Paulson, Wayne Gageby, Glen Sonnenberg, Allen Lindman and Paul Weekly. The minutes of the regular meeting held on March 24, 1954 and the special meeting held on March 31, 1954 were approved as read. Motion made by Paul Weekly,,and seconded by Glen Sonnenberg to accept the recommendations of the Planning ommission and recommend the proposed plat of Rockwell's 2nd Addition be accepted. All members voting in favor of this motion, motion carried. Motion made by Paul Weekly and seconded by Allen Lindman to accept the recommendation of the Planning Commission and that a Special Permit be granted to Mr. J. L. Treakle to live in a trailer for 90 days from the date of occupancy while building a new home. All members voting in favor of this motion, motion carried. Motion made by Glen Sonnenberg and seconded by Paul Weekly to accept the recommendation of the Planning c ommission covering the Petition of Viola Oakes for a Special Permit to convert basement to rental living quarters, that this petition be referred to the Village Attorney and advise at next regular meeting. Motion carried. Motion made by Paul Weekly and seconded by Wayne Gageby to accept recommendations of the Planning Commission approving the building and parking plans for a drive -in covering the North 70 feet of the. West 150 feet of Lot 1, Section 25, Township 119, Range 21, Auditor's Subdivision No. 309, and that a building permit be granted. All members voting in favor of this motion, motion carried. Motion made by Glen Sonnenberg and seconded by Allen Lindmae to accept the proposed plat of Leslie Hagen and as recommended by the Planning ommission. Motion carried. Motion made by Wayne Gageby and seconded by Paul Weekly to accept the }aster Plan of the Northport addition, although the Village Council is still concerned as to the development of the lake if not reverted to playgrounds. All members voting in favor of this motion, motion carried. Motion rate by Glen Sonnenberg and seconded by Paul Weekly that Pearson Bros. be granted Special Permits to build homes on Lots 9, 10 and 11, Block 11 of the Northport Addition of the Master plan, and Contractor be responsible for Road F. All members voting in favor of this motion, motion carried. Motion made by Wayne Gageby and seconded by Paul Weekly that Bryant Avenue from 62nd Avenue North to the Belt Line be brought back to grade. Motion carried. 93 Motion made by Glen Sonnenberg and seconded by Paul Weekly giving the Fire Department authority to purchase a windshield wiper for the #1 Truck. Motion carried. Motion made by Glen Sonnenberg and seconded by Wayne Gageby that the Village attorney be instructed to draw up a Taxi Cab ordinance. Motion carried. Motion made by Wayne Gageby and seconded by Glen Sonnenberg that Village attorney investigate and draw up an ordinance covering the installation of septic tanks and cesspools and also the licensing and bonding of applicants or contractors. All members voting in favor of this motion, motion carried. Motion made by Glen Sonnenberg and seconded by Wayne Gageby that the Village purchase office equipment for the village offices. Motion carried. Motion made by Wayne Gageby to adopt the following resolution: 94 BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER AS FOLLOWS: WHEREAS, the blacktopping of Dupont Avenue between 61st and 62nd Avenues North is presently included in a contract with the J. V. Gleason Company pursuant to bids reguhrly advertised and let • in 1953, and WHEREAS, said work has not yet been performed under said contract, and WHEREAS, it is the desire of the abutting property owners that said improvement be changed from blacktopping to oiling, and WHEREAS, the Village Council has been informed through their engineer that said J. V. Gleason Company is agreeable to said change, and it appearing that said change is in the best interests of the Village, NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. A change in said contract.with the J. V. Gleason Company be and hereby is approved to omit the blacktopping of Dupont Avenue between 61st and 62nd Avenues North. 2. The abutting property owners on said street shall cause said street to be oiled in accordance with the specifications of the Village. 3. The assessments heretofore levied against the abutting property for said proposed blacktopping shall be abated in full. The motion for the adoption of the foregoing resolution was duly seconded by Glen Sonnenberg and upon vote being taken thereon and all members voting in favor of the motion, motion carried. The foregoing abatements shall be certified to the County Auditor in the form regularly used by the Village for such purposes. Motion made by Glen Sonnenberg and seconded by Allen Lindman that an amendment be made to the platting ordinance on new platted property that 4 inches of gravel and at least 2 inches of oil stabilizer be applied. All members voting in favor of this motion, motion carried. Motion made by Glen Sonnenberg and seconded by Wayne Gageby that the Minder Engineering Co. be instructed to make a survey for a drainage system, bounded by T. H. #100 on the north, Shingle Creek on the west, 53rd Avenue North on the south and Morgan Avenue on the east, this project to be known as Storm Sewer Improvement No. 1954 -1, and that a definite account be set up on this survey. All members voting in favor of this motion, nayes none, motion carried. Motion made by Glen Sonnenberg aid seconded by Paul Weekly that the Justice Report presented by Aldor Johnson be accepted.
