HomeMy WebLinkAbout1954 05-12 CCM Regular SessionMinutes of the proceeding of the Village Council of the 4illage of Brooklyn Center in the County of Hennepin and State of Minnesota, including all accounts audited by said Council May 12, 1;54 The Village Council met in regular session and called to order by Arthur Paulson, Mayor, at 8 :06 P.M. The following members were present: Arthur Paulson, Wayne Gageby, Glen Sonnenberg, Allen Lindman and Paul Weekly. Member Wayne Gageby introduced the following resolution and moved its adoption: RESOLUTION PROVIDING FOR PUBLIC HEARING ON A PROPOSED IMPROVEMENT WHEREAS, a petition of property owners has been filed in the office of the village clerk for the construction of a proposed improvement consisting of the following: 107 Blacktopping Emerson Avenue North between 61st and 62nd Avenues North 62nd Avenue North between Dupont and Emerson Avenues North WHEREAS, the village engineer has made a preliminary report advising that said proposed improvement is feasible and that it can be constructed at an estimated cost of $3300.00, NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. The council proposed to proceed under authority granted by Chapter 3y8, Laws of Minnesota, 153. 2. A public hearing on the proposed improvement shall be held at the Village Hall in the village on Wednesday, the yth day of June, 1 at :0J o'clock P.M., and the clerk shall publish' notice of the time and place of hearing by two weeks publication in the official newspaper of the village. 3. The area proposed to be assessed for said improvement is as follows: All lots and parcels of land abutting thereon. The motion for the adoption of the foregoing resolution was duly seconded by member Paul Weekly, and upon vote being' taken thereon the following voted in favor thereof: Arthur Paulson, Wayne Gageby, Glen Sonnenberg, Allen Lindman and Paul Weekly; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion made by Allen Lindman and seconded by Wayne Gageby to rescind the resolution of April 14, 1,54 in regard to blacktopping Dupont Avenue North from 61st to 62nd Avenues North, the change being made to oil said street. After reviewing the Petition which was originally presented for this improvement, it appears that the majority were not in favor of the action taken on April 14th. Motion carried. Motion made by Allen Lindman and seconded by Wayne Gageby to uphold the recommendations of the Planning Commission, and approve said plat of Pearson Bros. with the stipulations that turn - around easements be provided on dead end streets and that the area between Lot 14, Block 13 and Lot y, Block 7 be recorded as public property in the Northport plat, and subject to all the restrictions of the Platting Ordinance. Motion carried. Motion made by Paul Weekly and seconded by Wayne Gageby that Sipe and Gray Oil Company be given authority to rebuild their garage at 4861 Osseo Road, and as recommended by the Planning Commission. Motion carried. Motion made by Paul Weekly and seconded by Allen Lindman that Harry Leffleman be denied permission to sell minnows at 6725 Lyndale Avenue North and as recommended by the Planning Commission. Motion carried. 108 Motion made by Wayne Gageby and seconded by Paul Weekly that the proposed plat presented by Mr. Balfany and located within the Northport plan be approved with stipulations that turn- around easements be provided on dead - end streets as recommended by the Planning Commission. Motion carried. Motion made by Paul Weekly and seconded by Wayne Gageby that Harron Methodist Church be granted authority to place small signs at requested locations. Motion carried. Motion made by Wayne Gageby and seconded by Allen Lindman to accept the recommendation of the Planning Commission and allow a minimum side yard of 5 feet on Lot 9, Block 2, Fairhaven - Park Addition. Motion carried. Motion made by Wayne Gageby and seconded by Paul Weekly to accept the recommendations of the Planning Commission in recommending approval of Andrew Graen's plan to purchase the west 20 feet of Lot 9, Block 2, A. J. Larson's 3rd Addition in order to make a lot suitable for building on Colfax Avenue with a 30 feet set back. Motion carried. Motion made by Paul Weekly and seconded by Allen Lindman giving Henry Holm authority to divide his 135 foot frontage on Drew Avenue North into two equal lots and as recommended by the Planning Commission. Motion carried. Motion made by Glen Sonnenberg and seconded by Allen Lindman to purchase two office desks and two chairs from the General Fireproofing Co. covered by purchase order #994. Motion carried. Motion made by Glen Sonnenberg and seconded by Allen Lindman to accept the proposed plat of the Krutzigs Addition subject to all the restrictions of the platting ordinance. Motion carried. Motion made by Glen Sonnenberg and seconded by Wayne Gageby to accept the Justice report for the month of April 1954 presented by R. H. Jones. Motion carried. Motion made by Paul Weekly and seconded by Wayne Gageby to issue a Cigarette License to Wesley Omodt of 5003 Drew Avenue North for 4 months or until September 15, 1954. Motion carried. Motion made by Wayne Gageby and seconded by Paul Weekly giving the Northern States Power Co. authority to install one pole on 73rd Avenue North between West River Road and the Mississippi River, also 2 poles on Camden Avenue between 57th and 53th Avenue< North, also one pole on 59th and Abbott Avenue and one pole on 59th between Zenith and Abbott Avenue North. Motion carried. Motion made by Allen Lindman and seconded by Wayne Gageby giving the Minneapolis Gas Company authority to install a 3 inch steel main on Bryant Ave. No. - 6 ft south of the south line of 62nd Avenue to cover S 1/2, Lot 2, Block.2 Colfax Ave. No. - 13 feet south of the south line of 62nd Avenue to south service road of #100 Dupont Ave. No. - 2 feet north of the south line of 62nd Avenue to S 1/2, Lot 12, Block 3. S Sw Road of Highway #100 covering W1 Lot 1, Block 2 to E Lot 13, Block 3. Motion made by Paul Weekly and seconded by Wayne Gageby that a public hearing be held on June 9, 1954 in regard to vacating the South 3 feet on 55th Avenue North from Lot 1, Block 3, 82 feet more or less lying west of Logan Avenue in the John Ryden's 2nd Addition. Motion carried. Motion made by Wayne Gageby and seconded by Allen Lindman to contact Terry Bros. and have them repair the old storm sewer at 211 - 55th Avenue North. Motion carried. Motion made by Paul Weekly and seconded by Wayne Gageby that relative to purchases of gas, oil and other related items from gasoline stations, that, #1. Circulate a letter of authorization in the trade, copy of which to be filed in the village office, indicating the following: (a) Names of persons authorized to make such purchases. (b) Vendor must give one copy of sales slip to personrE.king the purchase. (c) Sales slip must show the name or description of the vehicle serviced, beside the usual other information that is generally shown. (d) All sales slips must be signed by the person making the purchase. . All Village personnel must be instructed that they will be required to return copies of sales slips to the office to be matched with vendor's verified account.
