HomeMy WebLinkAbout1954 07-14 CCM Regular SessionMinutes of the proceeding of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota, including all accounts audited by said Council July 14, 195+ The Village Council met in regular session and called to order by Arthur Paulson, Mayor, at 8:00 o'clock P.M. The following members were present: Arthur Paulson, Allen Lindman and Paul Weekly. Wayne Gageby and Glen Sonnenberg wereabsent. The minutes of the regular meeting held on June 23, 195+ were approved as read. Member Paul Weekly introduced the following resolution and moved its adoption: RESOLUTION PROVIDING FOR PUBLIC HEARING ON A PROPOSED IMPROVEMENT WHEREAS, a petition of property owners has been filed in the office of the village clerk for the construction of a proposed improvement consisting of the following: Grading and oil stabilizing 63rd Avenue North from Highway 152 to the west village limits WHEREAS, the village engineer has made a preliminary report advising that said proposed improvement is feasible and that it can be constructed at an estimated cost of $13,000.00, NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. The council proposes to proceed under authority granted by Chapter 398, Laws of Minnesota, 1953. 2. A public hearing on the proposed improvement shall be held at the Village Hall in the village on Wednesday, the llth day of August, 1954, at 8:00 o'clock P.M., and the clerk shall publish notice of the time and place of hearing by two weeks publication in the official newspaper of the village. 3. The area proposed tote assessed for said improvement is as follows: All lots and parcels of land abutting the.eon. The motion for the adoption of the foregoing resolution was duly seconded by member Allen Lindman, and upon vote being taken thereon the following voted in favor thereof: Arthur Paulson, Paul Weekly and Allen Lindman; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion made, seconded and passed that the village attorney be instructed to draw an ordinance covering the licensing and issuance of permits for scavengers and until that time the clerk is authorized to receive the following fees and hold them pending the enactment of an ordinance: Permit charge $3; License Fee $25. Motion made by Allen Lindman and seconded by Paul Weekly to execute the certified check now held by the Village of Brooklyn Center in the amount of $200.00 presented by Joseph Betker presented in good faith to bring the street in the Betker Addition to grade as required by the Platting Ordinance, and the value of the work to be established by the Village Engineer and Mr. Betker be notified by registered letter the intent of the Village Council. Motion carried. Motion made by Allen Lindman and seconded by Paul Weekly giving the Sons Co. authority to install a sign at the intersection of Trunk Highway 152 and Trunk Highway 100 although the sign is not conforming. Motion carried. Motion made by Allen Lindman and seconded by Paul Weekly to accept the final plats of the Rockwell's 1st and 2nd Addition presented by the Hipp Construction Co. Motion carried. Motion made by Paul Weekly and seconded by Allen Lindman that the 139 official signatures on the Special Liquor Store Account be changed to James R. Fischback and Earl Holmes and the Camden Park State Bank so notified. Motion carried. Motion made by Allen Lindman and seconded by Paul Weekly that Mr. Edward Peckels be granted a special permit to keep bees for a period of six months, and as recommended by the planning commission. Motion carried. Motion made by Paul Weekly and seconded by Allen Lindman that the County Auditor be requested to reprint a new property description book for the Village of Brooklyn Center. Motion carried. Motion made by Paul Weekly and seconded by Allen Lindman that the Village execute the Contract signed by Albert Paulson as deputy pound - master for the Village of Brooklyn Center. Motion carried. Motion made by Allen Lindman and seconded by Paul Weekly that the Mutual Aid Fire Protection Agreement be signed whereby the Village of Coon Rapids becomes a member of this organization. Motion carried. Motion made by Paul Weekly and seconded by Allen Lindman to accept the Justice Reports presented by H. R. Jones and A. R. Johnson, Justices. Motion carried. Motion made by P Northern States Power C Morgan to Penn Avenue North, 54th and 55th Avenues North. #764 765 766 767 768 769 770 771 772 773 774 775 776 777 778 779 780 781 782 783 784 785 786 787 788 789 790 791 Motion made by Paul Weekly and seconded by Allen Lindman giving the Minneapolis Gas Light Co. authority to install a 3 inch main on Irving Avenue North from 135 feet north of the north line of 54th Avenue to cover Lot 6, Block 1, and also a 3 inch main on Colfax Avenue from four feet north of the north line of 60th Avenue North to 59th Avenue North. Motion carried. Motion made by Paul Weekly and seconded by Allen Lindman to accept the final plat of the Hoffman Addition, subject to all the restrictions of the platting ordinance and turn- around easements. Motion carried. Motion made by Allen Lindman and seconded by Paul Weekly that the Minder Engineering Co. be instructed by letter to check the grade on France Avenue North south of 53rd Avenue North and advise.
