j Minutes of the proceeding of the Village Council
of the Village of Brooklyn Center in the County of Hennepin and
State of Minnesota, including all accounts audited by said Council
January 26, 1955
The Village Council met in regular session and called to order by
Arthur Paulson, Mayor, at 8:00 P.M.
The following members were present: Arthur;Paulson, Wayne Gageby,
Allen Lindman, Glen Sonnenberg and H. R. Jones.
The Mayor announced that the meeting was open for the consideration
of a proposed improvement in the village consisting of the following:
Construction of a sanitary sewer main interceptor line including
lift stations, manholes, meter stations and all other usual sanitary
sewer appurtenances along a route described generally as follows:
Commencing at the intersection of 52nd and Thomas Avenues North;
thence North on Thomas Avenue to 57th Avenue;
thence West to Upton Avenue;
thence North to 63rd Avenue;
thence West to Xerxes Avenue;
thence North to 67th Avenue;
thence West to France Avenue;
thence North to 69th Avenue;
thence West to the village limits.
The Clerk produced an affidavit of publication of notice of hearing
on the proposed improvement showing two weeks publication thereof in the official
newspaper, the last publication being on January 20, 1955, which affidavit was
examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvement.
After several hours of discussion with the interested property owners
and after hearing and considering all objections, and a majority of the property
owners appearing in favor of said improvement, member Glen Sonnenberg introduced
the following resolution and moved its adoption:
RESOLUTION DEFERRING ACTION ON PROPOSED IMPROVEMENT
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. That the Village Council defer action on said proposed
improvement until the next regular meeting of the Village Council.
The motion for the adoption of the foregoing resolution was duly seconded by
member Wayne Gageby, and upon vote being taken thereon the following voted in
favor thereof: Arthur Paulson, Wayne Gageby, Allen Lindman, Glen Sonnenberg
and H. R. Jones; and the following voted against the same: None; whereupon
said resolution was declared duly passed and adopted.
Motion made by Allen Lindman to commit the Village of Brooklyn Center
to making the following improvements in accordance with the resolution heretofore
identified as Improvement Commitments for VA Loan Purposes. Said resolution
shall have inserted in it the following:
Property to be improved: Pearson's Northport 3rd Addition
Estimated Cost: $25,125.00
Date of completion: 12 months
Improvements to be made:
Grading, graveling and oil stabilizing of all streets
within the boundaries of this plat; also construction of
a storm sewer as per specifications of the Village Engineer.
Builder: Pearson Brothers
The foregoing motion was duly seconded by Wayne Gageby, and all voting in favor
thereof, the motion was carried.

Motion made by Allen Lindman to commit the Village of Brooklyn
Center to making the following improvements in accordance with the resolution
heretofore identified as Improvement Commitments for VA Loan Purposes. Said
resolution shall have inserted in it the following:
Property to be improved: Lawnridge Addition
Estimated Cost: $1100.00
Date of completion: 12 months
Improvements to be made:
Grading, graveling and oil stabilizing of all streets within
the boundaries of this plat. Said work to be done in
accordance with Village Specifications.
Builder: William Bobendrier
The foregoing motion was duly seconded by Wayne Gageby, and all voting in favor
thereof,the motion was carried.
Motion made by Allen Lindman to commit the Village of Brooklyn Center
to making the following improvements in accordance with the resolution
heretofore identified as Improvement Commitments for VA Loan Purposes. Said
resolution shall have inserted in it the following:
Property to be improved: Burch's 4th Addition
Estimated Cost: $1435.00
Date of completion: 12 months
Improvements to be made:
Grading, graveling and oil stabilizing of Dupont Avenue,
Colfax Avenue and 64th Avenue within the boundaries of
this plat; also installation of street signs; planting
of one boulevard tree per lot; and sodding of the
boulevards on the aforementioned streets. Said work
to be done in accordance with Village Specifications.
Builder: Burch & Wise
The foregoing motion was duly seconded by Wayne Gageby, and all voting in favor
thereof, tae motion was carried.
Motion made by Allen Lindman to commit the Village of Brooklyn Center
to making the following improvements in accordance with the resolution heretofore
identified as Improvement Commitments for VA Loan Purposes. Said resolution
shall have inserted in it the following:
Property to be improved: Wangstad's Brooklyn Terrace lst Addition
Estimated cost: $10,900.00
Date of completion: 12 months
Improvements to be made:
Grading, graveling and oil stabilizing of all streets within
the boundaries of this plat. Said work to be done in accordance
with Village Specifications.
Builder: A. N. Wangstad
The foregoing motion was duly seconded by Wayne Gageby, and all voting in favor
thereof, the motion was carried.
Motion made by H. R. Jones and seconded by Wayne Gageby to accept the
Deed of Frank A. Smith and Bessie Smith covering the East 33 feet of that part
of Lot 32, Auditor's Subdivtsion No. 218, lying South of North 363 feet thereof,
for street purposes. Bond to be posted in the amount of $1,175.00. Motion
carried.
Motion made by Wayne Gageby and seconded by Allen Lindman,to approve

the appointment of Sigurd Edling and Merrill S tod h 11 as g Planning ommission
members for one year, and to be notified in'due form. Motion carried.
Motion made by Wayne Gageby and seconded by Glen Sonnenberg to
approve rebate of excessive interest to the property owners in Block 2, Camden
j Acres, as follows:

Motion made by Glen Sonnenberg and seconded by Allen Lindman to
acknowledge a claim presented to the Village of Brooklyn Center by Carl
Bolander & Sons Co. Motion carried.
Motion made by H. R. Jones and seconded by Glen Sonnenberg to
approve the appointment of Paul H. Weekly as Deputy Clerk at $150.00 per month
for a twenty -two hour week, his rating to be 29 -A at half time, to be a regular
employee for the purpose of Chapter 16. Motion carried.
Motion made by Allen Lindman and seconded by Wayne Gageby to opprove
the appointment of Dan Elmer, Fire Chief, as a Marshal. Motion carried.
Motion made by Glen Sonnenberg and seconded by Wayne Gageby to
approve the appointment of Camden Northwestern State Bank as the official
Village Depository and the North Hennepin Post as the official Village
publication. Motion carried.
Motion made by Glen Sonnenberg and seconded by Wayne Gageby to approve
the purchase of a pump from Paul Pearson at $100.00. Motion carried.
Motion made by Glen Sonnenberg and seconded by Wayne Gageby that the
Village pay Civil Defense Director Harold Hannay $25.00 per month as a mileage
allowance. Motion carried.
Motion made by Glen Sonnenberg and seconded by Wayne Gageby to instruct
the Village Attorney to amend Building Ordinance relative to cesspools and
stub pipes in basement for future connection to Village sewers. Motion carried.
Motion made by Glen Sonnenberg and seconded by Wayne Gageby giving the
Northern States Power Company authority to install two poles on Morgan Avenue
North between 57th Avenue and Highway 100. Motion carried.

the application for Cigarette License from
