of the Village of Brooklyn Center in the County of Hennepin and
State of Minnesota., including all accounts audited by said Council
F February 9, 1955
III The Village Council met in regular session and called to order by
Arthur Paulson, Mayor, at 8 :00 P.M.
The following members were present: Arthur Paulson, Allen Lindman,
Glen Sonnenberg and H. R. Jones. Wayne G-„geby wasabsent.
The minutes of the regular meeting held on January 26, 1955 and of
the special meeting held on February 1, 1955 and February 2, 1955 were approved
as read.
Motion made by Allen Lindman and seconded by H. R. Jones to accept
the recommendation of the Planning ommission to approve the sale to Pearson
Brothers of the west 135 feet of Carlson's property abutting on Northport Drive,
under metes and bounds description, this property to be divided into four
building sites. Motion carried.
Motion made by H. R. Jones and seconded by Allen Lindman to accept
the proposed plat of Hipp's 4th Addition with the exception of Lots I and 2,
Block 11, and Lots 1 and 2, Block 12, and that Upton Avenue and 59th and 60th
east of Vincent be exempt from street construction. Motion carried.
Motion made by Allen Lindman and seconded by H. R. Jones to accept
the recommendation of the Planning commission to issue a special permit to
Wayne Modeen to occupy trailer home until August 15, 1955• Motion carried.
Motion made by H. R. Jones and seconded by Allen Lindman to accept
the recommendation of the Planning ommission to deny Marvey Swanson special
permit to divide his property into 63 foot lots. Motion carried.
Motion made by H. R. Jones and seconded by Allen Lindman that no
action be taken on commercial zoning on Winston Brothers petition until we have
a full council present. Motion carried.
Motion made by H. R. Jones and seconded by Allen Lindman to ask the
Planning commission to set a date for a joint meeting with the Council to
discuss sideyard provisions of the Zoning Ordinance. Motion carried.
Motion made by Allen Lindman and seconded by H. R. Jones to accept
the recommendation of the Planning c ommission with respect to proposed plat
submitted by Peckels and Hansen and approve 60 or 90 foot lots depending upon
availability of sanitary sewer; if sanitary sewer is installed, 60 foot lots
will be approved, otherwise the lots to be 90 feet. Motion carried.
Member Allen Lindman introduced the following resolution and moved
its adoption:
RESOLUTION DIRECTING ADVERTIS34ENT FOR BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The Clerk shall advertise for bids for Sanitary Sewer
Improvement No. 1954 -4 by publication at least once in the official
newspaper and in the Construction Bulletin, the date of first
publication not less than 10 days prior to the date for receipt
of bids. Said notice shall state that no bids will be considered
unless sealed and filed and accompanied by a cash deposit,
bid bond, cashier's check or certified check payable to the
Clerk in the amount of not less than 5% .of the bid.
The motion for the adoption of the foregoing resolution was duly seconded by
member H. R. Jones, and upon vote being taken thereon the following voted in
y favor thereof: Arthur Paulson, Allen Lindman, Glenn Sonnenberg and H. R. Jones;
and the following voted against the .same: None; whereupon said resolution was
declared duly passed and adopted.

Motion made by Allen Lindman to commit the Village of Brooklyn
Center to making the following improvements in accordance with the resolution
heretofore identified as Improvement Commitments for VA Loan Purposes. Seid
resolution shall have inserted in it the following:
Property to be improved: Balfany's Northport lst Addition
Estimated cost: $13,000.00
Date of completion: 12 months
Improvements to be made: I
Grading, graveling and oil stabilizing of all streets in
said Addition; also installation of necessary storm sewers
Builder: M. C. Balfany
The foregoing motion was duly seconded by H. R. Jones, and all voting in favor
thereof, the motion was carried.
Motion made by B. R. Jones and seconded by Allen Lindman that Ted
Nordquist build shelves in the vault as per Mr. Peterson's specifications.
Motion carried.
Motion made by H. R. Jones and seconded by Allen Lindman that special
permit be granted to secure building permits on Lot 1 and Lot 13, Block 3,
Twin Lake Woods 2nd Addition, but no property to be sold until final plat has
been recorded. Motion carried.
,Member Arthur Paulson introduced the following, resolution and moved
its adoption:
RESOLUTION DISAPPROVING PROJECT
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center as follows:
1. The Sanitary -sewer improvement consisting of a main -
interceptor line and appurtenances along Lyndale Avenue North
from 53rd Avenue North to 73rd Avenue North and the lateral from
57th and Lyndale Avenue North to 57th and Morgan Avenue North
is hereby disapproved.
The motion for the adoption of the foregoing resolution.was duly seconded by
H. R. Jones and upon vote being taken thereon the following voted in favor of
the same: Arthur Paulson, Allen Lindman, Glen Sonnenberg and H. R. Jones;
and the following voted against the same: None; whereupon said resolution was
declared duly passed and adopted.
Member Glen Sonnenberg introduced the following resolution and moved
its adoption:
RESOLUTION DEFERRING ACTION ON PROPOSED IMPROVEMENT
BE IT RESOLVED by the Village Council of the Village of Brooklyn Center,
Minnesota, as follows:
1. That the Village Council defer action on the proposed sanitary
sewer improvement commencing at 52nd and Thomas and ending at 69th
Avenue and the West Village limits until the next regular meeting of
the Village Council.
The motion for the adoption of the foregoing resolution was duly seconded by
member Allen Lindman,gnd upon vote being taken thereon the following voted in
favor thereof: Arthur Paulson, Allen Lindman, Glen Sonnenberg, and H. R. Jones;
and the following voted against the same: None; whereupon said resolution was
declared duly passed and adopted.
Motion made by H. R. Jones and seconded by Glen Sonnenberg that the
and of John Wingard as Justice of the Peace be approved. Motion carried.
Motion made by Glen Sonnenberg and seconded by Allen Lindman that on a
temporary basis the Building Inspector be paid fifty per cent of building permit
fees on all residences not to exceed $300.00 per month or $3600.00 a year; the
Plumbing Inspector to be paid fifty per cent,of all plumbing and sewage disposal
fees on all residences not to exceed $300.00 per month or $3600.00 per year,
whichever is the smaller, to be effective March 1, 1955. Both Inspectors are to
make inspections on all non - residential construetionatl perform duties which may be

delegated to them by the Council.
