HomeMy WebLinkAbout1955 04-27 CCM Regular Session 241 Minutes of the proceeding of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota, including all accounts audited by said Council April 27, 1955 The Village Council met in regular session and was called to order by Arthur Paulson, Mayor, at 8 :10 P.M. The following members were present: Arthur Paulson, Allen Lindman, H. R. Jones and Glen Sonnenberg. Wayne Gageby was absent. The minutes of the meetings of April 13 and April 19 were read and approved. Motion made by H. R. Jones and seconded by Allen Lindman to transfer the following funds from General Fund to Sanitary Sewer Service, to correct March error in deposit $207.00 from Sanitary Sewer Service to General Fund, to reimburse General Fund for January payment of service charges made by City of Minneapolis Sewer Department 692.89 from Sanitary Sewer 1954 -A Fund to Sanitary Sewer #1 Fund, to correct an error in January deposit 909.13 All members voting in favor of this motion, nayes none, motion carried. Arthur Paulson made the following appointment: Weed Inspector - Frank Smith, Jr. Motion made by Allen Lindman and seconded by H. R. Jones that the appointment of Frank Smith, Jr. as Weed Inspector at a salary of $100.00 for the season, made by Arthur Paulson, Mayor, be accepted. Motion carried. Motion made by H. R. Jones and seconded by Allen Lindman to accept for road purposes the Deed of S. G. Pearson and Edna A. Pearson, his wife, and Hugo Pearson and Lillian Pearson, his wife, to the following described property: Beginning at the S.E. corner of Lot 29, Block 4, Pearson's Northport 3rd Addition, Hennepin County, Minnesota, (said corner is also on the North line of Lot 14, Auditor's Subdivision No. 216 in said county); thence South in a straight line to an intersection with the West line of Ewing Avenue North as laid out in Grimes Addition; thence East along the North line of Grimes Addition 60.00 feet to the East line of said Ewing Avenue North; thence North in a straight line to the S. W. corner of Lot 1, Block 2 of said Pearson's Northport 3rd Addition; f thence West 60.02 feet to point of beginning. subject to posting of bond. j Motion carried. i Member H. R. Jones introduced the following resolution and moved its adoption: RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND DIRECTING ADVERTISIIMENT FOR BIDS. BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: San tart' NQ. 1955 -1 1. The plans and specifications for Sewer improvement / heretofore prepared by Minder Engineering Co., Engineer, are hereby approved and ordered filed with the Clerk. 2. The Clerk shall advertise for bids fo such improvement by publication at least once in the official newspaper and in the Construction Bulletin,.the date of first publication not less than three weeks prior to the date for receipt of bids. Said notice shall state that no bids will be considered unless sealed and filed and accompanied by a cash deposit, bid bond, cashier's check or certified check payable to the Clerk in the amount of not less than five percent of the bid. The motion for the adoption of the foregoing resolution was duly seconded by member Glen Sonnenberg and upon vote being taken thereon the following voted in favor thereof: Arthur Paulson, Allen Lindman, H. R. Jones and Glen Sonnenberg; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion made by Glen- Sonnenberg and seconded by H. R. Jones to adopt the following ordinance: AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE VILLAGE OF BROOKLYN CENTER BY PROVIDING FOR THE ESTABLISHMENT OF AN ADDITIONAL COMMERCIAL DISTRICT THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORDAIN AS FOLLOWS: 1. The Zoning Ordinance of the Village of Brooklyn Center is hereby amended by adding the following provision to Section 35 -217 of said ordinance: That part of Lot Six (6), Auditor's Subdivision Number Twenty -five (25), Hennepin County, Minn - esota, described as follows: Beginning at a point on the North line of Section Thirty -four (34), Township One Hundred Nineteen (119), Range Twenty -one (21), distance of 823.71 feet East of the Northwest corner thereof thence southerly making an angle to the right 87 from the North line of said section, a distance of 168.27 feet; thence deflecting to the left at an angle of 87 to the center line of State Highway 152, thence Northwesterly °along center line of said road to the north line of said Section 34; thence West to beginning. 2. This ordinance shall be in force from and after its legal publication. Upon vote being taken on the adoption of the foregoing ordinance, the following voted in favor thereof: Arthur Paulson, Allen Lindman, Sonnenberg and H. R. Jones; and the following voted against the same: None; whereupon said ordinance was declared duly passed and adopted. Motion made by H. R. Jones and seconded by Glen Sonnenberg to adopt the following resolution: A RESOLUTION ESTABLISHING VOTING DISTRICTS FOR THE VILLAGE OF BROOKLYN CENTER Section 29 -101 DISTRICTS ESTABLISHED. Be it resolved, by the Village Council of the Village of Brooklyn Center, Minnesota, that said Village shall be divided into four (4) Voting Districts to -be known as Voting District No. 1 (One), Voting District No. 2 (Two), Voting District No. 3 (Three) and Voting District No. 4 (Four). Sect ion 29 -102. DISTRICT ONE DEFINED. Furthermore, that Voting District No. 1 One) shall be known and described as follows: Bounded by the river on the East, Highway 100 on the North and West, and by 57th Avenue North on the South. Sect ion 29 -103. DISTRICT TWO DEFINED. Furthermore, that Voting District No. 2 Two) shall be known and described as follows: Bounded by the river on the East, Village Limits on the North, Highway 152 an the West, and 57th Avenue North and Highway 100 'on the South. Section 29 - DISTRICT THREE DEFINED. Furthermore, that Voting District No. 3 (Three) shall be known and described as follows: That portion F `4 +3 of the Village lying west of a line beginning at 47th and Xerxes Avenue North extended northerly to 53rd Avenue, thence easterly to Shingle Creek, thence northerly to 57th Avenue, thence westerly to Highway 152, thence northwesterly on Highway 152 to the north Village Limits. Section 29 -105. DISTRICT FOUR DEFINED. Furthermore, that Voting District No. 4 TFour) shall be known and described as follows: Bounded on the South by the Village Limits, on the East by the river, on the North by 57th Avenue, and on the West by Shingle Creek. Upon vote being taken on the adoption of the foregoing ordinance, the following voted in favor thereof: Arthur Paulson, Allen Lindman, Glen Sonnenberg and H. R. Jones; and the following voted against the same: None; whereupon said ordinance was declared duly passed and adopted. Member H. R. Jones made and Glen Sonnenberg seconded a motion to grant authority to purchase necessary supplies and equipment to set up the two additional districts, to acquire the necessary space in desired buildings, and to make proper publications in the North Hennepin Post, official Village newspaper. Motion carried.
