Minutes of the proceeding of the Village Council
of the Village of Brooklyn Center in the County
of Hennepin and State of Minnesota, including all
accounts audited by said Council
May 25, 1 555
The Village Council met in regular session and was called to order
by Arthur Paulson, Mayor, at 8 :10 P.M.
The following members were present: Arthur Paulson, Allen Lindman,
Wayne Gageby, Glen Sonnenberg and H. R. Jones.
The minutes of the meetings of April 27, May 2 and May 11 were read
and approved.
Motion made by H. R. Jones and seconded by Wayne Gageby to set
May 31, 1955 at 8 :00 P.M. as the date for a special meeting to consider the
petition for rezoning to commercial presented by Edling, Brunsell, Rydeen,
et al. Motion carried.
Motion made by Wayne Gageby and seconded by Glen Sonnenberg that the
final plat of Miller's Northview Heights Addition be accepted, subject to all
the restrictions of the Platting Ordinance, and the Mayor and Clerk authorized
to'sign the same, bond to be posted. Motion carried.
Motion made by Glen Sonnenberg and seconded by H. R. Jones to issue
special building permits on Lots 1, 3 and 4, Block 2, Wiehterman First Addition.
Motion carried.
Motion made by Glen Sonnenberg and seconded by Wayne Gageby to release
bond of Anna Ryden covering the grading and graveling of part of Knox Avenue
North between 54th and 55th and all of Logan Avenue North between. 54th and 55th
and north half of 54th Avenue as per plat submitted. Motion a rr ec,
Motion made by Glen Sonnenberg and seconded by H. R. Jones to instruct
the Village Attorney to proceed with condemnation proceedings to obtain 30 feet
for street purposes on Drew Avenue North of 50th Avenue North. Douglas Uzzell
agrees to stand the cost up to $500.00. Motion carried.
Member H. R. Jones introduced the following resolution and moved its
adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING
ON A PROPOSED IMPROVEMENT
WHEREAS, a petition of property owners has been filed in the office
of the village clerk for the construction of a proposed improvement
consisting of the following:
Grading and oil stabilizing of the following
described streets:
France Avenue North from 51st Avenue to 53rd Avenue;
East half of Ewing Avenue from 51st Avenue to 53rd Avenue;
North half of 51st Avenue from Drew Avenue to Ewing Avenue;
East half of Drew Avenue from 50th Avenue to 51st Avenue
WHEREAS, the Village Engineer has made a preliminary report advising
that said proposed improvement is feasible and that it can be
constructed at an estimated cost to the Village of $12,465.50,
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village
of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority granted
by Chapter 398, Laws of Minnesota,; 1953•
2. A public hearing on the proposed improvement shall be held
at the Village Hall in the Village on Wednesday, the 22nd day of June,
1955, at 8:00 o'clock P.M., and the Clerk shall publish notice of
the time and pla�e of hearing by two weeks' publication in the
official newspap r of the-Village.

3. The area proposed to be assessed for said improvement
is as follows
All lots and parcels of land abutting thereon.
The motion for the adoption of the foregoing resolution was duly seconded
by member Wayne Gageby, and upon vote being taken thereon the following voted
in favor thereof: Arthur Paulson, Allen Lindman, Wayne Gageby, Glen
Sonnenberg and H. R. Jones; and the following voted against the same: None;
thereupon said resolution was declared duly passed and adopted.
Motion made by H. R. Jones and seconded by Allen Lindman that the
proper designation for the following improvement in the Village:
Improving 63rd Avenue North from Highway 152 to the
West Village Limits by grading and oil stabilizing
is Street Improvement No. 1955 -2, and that the minutes of the Village Council
Meeting of April 13, 1955 be corrected accordingly. Motion carried.
Motion made by Wayne Gageby and seconded by Glen Sonnenberg that the
Village of Brooklyn Center send a letter to the Minneapolis City Council,
Attention Hugo Erickson, City Engineer, requesting the City of Minneapolis to
resurface 53rd Avenue North from Lyndale Avenue to Penn Avenue, the Village of
Brooklyn Center to be charged for its portion of the cost. Motion carried.
Motion made by H. R. Jones and seconded by Wayne Gageby to transfer
$5500.00 from 1953-A Fund to 1953 -B Fund to make a partial adjustment between
funds and to pay for construction bill submitted by J. V. Gleason Co., interest
on bonds for the project and engineering cost. Motion carried.
Motion made by H. R. Jones and seconded by Wayne Gageby to accept the
application for Cigarette License from Wesley 0. Omodt, 760 Mt. Curve Blvd.,
St. Paul, Minn., and that Cigarette License be approved and issued to him. Motion
carried.
Member Wayne Gageby introduced the following resolution and moved its
adoption:
BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN
CENTER, MINNESOTA AS FOLLOWS:
1. A. J. Lee is hired for the position of Village Engineer
of the Village of Brooklyn Center commencing May 16, 1955.
2. The term of his employment shall be for one year at a
compensation of $6600.00 per annum, payable in semi- monthly installments,
and shall be renewed from year to year unless at least sixty (60) days'
written notice of termination is given before the end of any year.
3. His duties shall consist of such duties as are ordinarily
performed by a Village Engineer and such further duties as may be
prescribed by the Village Council.
4. In addition to supervising and planning improvements in the
Village requiring engineering skills, he shall also advise the Council
on planning and zoning matters.
5. The Village Engineer shall ordinarily attend all meetirW
of the Village Council and of the Village Planning Commission and shall
attend such additional meetings as the Village Council may designate.
6. Holidays and vacation time shall correspond to those allowed
other employees.
7. This employment may be terminated by either the Village or
the Village Engineer upon sixty (60) days' written notice.
The motion for the adoption of the foregoing resolution was duly seconded by
H. R. Jones, and upon vote being taken thereon the following voted in favor
thereof: Arthur Paulson, Allen Lindman, Wayne Gageby, Glen Sonnenberg and
H. R. Jones; and the following voted against the same: None; whereupon said
resolution was declared duly passed and adopted.

Member H. R. Jones:introdueed the following resolution and moved its
adoption:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND ORDERING ADVERTISEMENT FOR _BIDS.
BE, 1T RESOLVED BY-THE VILLAGE- .COUNCIL OF THE VILLLAGE OF BROOKLYN CENTER,
MINNESOTA, AS'FOLLOWS:
1. The plans and specifications prepared by the Minder Engineering Company
for Sanitary Sewer Improvement No. 1955-3 are hereby approved and ordered filed
with the Clerk.
2. The Clerk is herewith directed to advertise for bids in the North Hennepin
Post and the Construction Bulletin, the date of publication not less than ten days
prior to the date for receipt of bids. Said notice shall state that no bids will
be considered unless sealed and filed and accompanied by a cash deposit, bid bond,
cashier's check or certified check payable to the Clerk in the amount of not less
than five percent of the bid.
The motion for the adoption of the foregoing resolution was duly seconded by
member Allen Lindman, and upon vote being taken thereon the following voted in
favor thereof: Arthur Paulson, Allen Lindman, Wayne Gageby, Glen Sonnenberg and
H. R. Jones; and the following voted against the same: None; whereupon said
resolution was declared duly passed and adopted.
