HomeMy WebLinkAbout1969 02-13 CCM Special Session with Citizens Architectural Advisory Committee T 123 Minutes of the Proceedings of the City Council of the City of Brooklyn Center In the County of Hennepin and State of Minnesota February 13, 1969 The City Council met in special session and was called to order by Mayor Philip Cohen at 7 :37 P. M. Roll Call: Philip Cohen, John Leary (arrived at 7 :45 P. M.), Earl Rydberg, Howard Heck and Theodore Willard. Also present were: D. G. Poss, Paul " Hoimlund, Charles VanEeckhout, Gene Hagel and Bambridge Peterson. This special meeting of the Brooklyn Center City Council was held for the ur ose p p of discussing the proposed Swimming Pool- Community Center, City Hall written program with the Citizens Architectural Advisory Committee (CAAC) appointed by the City Council on January 20, 1969 and the architectural, engineer- ing and planning firm known as the Cerny Associates, Inc. Members of CAAC are: Verlin Atkins (absent), Neil Smeaton (present), Edwin Theisen (present), Gordon Erickson (present), Robert Larson (absent), Robert Jensen (present), and Gilbert Engdahl (absent). Mayor Cohen made a general announcement that this would be the first of many meetings where the City Council convening as the Capital Improvements Building Committee and CAAC would discuss the proposed capital projects. Mayor Cohen reminded CAAC that as an advisory committee they were to assist the Council during various review and critique periods of the design program. Mayor Cohen then called on the City Manager to discuss the trips to Various cities that he made along with the Park and Recreation Director and a member of Cerny Associates for the purpose of getting a better understanding of community centers in Iowa and Minnesota. At this time the City Manager gave an overview of the four stages in- volved in the City's capital projects program as follows: written programs; schematic drawings and concepts; preliminary drawings along with working models of the structure; and construction drawings. The City Manager then presented the floor plans of the Community Recre- ation Center of Iowa City, Iowa followed by a thorough discussion with the City Council and CAAC. The City Manager next discussed the Community Culture Center of Waterloo, Iowa. The City Manager next discussed the visit to the Jewish Community Center of St. Paul, Minnesota with the City Council and CAAC. At this time the Park and Recreation Director presented slides of the Iowa City Community Recreation Center and the Community Culture Center of Waterloo, Iowa. A brief discussion followed among members of the City Council and CP.AC. The meeting recessed at 8 :50 P. M. and resumed at 9 :10 P. M. Mayor Cohen announced that the City Council and CAAC would next discuss the written Civic Center Program. At this time the Council and CAAC and representatives of Cerny Associates, Inc. discussed the Swimming Pool- Community Center building as to net square footage and relationship of functions in this proposed complex. The Council, CAAC and representatives of Cerny Associates, Inc. next discussed the City Hall building as to net square footage and relationships of functions. -1- Pt this time Mayor Cohen suggested that the City Manager organize a trip whereby members of the Council and CAAC would visit certain City Halls in the area. Motion by Theodore Willard and seconded by Howard Heck to accept the Swimming Pool - Community Center, City Hall written program submitted by Cerny Associates, Inc. At this time (11;03 P.M.) Mayor Cohen excused members of CAAC. Member john Leary introduced the following resolution and moved its adoption: RESOLUTION NO. 69 -87 RESOLUTION INITIATING PROCEEDINGS TO PLACE A CERTAIN MEMORIAL ON CERTIFICATE OF TITLE NO. 360636 The motion for the adoption of the foregoing resolution was duly seconded by member Earl Rydberg, and upon vote being taken thereon, the following voted in favor thereof; Philip Cohen, john Leary, Earl Rydberg, Howard Heck and Theodore Willard; and the following voted against the same: none, whereupon said resolu- tion was declared duly passed and adopted. Councilman Willard gave the Council an overview of the Hennepin County League of Municipalities which he attended as the City's alternate representative on February 6, 1969 at the Crystal Municipal Building. Motion by Theodore Willard and seconded by Hovzarc' Heck to adjourn the meeting. Voting in favor were: Philip Cohen, john Leary, Earl Rydberg, Howard Heck and Theodore Willard.
