Council of the City of Brooklyn Center
In the County of Hennepin and State of
Minnesota
April 10, 1969
The City Council met in special session and was called to
order by Mayor Philip Cohen at 7:37 P.M.
Roll Call: Philip Cohen, John Leary, Earl Rydberg, Theodore
Willard, and Howard Heck (arrived at 7:45 P.M.). Also present
were: D. G. Pass, Paul Holmlund, Eugene Hagel, and B. E. Peterson.
This third special meeting of the Brooklyn Center City Council
and the Citizens Architectural Advisory Committee (CAAC), and
the architectural, engineering, and planning firm of Cerny
Associates, Inc., was to be held for the purpose of reviewing and
critiquing the schematic drawings of the Community Civic Center
complex and the municipal service building.
Members of CAAC present were: Verlin Atkins, Neil Smeaton,
Edward Theisen, Gordon Erickson, Robert Larson, Absent members
of CAAC were: Robert Jensen and Gilbert Engdahl.
The City Manager gave a brief over all progress report and
indicated that Cerny Associates, Inc. would present to the Council
and CAAC for their approval, a schematic plan progress report
for the Civic Center complex and the Municipal Service Building.
At this time Bob Pierce of Cerny Associates presented schematic
drawing #5 of the Civic Center, indicating that this scheme
incorporated the past recommendations of the City Council and
CAAC. Limited discussion took place regarding parking provisions
and the proximity of parking lots to the Central Park activity
areas. Councilman Willard suggested that this matter was not
currently and vitally relevant to the building review and
suggested that it be resolved at a later time.
Cerny representatives described to the Council and CAAC the
floor plan layouts, indicating that the Council Chamber was the
core of the design concept and the administrative offices and
community center building evolved around it. Explanation of the
location of each administrative office and its relationship to
other offices was presented.
The lower floor layout of the Police Department was explained,
indicating that the interior core of the layout will be designed
to Emergency Operating Center standards.
At this time, Mayor Cohen called upon each Councilman and
members of CAAC for their views on the schematic proposal for
the Council Chambers, Administrative f'

and Police Department functions.
Cerny Associates next presented the schematic drawings of the
community center - swimming pool, giving a thorough description of
functional relationships. Concern was expressed for architectural
design consideration for handicapped citizens. Cerny Associates
mentioned that their overall architectural design incorporated
consideration for the mobility of the handicapped and that space
was set aside for an elevator shaft in the social hall. Neil
Smeaton expressed reservations regarding the practicality of the
visual opening from the second floor of the community center
down to the social hall area on the first floor.

Additional discussion occurred over the concept of open
space that will exist on the upper level where the view from the
teen and lounge area will overlook the pool. Councilman Willard
precipitated a discussion regarding spectator communication
with those using the swimming pool. Mayor Cohen asked for the
Council and CAAC to give their views as to whether there should
be provisions for spectator communication and limited participation
at the pool level. It was the unanimous consensus to provide
for 50 to 100 spectators within the pool room. Cerny Associates
reminded that the proposed swimming pool must be planned according
to state law and must meet the requirements of the State Board of
Health.
Discussions regarding spectator 9' 9' for rovisions for swimming P P 9' and
diving competitive events and the design of the pool to accomodate
such events revealed the need for a policy determination whether
the swimming pool would be designed primarily for competitive
events or primarily recreational for use. It was the unanimous
consensus of the Council and CAAC that the use of the swimming
pool will be primarily recreational. Mayor Cohen asked that
the placement of the diving boards be worked out on a staff level.
The meeting recessed at 9 :22 P.M. and resumed at 9:34 P.M.
Cerny Associates next presented a schematic profile of the
Civic Center showing the height of the Center in relation to the
area.
Mayor Cohen requested members of the Council and CAAC to
individually comment on the Civic Center schematic plans in order
to provide direction to Cerny Associates in preparing the final
schematics. Councilman John Leary expressed concern regarding the
strength of the glass to be used on the recreation observation
deck over looking the pool. It was replied that the glass used
would be laminated and it was noted that there would also be a
rail in front of the observation deck. CAAC member Ed Theisen
inquired about the future addition of an ice arena. It was replied
that space could be made available on the south end of the complex.
After a brief summary discussion among the Council and CAAC
there were no objections to declaring a unanimous consensus
to approve scheme #5 for the Civic Center as prepared by Cerny
Associates with certain reservations noted.
Cerny Associates next presented the schematic drawings for
the Municipal Service Building. Mayor Cohen asked for questions
on the plan. Limited discussion took place. Cerny Associates then
presented their raised roof concept and pointed out to the Council
and CAAC that this area contained all the air and ventilation
ducting. Limited discussion took place among the Council and CAAC.
The City Manager announed that at this time the Public
Works Department and the City Staff were prepared to recommend
final approval of the schematic drawings for the Municipal Service
Building. Mayor Cohen called upon CAAC and the Council for their
views and general approval was indicated. Motion by Howard Heck
and seconded by John Leary to approve the schematic drawings for
the Municipal Service Building. Voting in favor were: Philip
Cohen, John Leary, P-ar1 Rydberg, Howard Heck, and Theodore Willard.
Voting against were: none. Motion carried unanimously.
Motion by Earl Rydberg and seconded,by John Leary to. adjourn
the meeting. Voting in favor were: Philip Cohen, John Leary,
Earl Rydberg, Howard Heck, and Theodore Willard. Voting against
were: none. Motion carried unanimously. The Council meeting
adjourned at 10: 5 .M.
