Councilman Willard precipitated a discussion regarding spectator communication with those using the swimming pool. Mayor Cohen asked for the Council and CAAC to give their views as to whether there should be provisions for spectator communication and limited participation at the pool level. It was the unanimous consensus to provide for 50 to 100 spectators within the pool room. Cerny Associates reminded that the proposed swimming pool must be planned according to state law and must meet the requirements of the State Board of Health. Discussions regarding spectator 9' 9' for rovisions for swimming P P 9' and diving competitive events and the design of the pool to accomodate such events revealed the need for a policy determination whether the swimming pool would be designed primarily for competitive events or primarily recreational for use.
