The City Council met in special session and was called to order by
Mayor Pro -tem Howard Heck at 7:40 P. M.
Roll Call: John Leary, Earl Rydberg, Howard Heck and Theodore Willard.
Also present were: D.G. PO ss, Charles Van Eeckhout and Bambridge Peterson.
Member of CAAC present were: Gordon Erickson, Neil Smeaton, Robert Jensen,
and Gilbert Engdahl. Absent members of CAAC were; Verlin Atkins, Edward
Theisen, and Robert Larson,
This fourth special meeting of the Brooklyn Center City Council and
the Citizens Architectural Advisory Committee (CAAC) and the architectural,
engineering and planning firm of Cerny Associates, Inc., was conducted for
the purpose of reviewing the preliminary drawings and model of the municipal
service building and to review and critique the schematic drawings of the east
side fire station located on Dupont Avenue and 65th Avenue North.
The City Manager gave a brief over all progress report and whereupon
Robert Pierce and Richard Gilyard of Cerny Associates, Inc. presented the initial
schematic drawings of the east side fire station.
Cerny representatives described to the Council and CAAC the floor
plan layouts of the lower level, indicating their functional relationships with the
floor plan layout on the first level. They also stated that it was their objective
to keep the fire vehicle access separate from general public access. The City
Manager pointed out that part of the parking will b on adjacent park and school
lots and that because of the proximity of the fire station to the playground area
there will be a fence near the front entrance to prevent interference with moving
fire trucks.
The Council and CAAC were informed that the Fire Department building
committee had reviewed and accepted the schematic drawings of the east side
fire station.
Further discussion ensued, whereupon a motion was made by John Leary
and seconded by Theodore Willard to approve the schematic drawings of the east
side fire station. Voting in favor were. Howard Heck, John Leary, Earl Rydberg
and Theodore Willard. Voting agains t were: none. Motion carried unanimously.
Cerny Associates, Inc. next presented the preliminary drawing for the
municipal service building. Cerny representative Richard Gilyard explained to
the Council and CAAC detailed refinements of the following: first floor plan
layout; mezzanine floor plan layout; exterior elevation layout; mechanical
equipment layout; garage roof truss diagram layout; and the roof framing plan.
layout. Discussion ensued among members of the Council and CAAC with no

Cerny Associates presented a table model of the municipal service
wilding and explained the layout. The City Manager pointed out that the site

done by the Public Works Department.
Motion by Earl Rydberg and seconded by John Leary to approve the
preliminary drawings of the municipal service building. Voting in favor were:
Howard Heck, John Leary, Earl Rydberg and Theodore Willard. Voting against
were: none. Motion carried unanimously.

Councilman Theodore Willard inquired about the status of the civic
center. The City Manager responded that there had been some design problems
and modifications and that possibly within two weeks the schmatic drawings
of the civic center could be again presented to the Council and CAAC.
Mayor Cohen arrived at 8 :45 P. M.
Motion by Theodore Willard and seconded by Earl Rydberg to adjourn
the meeting, Voting in favor were: Philip Cohen, john Leary, Earl Rydberg,
Howard Heck and Theodore Willard. Voting against were: none, Motion
carried unanimously. The Council meeting adjourned at 8 :45 P. M.
