HomeMy WebLinkAbout1969 07-09 CCM Special Session with Citizens Architectural Advisory Committee Minutes of the Proceedings of the City Council of the City of Brooklyn Center In the County of Hennepin and State of Minnesota July 9, 1969 The City Council met in special session and was called to ordex by Mayor Pro -tem Howard Heck at 7:35 P.M. Roll Call: Howard Heck, Theodore Willard, John Leary, Earl Rydberg. Also present were: D. G. Poss, Charles Van Eeckhout, Eugene Hagel, Donald Reichel, and B.B. Peterson. Members of CAAC present were: Gordon Erickson, Gilbert Engdahl, Robert Jensen, Robert Larson, and Ed Theisen. Absent members of CAAC were: Verlin Atkins and Neil Smeaton. This sixth special meeting of the Brooklyn Center City Council and the Citizens Architectural Advisory Committee (CAAC) and the Architectural, Engineering and Planning firm of Cerny Associates, Inc., was conducted for the purpose of reviewing construction plan progress for the Municipal Service Building and the East Side Fire Station as well as to examine a proto -type park shelter. The City Manager presented a brief progress report citing that there were minor changes in the design of the East Side Fire Station, particularly the windows. in addition, the City Manager reported -that Cerny Associates, Inc. were still in the process of refining the preliminary design concept of the Civic Center. At.this time Richard Gilyard described to the Council and CAAC certain minor changes in the upper and lower floor plan layouts of the East Side Fire Station. He also stated that they had eliminated the previous slot window for a larger rectangular window. After a brief discussion among the Council and CAAC and staff, it was the consensus of the Council and CAAC to concur with the construction plans for the East Side Fire Station. The next item of consideration was a review of construction drawings for the Municipal Service Building (garage) presented by Mr. Gilyard. He described that for purposes of the rendering drawing the color of the Municipal Service Building would be a rich gray with a deep purple cast. It was agreed that the color scheme be tentatively approved, with the Architect and the City Council reserving the right to make future modifications. (At this time Mayor Cohen arrived 7:54 P.M.) Gilyard next presented three design models of proto -type park shelters. The City Manager commented to the Council and CAAC that a proposed proto -type shelter hopefully could be constructed for a cost of approximately $5000. Park Director Gene Hagel stated his opinion that flexibility of size should be maintained to permit the shelter to be sized to specific park needs. Mayor Cohen then called upon the Chairman of the Park and Recreation Advisory Commission, Donald Rechel, for his comments. The Council and CAAC appeared to be in consensus on the design of the four sided pyramid park shelter. The Council and CAAC recessed at 8:50 P.M. and resumed at 9:06 P.M., during which; time they briefly reviewed the construction drawings for the Municipal Service Building. (Councilman Theodore Willard left at 9:00 P.M.) - 1 - i At this time Mayor Cohen called upon the City Manager to report on the status of the covered ice shelter. The City Manager reported that favorable soil borings were obtained in Palmer Lake Park at 69th & Xerxes extended. He further reported that he has received many inquiries about the proposed covered ice shelter and that a popular misconception had gained momentum among hockey enthusiasts to the effect that they had escalated the covered shelter concept to an arena concept. The City Manager stated that because of the confusion and in the absense of a firm direction he had suspended_ efforts pertaining to the covered ice shelter until the matter was resolved. Mayor Cohen described his efforts with the local hockey enthusiasts and stated that he had arrived at the conclusion that the City should proceed with the construction of a multi -use covered ice shelter and that CIRB in conjunction with an appointed committee of hockey enthusiasts should re- examine the feasibility of financing and constructing an ice arena. He pointed out the possibility of a joint community effort in this direction. It was the consensus of the Council that since commitments were made during the bond issue campaign to construct a multi -use covered ice shelter the City Manager should resume efforts toward that purpose. At this time (9 :25 P.M.) Mayor Cohen excused members of CAAC. The City Engineer briefly reviewed a drainage problem at the intersection of 61st and Bryant Avenues, decribing that on infre- quent occasions storm water ponds in the intersection for short periods of time. He stated that it would cost the City $5000 to correct the situation and that it was his opinion and that of the City Manager that the benefit would not justify the expense. He reported that he had spoken to two of the residents on the corne who thought that the problem was not serious. The City Council concurred that the problem did not warrant the installation of an additional storm sewer line in Bryant Avenue between 59th and 60th Avenues. Motion by Howard Heck aid seconded by Earl Rydberg to adjourn. Voting in favor were: Philip Cohen, John Leary, Earl Rydberg, and Howard Heck. Voting against were: none. Motion carried unanimously.
