Council of the City of Brooklyn Center

September 11, 1969
The City Council met in special session and was called to order by
Mayor Pro -tem Howard Heck at 7 :46 P. M.
Roll Call: Howard Heck, john Leary, and Earl Rydberg, Also present
were: D.G. Poss, Charles Van Eeckhout, Paul Holmlund and B.E. Peterson.
Member of CAAC present was: Ed Theisen.
Absent members of CAAC were: Verlin Atkins, Gil Engdahi, Gordon
Erickson, Bob Jensen, Bob Larson and Neil Smeaton.
This seventh special meeting of the Brooklyn Center City Council and
the Citizens Architectural Advisory Committee (CAAC) with Cerny Associates, Inc.
was conducted for the purpose of reviewing suggested deletions from the
Municipal Service Garage and the East Side Fire Station.
Cerny representatives present were: Robert Pierce, Richard Gilyard,
and George Dunham,
The City Manager stated that on August 21 bids were opened for the
East Side Fire Station and the Municipal Service Garage and on August 25, 1969
the City Council considered the said bids for the Municipal Service Garage and
East Side Fire Station and found them to be substantially higher than the budgeted
funds. The Council tabled consideration of the bids until they reviewed along
with CAAC possible deletions to the service garage and fire station.
Mr. Pierce then proceeded *to explain items which might be considered
for deletion from the Municipal Service Garage building. George Dunham then
explained the estimated costs for redesigned mechanical and electrical systems.
A discussion ensued regarding the modification proposals.
At this time Mayor Cohen arrived, 8 :55 P, M.
Pierce next explained proposed deletions to the East Side Fire Station.
Dunham then explained the proposed modifications in mechanical and electrical
construction. A discussion ensued regarding the fire station modifications.
At this time the City Manager suggested that it would be appropriate
if the Council were to indicate a consensus for or against the proposed deletions
suggested by Cerny Associates, Mayor Cohen asked the City Manager if any
delay to the rebidding of the East Side Fire Station and the Municipal Service
Garage would likely result in lower bids. The City Manager responded by
stating that a delay would probably not produce those desired results.
CAAC member Theisen asked if these proposed deletions would reduce
the efficiency of the Municipal Service Garage and the East Side Fire Station.
Pierce responded that the proposed deletions from the Municipal Service Garage
and East Side Fire Station projects were offered with the view that they would
not significantly reduce the quality of construction or the functionallity of
each of the buildings.
Mayor Cohen then called upon each of the Councilmen and CAAC
member Theisen for an opinion regarding the suggested deletions. The Council
and CAAC appeared to be in unanimous consensus on the proposed deletions
for the East Side Fire Station and the Municipal Service Garage as outlined by
Cerny Associates with the provision that certain of the major deletions be consider-
ed as add -on alternates in the bid proposal.
Motion by Earl Rydberg and seconded by john Leary to adjourn the meeting.
Voting in favor were: Philip Cohen, john Leary, Earl Rydberg and Howard Heck.
Voting against were: none. Motion carried unanimous . The njeeting adjourned
at 9:39 P.M. �-
