HomeMy WebLinkAbout1969 11-24 CCM Special Session Minutes of the Proceedings of the City Council of the City of Brooklyn Center In the County of Hennepin and State of :N llnnesota November 24, 1969 The City Council met in special session and was called to order by Mayor Philip Cohen at 7 :35 P. M. Roll Call: Philip Cohen, john Leary, Howard Heck and Theodore Willard. Also present were: D. G. Pos s,, Paul Holmlund, and Bambridge Peterson. The special session was called to enable the City Council to consider bids for the Municipal Service Garage which were opened on November 20, 1969. The City Manager explained the bids after which there followed an extensive discussion among members of the Council and the City Manager over the merits of certain bid alternates, specifically those relating to garage storage space. Councilman Heck expressed reservations about accepting the two -bay storage space alternate, suggesting that perhaps the costs associated with the alternate could be saved and possibly used for other Capital Projects purposes. He stated doubts that the Street Department operation would expand to the point of needing the two storage bays. The City Manager reminded the Council that the base design plus the two -bay storage alternate was still slightly shy of the C.I. R. B. recommended program and of the program adopted by the Council and its Architectural.Advisory Committee. He also stated that the $5.30 per sq. ft. cost of the two -bay alternate was less than half the square foot cost of the base design and that it would be impossible to obtain such prices for storage expansion in the future. Mayor Cohen commented that as the City park system grows * and as new service requirements such as sidewalk plowing develop, the two bays to the Municipal Service Garage will be needed. Councilman Willard expressed his opinion that he would be reluctant to act on Municipal Service Garage bids until such time as the East Side Fire Station bids were opened and tabulated. A discussion ensued regarding the Civic Center proposal, specifically relating to space allocations in the women's locker area, the kitchen area, and the social hall. The City Manager presented an updated draft analysis of Capital Projects financing and a copy of 1970 budgetary projections relating to revenues and expenditures for the General and Special Funds for the next five years. After discussing the draft, the Council directed the City Manager to request Cerny Associates to review the women's locker area with the aim of providing privacy spaces and to review the kitchen area to assure that the design will adequately accomodate catered banquet events. After add1onal discussion regarding consideration of the Municipal Service Garage bids a motion was made by Councilman Heck and seconded by Councilman Willard to table consideration of the bids until December 11, 1969 in order to permit concurrent evaluation of bids for the Municipal Service Garage and the East Side Fire Station. Voting in favor were: Philip Cohen, john Leary, Howard Heck and Theodore Willard. Voting against were: none. Motion carried unanimously. Motion by john Leary and seconded by Theodore Willard to adjourn the Council meeting. Voting in favor were: Philip Cohen, john Leary, Howard Heck and Theodore Willard. Voting against were: none.
