Pursuant to due Gall and notice thereof E. Regular Meeting of the
Village Council of the Village of Brooklyn Center, Minnesota, was duly held
at the Fire Hall in said Village on Wednesday, the 27th day of August, 1952, at
8:00 o'clock p.m.
The following members were present:

and the following were absent:

The Mayor announced that the council was meet to receive, open and consider
bids for labor and materials in the construction of a sanitary sewer system on
Emerson and Humboldt .Avenues North between 3rd and 5'5th Avenues North.
The Village Clerk presented an affidavit showing publication of advertisement
for bads in the official newspaper, which affidavit was examined and found to be in
accordance with law and ordered placed on file.
The Clerk then presented the bids which had been received. These were
numbered consecutively and were then opened and examined and all persons who
desired were given an opportunity to inspect all bids. There were tabulated and
found to be as follows:

its adoption:

RESOLUTION ACCEPTING BID ON EMERSON AND HUMBOLDT AVEMS
NORTH, ORDERING ADDITIONS TO DUPONT, FREMONT AND GIRARD
SANITARY SEXIER INSTALLATIONS, CONSENTING TO SUBCONTRACTOR
OF BELDEN PORTER CO., COKSOLIDkTING PROCEEDINGS, ORDERING
PREPARATION OF ASSESSMENT ROLLS AND PUBLIC HEARINGS THEREON.
BE IT RESOLVED by the Villa e Council of the Village of Brooklyn
Center, Minnesota, as follows:
I. The bid of Sandstrom & Rafner, Duluth, Minnesota, to construct
sanitary sewer systems on Emerson and Humboldt Avenues North between 53rd and
55th Avenues North, including the furnishing of all work, labor and material
in connection therewith, according to the plans and specifications for said
improvement of the Village of Brooklyn Center as filed in the office of the
village clerk, is deemed to be the best and best bid submitted for said work
by a responsible bidder, and said bid is hereby accepted.
2. At the request of Belden Porter Company, Minneapolis, under contract
with the Villagefbr the construction of sanitary sever systems on Dupont,
Fremont, Girard .Avenues North and Lilac View ,Addition, and it being deemed in the
bust interests of the Village, said Belden Porter Company is herewith granted
an extension of time to complete said systems until. November 1, 1952 and no
penalty will accrue until November 1, 1952. The Belden Porter Company is
further authorized to subcontract said work to Andstrom & Hafner of Duluth, this
permission, however, not to be con trued as releasing Belden Porter Company from
any obligation or Liability }tinder the present contract with the Village.
3. The Village Council herewith orders an addition to the work being
done on Dupont, Fremont and Girard Avenues North by installing 16 foot stubs for
future house connections as the engineer shall prescribe at a rate of $3.25 per
foot. Said work ;Mall be performed by the Sandstrom Hafner Cony and shall be
considered as an addition to the existing contract With Belden Porter except that
the Village shall look only to the Sandstrom Hafner Company for performance of
this additional work and a contract entered into with that Company shall require
assumption by them, of all portions of the existing contract with Belden Porter
as may be applicable to this additional work. The bond to be submitted by the
Sandstrom Hafner Company under the contract awarded in paragraph 1 shall cover the
additional cost of the 10 foot stubs herewith ordered, the amount of which shall
be as determined by the engineer.
4. It is hereby determined that the sanitary sewer improvements on
Emerson, Dupont, Fremont, Girard and Humboldt Avenues North and in Lilac View
Addition having been instituted substantially on the same date, can be more
economically completed if consolidated and joined as one project. Said improvements
are hereby consolidated and all subsequent proceedings thereon shall be conducted
in all respects as though the separate improvements had been instituted as one
improvement. Said improvement shall hereafter be known and designated as Sanitary
Soter Improvement No. 1. -
4 5. It is hereby determined that the assessable cost of said improvements,. in-
cluding all incidental expense, is the sum of
6. The village clerk with the assistance of the village engineer shall
forthwith calculate the proper amount to be specially assessed for the Improvement
against every assessable lot, piece or parcel, of Land within the district affected
in accordance with the prow sions of :Section 1 +12.431, Minnesota; Statutes.
7. The Village: Council shall meet at the villa hall on Wednesday, the
8th day of October, 1952, at :OA o'clock P.M. to pass upon the proposed assessment
for Sanitary Sewer Improvement No. 1.
8. The village clerk shall publish notice of. the time and place of meeting

The motion for the adoption of the foregoing resolution was duly
seconded by Trustee Paul Wee kly., and Capon vote being taken thereon.. the following
