HomeMy WebLinkAbout1966 09-06 CCM Special Session Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of mir_},nesota September 6, 1966 The Village Council met in special session and was called to order by Mayor Philip Cohen at 7:34 P.M. Roll Call: Present were Mayor Philip Cohen, Earl Simons, John Leary, Howard Heck and Theodore Willard. Also present were: D. G. Poss, T. L. Hadd, P. W. Holmlund, Roger Van House and James Johnston. Motion by Howard Heck and seconded by John Leary to approve the minutes of the August 29, 1966 Council meeting as recorded. Voting in favor of the motion: Philip Cohen, John Leary, Earl Simons and Howard Heck. Not voting: Theodore Willard. Motion carried. Motion by John Leary and seconded by Earl Simons to approve the minutes of the August 31, 196,6 Council meeting as recorded. Voting in favor of the motion: Philip Cohen, John Leary, Earl Simons and Howard Heck. Not voting: Theodore Willard. Motion carried. Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -265 RESOLUTION AMENDING RESOLUTION NO. 66-261 QQMD AUr 29 4 1966 The motion for the adoption of the foregoing resolution was duly seconded by member John Leary, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Earl Simons, John Leary, Howard Heck and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -266 RESOLUTION AMENDING RESOLUTION NO. 66-262 ADOPTED AUGUST 29, . 1966 The motion for the adoption of the foregoing resolution was duly seconded by member Earl Simons, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Earl Simons, John Leary, Howard Heck and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Motion by Howard Heck and seconded by Earl Simons to authorize and direct the Administrator to initiate negotiations for the acquisition of Open Space and Park land parcels as set forth in Resolution No. 66 -149, said resolution authorizing the application for Open Space funds. Motion carried unanimously. Motion by John Leary and seconded by Theodore Willard to approve the following license: Gas Piping License: Thomas Air Conditioning Co. 815 - 14th Avenue S. E. Motion carried unanimously. -1- The VillageCouncil discussed the proposed Sunday closing ordinance. scheduled for discussion at the September meeting of the Hennepin County League. The consensus of the Council was that the representative was to vote against the concept of Sunday closing at this time. The Administrator and Village Attorney discussed the status of research regarding the Superamerica application and the Council discussed the tenta- tive timing of future meetings to provide the staff with sufficient time to complete additional research. The final decision on the meeting schedule will be rendered September 12. At the Council's request, Mr. Johnston, Village Attorney, reviewed the pertinent points relative to the appeal of Shopper's City from an order of the Village Administrator. Motion by John Leary and seconded by Howard Heck to approve the final plat of "Shell's Brooklyn Center Addition" and authorize the Mayor and Clerk to sign the same. Motion carried unanimously. Motion by Theodore Willard and seconded by John Leary to refer the "Planned Residential Development" proposal submitted by Homedale Builders to the Planning Commission for comment and recommendations. Motion carried unanimously. Mr. Willard left the meeting at 10:45 P.M. The Council discussed the proposed 1967 budget. Motion by John Leary and seconded by Howard Heck to authorize the Mayor and Clerk to sign a contract with Erwin Montgomery Construction Company for installation of certain improvement projects. Motion carried unanimously. Motion by John Leary and seconded by Earl Simons to adjourn. Motion carried unanimously. The Village Council adjourned at 12 :15 A. M. Clerk Mayor -2-
