HomeMy WebLinkAbout1966 09-19 CCM Special Session 207 Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota September 19, 1966 The Village Council met in special session and was called to order by Mayor Philip Cohen at 7 :30 P. M. Roll Call: Present were Mayor Philip Cohen, Earl Simons, John Leary and Howard Heck. Theodore Willard was absent. Also present were: D. G. Poss, T. L. Hadd, P. W. Holmlund, Roger Van House, James Johnston, Richard Cihoski and Thomas O'Hehir. Motion by John Leary and seconded by Earl Simons to approve the minutes of the September 12, 1966 Council meeting as corrected. Voting in favor of the motion; Philip Cohen, John Leary and Earl Simons. Not voting: Howard Heck. Motion carried. Member Theodore 'Millard arrived at 7 :32 P. M. Motion by Howard Heck and seconded by Earl Simons to approve the minutes of the September 15, 1966 Council meeting as recorded. Voting in favor of the motion: Earl Simons, Howard Heck and Theodore Willard. Not voting: Philip Cohen and John Leary. Motion carried. Mr. Gordon Erickson, Chairman of the Capital Improvements Review Board, appeared before the Council to discuss the proposed agreement between the Village and Cerny Associates, relative to consulting services to be pro- vided to the Capital Improvements Review Board. Motion by John Leary and seconded by Theodore Willard to authorize the Mayor and Clerk to sign an agreement with Cerny Associates for the provision of consulting services to the Capital Improvements Review Board. Motion carried unanimously. The Council discussed control of dumping of refuse in the Palmer Lake Basin and on various locations along Osseo Road. The Mayor then announced that the meeting was open for consideration of objections to any of the assessments for the following improvements: Sanitary Lateral Projects 1965 -45 and 59; Water Projects 1965 -9, 13, 16, 16, 26, 28 and 47; Street improvement Projects 1965 -21, 22, 23, 24, 25, 26, 27, 30, 31, 32, 33, 48 and 56; Storm Sewer Project 1965 -46, The Clerk produced an affidavit of publication of notice of hearing on the above mentioned assessments, showing one weeks publication thereof In the official newspaper, the publication being on August 31, 1966, and the aforementioned affidavit having been examined and found satisfactory, was ordered placed on file. The Mayor then called upon all owners present to present any objections they may have regarding the above mentioned assessments. After all persons desiring to speak thereon had been heard, it was determined to act on the hearings on certain assessments as indicated in the following motions: I Motion by Theodore Willard and seconded by Howard Heck to declare favorable the assessment hearing on Sanitary Lateral Improvement Project No. 1965-45. Motion carried unanimously. Motion by Howard Heck and seconded by Earl Simons to declare favorable the assessment hearing on Storm Sewer improvement Project No. 1965 -46. Motion carried unanimously. - 1 .. Motion by Earl Simons and seconded by John Leary to declare favorable 9 the assessment hearing on Water Improvement Project No. 1965 -47. Motion carried unanimously. Motion by john Leary and seconded by Theodore Willard to declare favorable the assessment hearing on Street improvement Project No. 1965 -48. Motion carried unanimously. Motion by Theodore Willard and seconded by john Leary to close the assessment hearing on Water Improvement Project No. 1965 -16, and to approve the concept of the assessment procedure employed relative to that project, with final decision on the favorability of the hearing to be deferred until September 26, 1966 to permit a review of the request of Mr. Edling for deferral of said assessment. Motion carried unanimously. Motion by Howard Heck and seconded by Earl Simons to declare favorable the assessment hearing on the Sanitary Lateral Improvement Project No. 1965 -59. Motion carried unanimously. Motion by Earl Simons and seconded by John Leary to declare favorable the assessment hearing on Water Improvement Project No. 1965 -18. Motion carried unanimously. Motion by Howard Heck and seconded by John Leary to declare favorable the assessment hearing on Water Improvement Project No. 1966 -9. Motion carried unanimously. Motion by Theodore Willard and seconded by Howard Heck to declare favorable the assessment hearing on Water Improvement Project No. 1966 -26. Motion carried unanimously. Motion by Earl Simons and seconded by john Leary to declare favorable the assessment hearing for the Water Improvement Project No. 1966 -28. Motion carried unanimously. Motion by John Leary and seconded by Howard Heck to declare favorable the assessment hearing on Street Improvement Project No. 1964 -S6. Motion carried unanimously. Motion by Theodore Willard and seconded by Howard Heck to declare favorable the assessment hearing on Street Improvement Project No. 1965 -24. Motion carried unanimously. Motion by Earl Simons and seconded by John Leary to declare favorable the assessment hearing on Street Improvement Project No. 1965 -25. Motion carried unanimously. Motion by John Leary and seconded by Theodore Willard to declare favorable the assessment hearing on Street Improvement Project No. 1965 -31. Motion carried unanimously. Motion by Howard Heck and seconded by John Leary to declare favorable the assessment hearing on Street Improvement Project No. 1965 -32. Motion carried unanimously. Motion by Earl Simons and seconded by Howard Heck to declare favorable the assessment hearing on Street Improvement Project No. 1965 -33. Motion carried unanimously. Motion by John Leary and seconded by Theodore Willard to declare favorable the assessment hearing on Street Improvement Project No. 1965 -27. Motion carried unanimously. Motion by Theodore Willard and seconded by Howard Heck to declare favorable the assessment hearing on Street Improvement Project No. 1965 -26. Motion carried unanimously. Motion by Howard Heck and seconded by Earl Simons to declare favorable the assessment hearing on Street Improvement Project No. 1965 -22. Motion carried unanimously. Motion by john Leary and seconded by Theodore Willard to declare favorable the assessment hearing on Street Improvement Project No. 1965 -23. Motion carried unanimously. Motion by Theodore Willard and seconded by Howard Heck to declare favorable the assessment hearing on Street Improvement Project No. 1965 -21. Motion carried unanimously. Motion by Howard Heck and seconded by Earl Simons to declare favorable the assessment hearing on Street Improvement Project No. 1965 -30. Motion carried unanimously. Motion by Howard Heck and seconded by john Leary to defer indefinitely further consideration of the Planning Commission Application No. 66061 and the lighting plans submitted therewith in accordance with the request of the applicant. Motion carried unanimously. Motion by john Leary and seconded by Theodore Willard to accept the recommendation of the Director of Public Works and reduce the subdivision improvement bond for Fairmeadows 2nd Addition from the amount of $10, 000.00 to the amount of $5, 000.00. Motion carried unanimously. Motion by Theodore Vuillard and seconded by Earl Simons to approve the following licenses: Bench License: U.S. Bench Corp. 2912 Hiawatha Ave. So. Gas .Piping License: Thomas A/C Company 815 - 14th Ave. S. E. Motion carried unanimously. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -273 RESOLUTION AMENDING RESOLUTION NO. 66 -261 ADOPTED AUGUST, 29, 1966 The motion for the adoption of the foregoing resolution was duly seconded by member Theodore Willard, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Earl. Simons, john Leary, Howard Heck and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -274 RESOLUTION AMENDING RESOLUTION NO. 66 -262 ADOPTED? AUGUST 29, 1966 The motion for the adoption of the foregoing resolution was duly seconded by member Earl Simons, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Earl Simons, john Leary, Howard Heck and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. -3- r 2t3 Motion by Earl Simons and seconded by Howard Heck to amend the 1966 General Fund Budget in the following manner: Increase Account No. 4071 -30 in the amount of $860.00; Decrease Account No. 401 -48 in the amount of $860.00; said amendment being required to provide funds for the publication of the proposed City Charter. Motion carried unanimously. The Village Council discussed the proposed 1967 budget. The Village Council discussed elements of the proposed City Charter.
