Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
in the County of Hennepin and State of
__ Minnesota
September 26, 1966
The Village Council met in regular session and was called to order by
Mayor Philip Cohen at 7;30 P. M.
Roll Call: Mayor Philip Cohen, John Leary, Earl Simons and Theodore
Willard. Howard Heck was absent. Also present were: D. G. Poss, T. L.
Hadd, P. W. Holmlund, Roger Van House, James Johnston, Richard Cihoski,
Dale Hamilton and Thomas O'Hehir.
Motion by Theodore Willard and seconded by John Leary to approve
the minutes of the September 19, 1966 Council meeting as recorded. Motion
carried unanimously.
Member Theodore Willard introduced the following resolution and
moved its adoption:

The motion for the adoption of the foregoing resolution was duly seconded
by member John Leary, and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, john Learyā€˛ Earl Simons and Theodore
Willard, and the following voted against the same: none, whereupon said
resolution was declared duly passed and adopted.
Member Howard Deck arrived at the meeting at 8 :05 P. M.
The Mayor then announced that the meeting was open for consideration
of objections to any of the assessments for the following improvements:
Water Improvement Projects No. 1964-4, 1966 -6, 20, 24;
Street Improvement Projects No. 196 , -5, 19, 44, 58;
Sanitary Lateral Improvement Projects No. 1965 -43, 56;
Sanitary Sewer improvement Projects No. 1966 -11, 25, 33;
Grading, Base and Surfacing Improvement Projects No. 1965 -1, 5
and 1966 -17;
Curb and Gutter improvement Projects No. 1965 -2, 6 and 1966 -18;
Public Utility Water Hook -ups;
Public Utility Water Rev. 66;
Sewer Connections (interceptor);
Water Installation (Hardship).
The Clerk produced an affidavit of pi blication of notice of hearing on
the above mentioned assessments showing c rie weeks' publication thereof in
the official newspaper, the publication havi g been on September 8, 1966,
and the aforementioned affidavit having beer examined and found satisfactory,
was ordered placed on file.
The Mayor then called upon all owners present to present any objections
they may have regarding the above mention assessments. After all persons
desiring to speak thereon had been heard, it was determined to act on the
hearings on certain assessments as Indicated in the following motions:
Motion by John Leary and seconded ky Theodore Willard to declare
favorable the assessment hearing on Water Improvement Project No. 1966 -4.
Motion carried unanimously.
Motion by Howard Heck and second by Earl Simons to declare
favorable the assessment hearing on Street I provement Project No. 1966 -5.
Motion carried unanimously.

Motion by Earl Simons and seconded by John Leary to declare
favorable the assessment hearing on Sanitary Lateral Improvement Project No.
1965 -56. Motion carried unanimously.
Motion by John Leary and seconded by Theodore Willard to declare
favorable the assessment hearing on Street Improvement Project No. 1965 -58.
Motion carried unanimously.
Motion by Theodore Willard and seconded by Howard Heck to declare
favorable the assessment hearing on Sanitary Lateral Improvement Project No.
1965 -43. Motion carried unanimously.
Motion by Howard Heck and seconded by Earl Simons to declare
favorable the assessment hearing on Street Improvement Project No, 1965 -44.
Motion carried unanimously.
Motion by Earl Simons and seconded by John Leary to declare favorable
the assessment hearing on Water Improvement Project No. 1966 -6. Motion
carried unanimously.
Motion by john Leary and seconded by Theodore Willard to declare
favorable the assessment hearing on Water Improvement Project No. 1966 -20.
Motion carried unanimously.
Motion by Theodore Willard and seconded by Howard Heck to declare
favorable the assessment hearing on Sanitary Sewer Improvement Project No.
1966 -11. Motion carried unanimously.
Motion by Howard Heck and seconded by Earl Simons to declare
favorable the assessment hearing on Sanitary Sewer Improvement Project No.
1966 -33. Motion carried unanimously.
Motion by Earl Simons and seconded by john Leary to declare favorable
the assessment hearing on Water Improvement Project No. 1966 -24. .Motion
carried unanimously.
Motion by John Leary and seconded by Theodore Willard to declare
favorable the assessment hearing on Sanitary Sewer Improvement Project No.
1966 -25. Motion carried unanimously.
Motion by Theodore Willard and seconded by Howard Neck to declare
favorable the assessment hearing on Grading, Base & Surfacing Improvement
Project No, 1965 -5. Motion carried unanimously.
Motion by Howard Heck and seconded by Earl Simons to declare
favorable the assessment hearing on Curb and Gutter Improvement Project No.
1965 -6. Motion carried unanimously.
Motion by Earl Simons and seconded by John Leary to declare favorable
the assessment hearing on Grading, Base & Surfacing Improvement Project No.
1966 -17, Motion carried unanimously.
Motion by john Leary and seconded by Theodore Willard to declare
favorable the assessment hearing on Curb and Gutter Improvement Project
No. 1966 -18. Motion carried unanimously.
Motion by Theodore Willard and seconded by Howard Heck to declare
favorable the assessment hearing on Street Improvement Project No. 1956 -19.
Motion carried unanimously.
Motion by Howard Heck and seconded by Earl Simons to declare
favorable the assessment hearing on Grading, Base and Surfacing Improvement
Project No. 1965 -1, Motion carried unanimously.
Motion by Earl Simons and seconded by john Leary to declare favorable
the assessment hearing on Curb and Gutter Improvement Project No. 1965 -2.
Motion carried unanimously.

Motion by john Leary and seconded by Theodore Willard to declare
favorable the assessment hearing on Public Utility Water Hook -ups. Motion
carried unanimously.
Motion by Theodore Willard and seconded by Howard Heck to declare
favorable the assessment hearing on Public Utility Water Rev. 66. Motion
carried unanimously.
Motion by Howard Heck and seconded by Earl Simons to declare
favorable the assessment hearing on Sewer Connections (Interceptor), Motion
carried unanimously.
Motion by Earl Simons and seconded by john Leary to declare favorable
the assessment hearing on Water Installations (hardship), Motion carried
unanimously.
Member john Leary introduced the following resolution and moved its
adoption:

RESOLUTION CERTIFYING COST OF CERTAIN WATER

The motion for the adoption of the foregoing resolution was duly seconded by
member Theodore Willard, and upon vote being taken thereon, the following
voted in favor thereof; Philip Cohen, john Leary, Earl Simons, Howard Heck
and Theodore Willard, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
Motion by Theodore Willard and seconded by Howard Heck that whereas
the Council has considered the request of Mr. Sigurd Edling for a defferal of
assessments against his property relative to Project No. 1965 -16; and whereas
the Council finds that there is insufficient justification to support such a
deferral, and further, that Mr. Edling has withdrawn his request; therefore,
the Council declares the assessment hearing on Water Improvement Project
No. 1965 -16 favorable. Motion carried unanimously.
Member john Leary introduced the following resolution and moved its
adoption:

The motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck, and upon vote being taken thereon, the following voted
in favor thereof: Philip Cohen, Earl Simons, john Leary, Howard Heck and
Theodore Willard, and the following voted against the same: none, whereupon
said resolution was declared duly passed and adopted.
State Senator Vernon Holum appeared before the Council and offered
his assistance to the Village on any matters which may come before the
State Legislature,

Motion by Theodore Willard and seconded by Howard Heck to direct
the Administrator to prepare specifications and advertise for street salt bids,
said bids to be received on Monday, October 10, 1966 at 2 :00 P. M. Motion
carried unanimously.
Motion by john Leary and seconded by Earl Simons to accept the
recommendation of the Village Administrator and terminate the employment
of the following temporary summer employees, effective on the dates noted:
Street Department:
Lawrence Juneau 9 -9 -66
Dennis Olson 9 -16 -66
James Draper 9 -16 -66
Engineering Department:
Penelope Brueske 9- 16-66
Motion carried unanimously.
Motion by Howard Heck and seconded by Theodore Willard to direct
the Village Attorney to prepare the necessary purchase agreements required
for acquisition of the Kurup property, said land to be acquired under the open -
space program. Motion carried unanimously.
The bills having been audited, Earl Simons moved and Howard Heck
seconded to order paid the bills set forth in the schedule dated September 26,
1966, and filed in the permanent record book. Motion canted unanimously.
The Village Council discussed the proposed 1967 Civil Defense Budget
with Civil Defense Director Edwin Coleman.
The Village Council discussed the proposed 1967 Park and Recreation
Budgets with Mr. Eugene Hagel and Mr. Raymond Ecklund.
Motion by Howard Heck and seconded by John Leary to adjourn.
Motion carried unanimously. The Village Council adjourned at 1 :30 A. M.
