M#nnesota September 28, 1966 The Village Council met in special session and was called to order by Mayor Philip Cohen at 8 :15 P.M. Roll Call: Mayor Philip Cohen, John Leary, Earl Simons, Howard Heck and Theodore Willard. Also present were: D. G. Poss, T. L. Hadd, P. W. Holmlund, Roger Van House and Richard Cihoski. The Village Council met to discuss the request of the Brooklyn Center Police Association relative to wages and fringe benefits for 1967, and to consider the Administrator's recommendation thereon. Representatives of the Police Association made an oral presentation to the Village Council and a lengthy discussion pertaining to the following request of the Association ensued: 1. A 12% increase in salaries, to include cash only. 2. Hospitalization insurance with 100% of employee premium, be paid by the Village 3. Longevity pay of 3% after 10 years and 2% after 15 years. 4. Life insurance of $5, 000.00 with a disability clause with full premium to be paid by the Village. 5. Overtime to be paid at 1 -1/2 time for hours worked over 8 and for over 40 hours a week average. Payment for such over- time hours be quarterly. Such overtime payment would include a minimum of 2 hours at 1 -1/2 time for extra duty, to include court time points. S. Differential to consist of 7 cents of each hour worked on the middle shift and 14 cents of each hour worked on the dog watch. 7. Increase the uniform allowance from the present rate of $75.00 a year to $100.00. G. Top step in the salary range for clerk dispatcher to be increased to $575.00 per month, and the top step in the salary range for the clerk steno to be increased to $620.00 per month ($100.00 increase in each class). 9. The recommendation that entrance qualifications for future patrolmen be made to include a minimum of two years college. The Mayor then called upon the Village Administrator to review his recommendations relative to the request of the Police Association, and after due deliberation thereon, the Village Council made the following findings, based upon the fact that the Brooklyn Center Police Department compensation ranks in the top 25% of departments in the nation, ranks in the top 15% of comparably sized communities in the nation, and ranks in the top 28% of Twin Cities Metropolitan area communities exceeding 10, 000 population: 1. That the Village Administrator`s recommendation for a 6% across - the -board increase in salary for all police officers be accepted for the year 1967. _l_ 231 Z. That the administrative staff be directed to research the question of hospitalization insurance and present to the Village Council prior to the consideration of the 1968 budget; the report thereon to include an analysis of the financial impact of Village payment of employee premiums therefor, and to acknowledge the Administrator's recommendation that any such premium payment be granted in lieu of cash wages. 3. That, since few, if any, police officers would be benefitted during 1967 by the Association longevity proposal, the Administrator be directed to research the question of longevity pay and present a report to the Council thereon prior to the consideration of the 1968 budget. 4. That the Administrator be directed to research the question of life insurance, with the suggested disability clause, and report his findings together with the summary of the financial impact of such a proposal to the Council prior to consideration of the 1968 budget. S. That the Administrator be directed to review the present provision of the personnel ordinance relative to payment of overtime to police personnel and report his findings to the Council in sufficient time to permit such adjustments as may be desirable to be implemented for the majority of the calendar year 1967. 6. That the Council does not accept the concept of shift differential payment for police work. 7. That the uniform allowance be increased to $100.00 per year per uniformed officer effective in 1967 and thereafter. 8. That the Administrator's recommendation relative to clerical salaries in the Police Department be accepted and the present position classifications be retained with a 5% across- the -board increase for the year 1967 as recommended for all other Village employees. 9. That the Council acknowledge the desirability of up- grading the educational standards for new patrolmen and state its concurrence with the concept thereof; however, that the schedule and manner of the upgrading be determined at a future date between the Village Administrator and the Village Council. Following a final review of the Council's findings, the Mayor called for additional comments from parties in attendance relative to the wage proposal of the Police Association for 1967. There being no additional comments, the Mayor called for a motion to adjourn. Motion by Theodore Willard and seconded by Howard Heck to adjourn: Motion carried unanimously.
