February 13, 1967
The City Council met in regular session and was called to order by
Mayor Philip Cohen at 8,00 P.M.
Roll Call; Mayor Philip Cohen, John Leary, Gordon Erickson, Howard
Heck and Theodore Willard were present. Also present were: D. G. Poss.,
T. L Hadd, P. W. Holmlund, Charles VanEeckhout, G. Dale Hamilton and
Thomas O`Hehir.
Reverend Ernest J. Vick of the Berean Evangelical Free Church offered
the invocation.
Motion by Theodore Willard and seconded by Howard Heck to approve
the minutes of the February 6, 1967 City Council meeting as recorded.
Motion carried unanimously.
Member john Leary introduced the following resolution and moved
its adoption;
RESOLUTION NO. 67 -29
RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED
NITARY SEWER IMPR_OY&, ENT NO, 1966 -15
The motion for the adoption of the foregoing resolution was duly seconded .
by member Theodore Willard, and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, John Leary, Gordon Erickson, Howard
Heck and Theodore Willard,, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adcp ted.
Member Theodore Willard introduced the following resolution and
moved its adoption

WATER MAIN IMPROVEMENT NO, 1966 -16
The motion for the adoption of the foregoing resolution was duly seconded
by member Gordon Erickson, and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, John Leary, Gordon Erickson, Howard
Heck and Theodore Willard, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
Member Howard Heck introduced the following resolution and moved
its adoption:

whereupon said resolution was declared duly passed and adopted.
Member Gordon Erickson introduced the following resolution and moved
its adoption:

whereupon said resolution was declared duly passed and adopted.
Member Howard Heck introduced the following resolution and moved
its adoption:

Member Theodore Willard Introduced the following resolution and

Member john Leary introduced the following resolution and moved
its adoption.
RESOLUTION NO 67 -37
RESOLUTION AUTHORIZING RELEASE OF CLAIM
The motion for the adoption of the foregoing resolution was duly seconded by
member Gordon Erickson, and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, john Leary, Gordon Erickson., Howard
Heck and Theodore Willard, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
Motion by Gordon Erickson and seconded by Theodore Willard to confirm
the Mayor's appointment of Allen S. Lindman as City Weed Inspector. Motion
carried unanimously.
Motion by Gordon Erickson and seconded by John Leary to approve
issuance of a non - intoxicating malt liquor on -sale license to Pizza Inn, said
approvel being conditioned upon the receipt of a favorable background investi-
gation report of the operating manager of the establishment. Motion carried
unanimously.
Motion by Theodore Willard and seconded by Howard Heck to table
consideration of the application of Standard Solvents Company for a storage
tank license, pending a review of the application by the City Fire Marshal
and presentation of his report to the City Council, Motion carried unanimously.
Motion by John Leary and seconded by Theodore Willard to approve the
following licenses:
Cigarette jAcense:
Ideal Drugs 5740 Morgan Ave. No.
Garbage & Rubbish Hauling, Licenses
Raymond Bergstrom 5558 Vera Cruz Ave. No..
Woodlake Sanitary Service 9325 James Ave. So.
Non - intoxicating Malt Liquor "Off-sale" License:
Pizza Inn 5 720 Morgan Ave. No.
Motion carried unanimously.
Motion by Theodore Willard and seconded by John Leary that the
application for a cigarette license for A. R.A. Service for the cigarette machine
located in the Brookdale Mall be denied on the basis that the machine is and
has been inadequately supervised, and further, that the A.R.A. Service
Company be instructed to remove the machine from its present location
Immediately. Motion carried unanimously.
Member Theodore Willard introduced the following resolution and
moved its adoption:
RESOLUTION NO. 67 -38
RESOLUTION SUPPORTING AN ANTI - PORNOGRAPHY BILL
PERTAINING TO MINQRS
The motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck, and upon vote Ding taken thereon, the following voted
in favor thereof; Philip Cohen, Howard Heck, John Leary, Gordon Erickson
and Theodore Willard, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.

The City Council discussed petition procedures for public works
improvement projects.
Motion by Howard Heck and seconded by Theodore Willard to adjourn.
Motion carried unanimously. The City Council adjourned at 10.53 P.M.
