Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
in the County of Hennepin and State of

January 3, 1966
The Village Council met in special session and was called to order
by Mayor Gordon Erickson at 7 :30 P. M.
Roll Call: Present were Mayor Gordon Erickson, Phil Cohen, John
Leary, Earl Simons and Howard Heck. Also present were A. J. Lee, D. G. Poss,
P. W. HolmlUnd, T. L. Willard, T. L. Hadd and K. R. Hyde.
Rev. Christensen of the Brooklyn Center Fre'e�Church offered the
Invocation.
1/lotion by Howard Feck seconded by John Lary to approve the minutes of
the December 27, 1965 Council A/Ireeting as recorded.. Motion carried unanimously.
The bills having been audited, Earl Simons moved and john Leary
seconded to order paid the bills set forth in the schedule dated January 3,
1966 and filed in the permanent record book. Motion carried unanimously.
Motion by John Leary and seconded by Howard Heck to adjourn.
Motion carried unanimously. The Village Council adjourned at 7 :37 P.M.

Clerk Earl Simons administered the oath of office to Philip Cohen, Theodore
Willard and Roger Van House for the offices of Mayor, Trustee and Treasurer,
respectively.
The Village Council meeting was re- convened at 7 :45 P. M. with Mayor
Philip Q. Cohen presiding.
Roll Call: Present were Mayor Philip Cohen, John Leary, Earl Simons,
Howard Heck and Theodore Willard. Also present was Roger Van House,
Treasurer.
Motion by Howard Heck and seconded by John Leary to approve the
appointment by the Mayor of Vernon Ausen, Paul Ditter and Henry Bogucki to
two -year terms on the Planning Commission. Motion carried unanimously.
Motion by John Leary and seconded by Earl Simons to accept the
recommendation of the Fire Department and appoint the following officials
for 1966:
Chief ............ Donald Mason
Assistant Chief.... William Vaughn
Fire Marshall ..... Robert Cashman
Motion carried unanimously.
Motion by Howard Heck and seconded by Theodore. Willard to approve
the Mayor's appointment of Edwin Coleman as Civil Defense Director for the
year 1966. Motion carried unanimously.
Motion by Theodore Willard and seconded by Earl Simons to accept
the recommendation of the Mayor and appoint the following persons to the
offices listed:
Health Officer ........ Dr. Robert Shragg
Special Health Officer.. Allen Lindbnan
Relief Administrator.... Allen Landman
Motion carried unanimously.

Motion by Earl Simons and seconded by John Leary to accept the
recommendr:::ion of the Mayor and appoint Howard Heck as Mayor Pro °tem
for the year 1966. Motion carried unanimously.
Motion by John Leary and seconded by Howard Heck to designate the
Brooklyn Center Press as the official newspaper of the Village. Motion carried
unanimously.
Motion by Theodore Willard and seconded by John Leary to designate
the Brooklyn Center State Bank and the Marquette National Bank as official
depositories for the Village for 1966. Motion carried unanimously.
Motion by Earl Simons and seconded by Theodore Willard to accept tha:
recommendation of the Village Administrator and appoint the following persons
to the positions and at the salaries listed:

Motion carried unanimously.
Motion by John Leary and seconded by Howard Heck to accept the
recommendation of the Village Administrator and terminate the employment of
Joseph Proteau as a skating rink attendant as of December 29, 1965. Motion
carried unanimously.
Motion by Howard Heck and seconded by Theodore Willard to accept
the recommendation of the Village Administrator and appoint Hans Semke as
a temporary skating rink attendant at a salary of $1.50 per hour, effective
December 29, 1965 and to terminate February 28, 1966. Motion carried
unanimously.
Motion by Theodore #illard and seconded by John Leary to accept the
recommendation of the Administrator and accept the resignation of Donald
Stark as Chief Building Inspector, effective January 14, 1966. Motion carried
unanimously.
Member John Leary introduced the following resolution and moved
its adoption;
RESOLUTION NO. 66 -1
RESOLUTION APPROVING THE USE OF FACSIMILE
SIGNATURES ON CHECKS DRAWN UPON CERTAIN
VILLAGE BANK ACCOlINTS
The motion for the adoption of the foregoing resolution was duly seconded by
member Theodore Willard, and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, Earl Simons, John Lary, Howard Heck,
and Theodore Willard, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
Motion by Howard Heck and seconded by Earl Simons to direct the
Village Administrator and Engineer to prepare specifications for street salt with
a rust preventive additive and advertise for bids thereon, said bids to be
opened on January 24, 1966 at 2 :00 P.M. Voting in favor: Philip Cohen,
John Laa Earl Simons and Howard Heck; not voting, Theodore Willard.
Motion carried.
Motion by Earl Simons and seconded by John Leary to approve the
request of Edward M. Fyksen, 904 - 53rd Avenue North, for a water connection
with the City of Minneapolis system. Motion carried unanimously.
Motion by Theodore Willard and seconded by Howard Heck to authorize
the Mayor and Clerk to sign the plat which combines Lot 1, Block 1, and
Outlots 1 and 2, Greenlawn Addition into a single Tract "A ". Motion carried
unanimously.

Motion by Howard Heck and seconded by John Leary to approve the
final plat of Farr's 1st Addition in the vicinity of 65th Avenue North and
Willow Lane. Motion carried unanimously.
Motion by John Leary and seconded by Howard Heck to approve the
design and layout of the dedication plaque for the library. Motion carried
unanimously.
Motion by Earl Simons and seconded by Howard Heck to approve the
following licenses:
