January 31, 1966
The Village Council met in special session and was called to order by
Mayor Philip Cohen at 7 :30 P.m.
Roll Call: Mayor Philip Cohen, Earl Simons, John Leary, Howard Heck
and Theodore Willard. Also present were A. J. Lee, D. G. Poss, T. L. Hadd,
P.W.Holmlund, Roger Van House, James Johnston and Chief O'Hehir.
Motion by john Leary and seconded by Howard Heck to approve the
minutes of the January 24, 1966 meeting as recorded. Motion carried
unanimously.
Motion by john Leary and seconded by Howard Heck to approve Change
Order No. G -3 to the Contract of Dean Wictcher in the amount of $4, 087.00.
Motion carried unanimously.
Motion by Howard Heck and seconded by Theodore Willard to accept
the recommendation of the Administrator and appoint the following listed
persons under the conditions stated:

Motion carried unanimously.
Motion by Earl Simons and seconded by Howard Heck to authorize the
purchase of a Monroe Calculator and machine table (estimated cost $700.00)
for the Assessor's Office, and to amend the 1966 budget in the following
manner:
Increase Account Number 4053 -12 in the amount of $700.00;
Decrease Account Number 425 -52 in the amount of $500.00;
Decrease Account Number 401 -48 in the amount of $200.00.
Motion carried unanimously.
Motion by John Leary and seconded by Howard Heck to direct the
Administrator to proceed with security microfilming of important Village
records as per his memo dated January 14, 1966, provided, however, that
the cost of said microfilming shall not exceed $1200.00; and further, to amend
the 1966 budget in the following manner:
Increase Account Number 4051 -13 in the amount of $1200.00;
Decrease Account Number 401 -48 in the amount of $1200.00.
Motion carried unanimously.
Motion by Howard Heck and seconded by Earl Simons to approve the

Motion carried unanimously.
Representatives of the Brooklyn Center Jaycees Community Attitude
Survey Croup presented a report to the Council pertaintaa to the methods
employed in, and the results of, the attitude survey.
Motion by Theodore Willard and seon nded by John Leary to direct the
Administrator to prepare a resolution pertaining to the Jaycees Community
Attitude Survey, stating therein the appreciation of the Village Council and
the entire community for the Jaycees' effort in conducting the survey. Motion
carried unanimously.
Motion by Theodore Willard and seconded by Howard Heck to instruct
the Village Administrator and Attorney to draft a resolution denying Application
Number 65093 and setting forth in said resolution the findings of the Planning
Commission, the Council's reasoning on the points listed in the memo from
the attorney and the Council's finding regarding the impact of such rezoning
on the properties to the north and south of the subject parcel. Voting in favor
of the motion: Phil Cohen, john Leary, Howard Heck and Theodore Willard;
voting against the same: Earl Simons. Motion carried.
Motion by John Leary and seconded by Earl Simons to instruct the
delegate to the Hennepin County League of Municipalities to support the
resolution of the Transportation Committee regarding mass transit in the
metropolitan area. Motion carried unanimously.
Motion by John Leary and seconded by Theodore Willard to instruct
the Administrator and Village Attorney to draft a petition for submission to the
Minnesota Railroad and Warehouse Commission requesting a hearing on the
installation of semaphors at the railroad grade crossing on Frafnce Avenue
near 49th Avenue North. Motion carried unanimously.

member Howard Heck introduced the following resolution and moved
its adoption:
RESOLUTION NO. 66 -19
RESOLUTION APPROVING STUDY OF NON - PROPERTY
TAXES FOR THE METROPOLITAN AREA AND AUTHORIZING
HE EXEgNDjjjjB& OF FjjNDS THEREFORE
The motion for the adoption of the foregoing resolution was duly seconded
by member John Leary and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, john Leary, Earl Simons, Howard Heck
and Theodore Willard, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
Motion by Howard Heck and seconded by Theodore Willard to table
action on the Village Administrator's memorandum regarding residency require-
ment for Police Personnel until the Supreme Court renders a decision regarding
the residency requirement in the City of Minneapolis; and further to direct the
Administrator to notify the Police Association of this action. Motion carried
unanimously.
Motion by Theodore Willard and seconded by Earl Simons to adjourn.
Motion carried unanimously. The Village Council adjourned at 11 :35 P.M.
