HomeMy WebLinkAbout1966 02-21 CCM Special Session Minutes of the Proceedings of the Village 25 Council of the Village of Brooklyn Center in the County of Hennepin and State of NinnesotA February 21, 1966 The Village Council met in special session and was called to order by Mayor Philip Cohen at 7 :30 P.M. Roil Call: Mayor Philip Cohen, john Leary, Earl Simons, Howard Heck and Theodore Willard. Also present were: A. J. Lee, D. G. Poss, T. L. Hadd, P. W. Holmiund, Roger Van House, Tames Johnston, ,jean Murphey, Eugene Hagel and Chief 'Thomas O' Hehir. Reverend Amos LeVang of the Brooklyn Center Assemblies of God Church offered the invocation. Motion by Howard Heck and seconded by John Leary to approve the minutes of the February 14, 1966 meeting as recorded. Motion carried unanimously. Motion by Theodore Willard and seconded by Howard Heck to table action on Application No. 65104 submitted by R. R. McChesney until February `` - 29 1966, in order to allow the Village Attorney additional time to complete his research on questions raised by the Council. Motiowcanried unanimously. Motion by John Leary and seconded by Theodore Willard to authorize' the Director of Finance to establish a Special Revenue Fund for the handling of revenues derived from concessions in the Village Parks. Motion carried unanimously. Motion by john Leary and seconded by Earl Simons to approve the investment by the Fire Department Relief Association in the following securities: 38 Village of Brooklyn Center General Obligation Bond B Coupons in the amount of $1,816.40 at an interest rata of 5%. 69 Village of Brooklyn Center General Improvement Bond - B Coupons In the amount of $3,296.20, at an interest rate of 5%. $8, 000.00 of 90 -day Certificates of Deposit at a rate of 4 -1/2% from the Brooklyn Center State Bank. Motion carried unanimously. Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -27 RESOLUTION ESTABLISHING STORM SEWER IMPROVEMENT PROJECT NO. 1966.8 AND ORDERING PREPARATION OF EM§ AND O The motion for the adoption of the foregoing resolution was duly seconded by member John Leary, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Earl Simons, john Leary, Howard Heck and Theodore Willard, and the foll+oowing voted against the same: none, whereupon said resolution was declared duly passed and adopted. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -28 RESOLUTION ESTABLISHING SANITARY SEWER IMPROVEMENT PROJECT NO. 1966 -11 AND ORDERING PREPARATION OF FLAN S 4 The motion for the adoption of the foregoing resolution was duly seconded by member Theodore Willard, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Earl Simons, john Leary, Howard Heck and Theodore Willard , and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Member Earl Simons introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -29 RESOLUTION ESTABLISHING SANITARY SEWER IMPROVEMENT PROJECT NO. 1966 -15 AND WATER MAIN IMPROVEMENT PROJECT NO. 1966 -16 AND ORDERING PREPARATION OF DNS AND SPECIFICATI6XS; The motion for the adoption of the foregoing resolution was duly seconded by member john Leary, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Earl Simons i john Leary, Howard Heck and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Member john Leary introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -30 RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED WATER IMPROVEMENT O 1966 -9 The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Earl Simons, john Leary,Howard Heck Theodore Willard, and the following voted against the same none, whereupon said resolution was declared duly passed and adopted. Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -31 RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED STREET SYJUAQING IMPROVENZNT XQ. 1966 -10 The motion for the adoption of the foregoing resolution was duly seconded by member Earl Simons, and upon vote being taken thereon, the following - voted in favor thereof: Philip Cohen, Earl Simons, john Leary, Howard Heck and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -32 RESOLUTION ACCEPTING WORK (CONTRACTED BY DEVELOPER) SAN ARY SEWER PROMQT NO, 1965-60 The motion for the adoption of the foregoing resolution was duly seconded by member john Leary, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Earl Simons, john Leary, Howard Heck and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Member john Leary introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -33 RESOLUTION AUTHORIZING ISSUANCE OF BUILDING PERMIT TO JOSLYN MFG. AND SUPPLY CO. Member Earl Simons t e l re a move introduced h f solu n nd d its adoption: RESOLUTION NO. 66 -34 RESOLUTION ABATING WATER IMPROVEMENT 65A ASSESSMENT ON LOT 2. BLOCK 4, HUMBOLDT ADDITION The motion for the adoption of the foregoing resolution was duly seconded by member Theodore Willard and upon vote being taken thereon, the following voted in favor thereof; Philip Cohen, Earl Simons, john Leary, Howard Heck and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Motion by Theodore Willard and seconded by Howard Heck to authorize the Mayor to appoint a Steering Committee consisting of a chair- man and five members to review the Council's proposal for a Capital Improvements Review Committee and to translate the objectives of the Council into organizational and operational terms and to present this infor- mation to the Council for review. Motion carried unanimously. � _ -3- 27 The Council and Staff discussed construction standards for multiple dwellings. Motion by Earl Simons and seconded by Howard Heck to adjourn.
