Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
In the County of Hennepin and State of
Minnesota
March 14, 1966
The Village Council met in regular session and was called to order
by Mayor Philip Cohen at 7 :30 P. M.
Roll Call: Mayor Philip Cohen, john Leary, Earl Simons and Theodore
Willard. Also present were A. J. Lee, D. G. Poss, T. L. Hadd, P.W. Holmlund,
Frank LaGrange, jean Murphey and Thomas O'Hehir.
Reverend Paul Bubna of the Northbrook Alliance Church offered the
invocation.
Motion by Theodore Willard and seconded by john Leary to approve
the minutes of the March 7, 1966 meeting as recorded. Motion carried
unanimously.
Motion by john Leary and seconded by Theodore Willard to authorize
the multiple dwellings to be constructed on R.R. McChesney & Sons 2nd
Addition to be connected to the Minneapolis sewer system. Motion carried
unanimously.
Motion by Earl Simons and seconded by John Leary to approve the final
plat of Northtown Plaza 1st Addition, and authorize the Mayor and Clerk to
execute the same. Motion carried unanimously.
Motion by Theodore Willard and seconded by John Leary to authorize
the purchase of a used pull -type pneumatic roller from the firm of Ruffridge-
Johnson Equipment Company, the price of said roller not to exceed $950.00.
Motion carried unanimously.
Motion by John Leary and seconded by Theodore Willard to authorize
the purchase of an IBM Model "C" typewriter for the police office for the
price of $450.00, and further, to amend the 1966 budget in the following
manner:
a. Increase Account No. 411 -52 in the amount of $300.00.
b. Decrease Account No. 401 -48 in the amount of $300.00.
Motion carried unanimously.
Motion by Earl Simons and seconded by john Leary to authorize the
Administrator to advertise for bids for gasoline, fuel oil, diesel fuel,
bituminous oil, stabilized gravel, fine aggregate, plant mixed bituminous
material, water treatment chemicals and water meters in accordance with
specifications prepared by the Director of Public Works, said bids to be
received and opened at 2 :00 P. M. , Monday April 4, 1966. Motion carried
unanimously.
Motion by John Leary and seconded by Theodore Willard to acknowledge
j receipt of the Annual Police Report for the year 1965, and order said report
placed on the agenda within the next two weeks for discussion. Motion
carried unanimously.
Motion by Theodore Willard and seconded by Earl Simons to approve,
the following licenses:

Motion carried unanimously.
The bills having been audited, Earl Simons moved and John Leary
seconded to order paid the bills set forth in the schedule dated March 14,
1966, and filed in the permanent record book. Motion carried unanimously.
The Council considered the recommendation of the Planning Commission
on Application No. 66008 submitted by C. W. Lovely. The Mayor then called
for comments from interested parties in attendance. After considering the
record and the comments made by interested parties, member John Leary moved
and Earl Simons seconded that Application No. 66008 submitted by C. W.
Lovely be denied for the following reasons:
1. There is no public access to proposed Lot 1
of the subdivision.
2. Proposed Lot 2 of the subdivision will not have
sufficient depth for a building site.
Motion carried unanimously.
Motion by Earl Simons and seconded by Theodore Willard to refer
Application No. 66005 submitted by Twin Realty Co. back to the Planning
Commission at the request of the applicant. Motion carried unanimously.
Motion by John Leary and seconded by Theodore Willard to table
Application No. 66009 until March 21, 1966 to permit the applicant to be
present during the Council's consideration of the application. Motion
carried unanimously.
The Council then considered the Planning Commission's recommendation
on Application No. 66010 submitted by Shopper's City. After due considera-
tion of the record, member Earl Simons moved and John Leary seconded to
approve Application No. 66010 submitted by Shopper's City and grant a
variance to Section 3S -410 of the Village Ordinances, to permit the operation
of a Garden Store at 3600 - 63rd Ave. No. from April 1, 1966 until July 1S, 1966,
provided that:
a. A building permit shall be required for the construction
of a garage to be used in conjunction with the Garden Store.
b. The building shall be removed promptly upon expiration
of the time prescribed.
Motion carried unanimously.
Motion by Theodore Willard and seconded by John Leary to refer
Application No. 66011 submitted by John Horbal back to the Planning
Commission at the request of the applicant and further to instruct the
Administrative Staff to notify the appropriate property owners in the area
as to the date and time of future hearings. Motion carried unanimously.
The Village Council considered the Planning Commission's recommenda-
tions on Application No. 66013 submitted by Wayde Harris and Thomas McKee.
The Mayor then called for comments from interested parties in attendance.
After due consideration of the record and the comments made by parties in
attendance, member John Leary moved and Earl Simons seconded to approve

Application No. 66013 submitted by Wayde Harris and Thomas McKee, and
authorized the issuance of special use permits to permit the construction of
duplexes at 5337 and 5347 Queen Avenue North. Motion carried unanimously.
The Village Council then considered Application No. 66015 submitted
by Sears Roebuck - Brookdale. After due consideration of the records, member
Theodore Willard moved and john Leary seconded to approve Application No.
66015 submitted by Sears Roebuck, and grant a variance from Section 35 -410
to permit the operation of a Garden Store from April 1, 1966 to July 1, 1966,
said Garden Store to involve storage within a 68' x 71' fenced area on the
west side of the Garden Store. Motion carried unanimously.
The Council considered the recommendation of the Planning Commission
on Application No. 66016 submitted by Pilgrim Cleaners. The Mayor then
called upon interested parties in attendance to present their comments. After
due consideration of the record and comments presented by interested parties
In attendance, member Theodore Willard moved and john Leary seconded that
Application No. 66016 submitted by Pilgrim Cleaners be approved and a
variance be granted from Section 35 -320 of the Village Ordinances to permit
a total of 206 sq. ft. of signs on the west side of the building located at
5742 Morgan Ave. No. and a total of 97 sq. ft. of signs on the north side of
said building in accordance with a sketch submitted by the applicant and
approved by the Village Council. Motion carried unanimously.
Motion by John Leary and seconded by Theodore Willard to reconsider
Application No. 66009 submitted by Iten Chevrolet on this date rather than
on March 21, 1966. Motion carried unanimously.
The Council then considered the Planning Commission's recommenda-
tion on Application No. 66009 submitted by Iten Chevrolet and called upon the
applicant and other interested parties for their comments on the application.
After due consideration of the record and comments submitted by interested
parties, member john Leary moved and Theodore Willard seconded to approve
Application No. 66009 submitted by Iten Chevrolet and approve the plans for
a 16' x 24' building to be located at 6701 Osseo Road, said building to be
used as an office in conjunction with the existing used car lot, said
application to be contingent upon compliance with the following:
1. The plans be checked by the Building Inspector.
2. The building be located 5 feet from the westerly
property line,
and further moved that nothing in this motion shall be construed as giving
consideration to or making a recommendation upon any additional signs for
the applicant's premises. Motion carried unanimously.
Motion by Theodore Willard and seconded by John Leary to adjourn.
Motion carried unanimously. The Village Council adjourned at 11 :30 P.M.
