M'3 ota .. ,...... June 13, 1966 The Village Council met in regular session and was called to order by Mayor Philip Cohen at 7:30 P.M. Roll Call: Mayon Philip Cohen. john Leary, Earl Simons, Howard Heck and Theodore Willard. Also present were: D. G. Poss, T. L. Hadd, P.W. Holmlund, Roger Van House and Thomas O'Hehir. Father Morrissey of St. Alphonsus Church offered the invocation. Motion by john Leary and seconded by Howard Heck to approve the minutes of the June 6, 1966 council meeting as recorded. Motion carried unanimously. Motion by Theodore Willard and seconded by Howard Heck to approve the minutes of the Tune 8, 1966 special council meeting as corrected. Motion carried unanimously. Mr. Gordon Erickson, Chairman of the Capital Improvements Steering Committee, appeared before the Council and presented a report of the activities of the Committee to date. Motion by Howard Heck and seconded by john Leary to accept the recommendation of the Administrator and appoint the following persons to the positions and for the salaries and time periods listed. Motion by John Leary and seconded by Theodore Willard to authorize the Mayor and Clerk to sign an agreement with Spring Lake Park Bus Company to provide bus service for the recreation swimming program for the year 1966. Motion carried unanimously. Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 6 -178 RESOLUTION DENYING APPLICATION NUMBER 66036 SUBMITTED BY DONALD C. YP A Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -180 RESOLUTION ORDERING A CERTAIN BUILDING LOCATED AT 5444 HUMBOLDT AVENUE NORTH BROOKLYN CENTER, MINNESOTA NESOT A TO N MZED MM REM The motion for the adoption option of the foregoing resolution was duly seconded by member John Leary, and upon vote being taken thereon the following voted in favor thereof: Philip Cohen, John Leary, Earl Simons, Howard Heck and Theodore Willard, and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted. The Mayor announced that the meeting was open for the consideration of proposed Water Main improvement Project No. 1966 -26. The Clerk produced an affidavit of publication of notice of hearing on the proposed improvement showing two weeks publicatio� thereof in the of ficial newspaper, the last publication being on June 0, 1966, which affidavit was examined and found satisfactory and ordered placed on file. 2 - "``„ 41 The Mayorthsn called upon all property owners present to present arguments either for or against the proposed improvement. After hearing and considering all objections, and the property owners appearing in favor of said improvement, member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -181 RESOLUTION ORDERING CONSTRUCTION OF WATER MAIN IMPROMM MQECT Lffl. 12§6-3§ The motion for the adoption of the foregoing resolution was duly seconded by member Earl Simons, and upon vote being taken thereon the following voted in favor thereof: Philip Cohen, Earl Simons and Theodore Willard, and the following voted against the same; Howard Heck and John Lew whereupon said resolution was declared duly passed and adopted. The Mayor announced that the meeting was open for the consideration of proposed Street Surfacing Improvement Project No. 1966 -27. The Clerk produced an affidavit of publication of notice of hearing on the proposed improvement showing two weeks publication thereof in the official newspaper, the last publication being on June�9 1966, which affidavit was examined and found satisfactory and ordered planed on file.. After hearing and considering all objections, and the property owners appearing in favor of said improvement, member Earl Simons introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -182 II RESOLUTION ORDERING CONSTRUCTION OF STREET SURFACING It &PROVEAUNT PROJECT NO. 1966-27 The motion for the adoption of the foregoing resolution was duly seconded by member Theodore Willard, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, John Leary, Earl Simons, Howard Heck and Theodore Willard, and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted. The Mayor announced that the meeting was open for the consideration of proposed Storm Sewer Improvement Project No. 1966 -3A. The Clerk produced an affidavit of publication of notice of hearing on the proposed improvement showing two weeks publication thereof in the official newspaper, the last publication being on June 8, 1966, which affidavit was examined and found satisfactory and ordered placed on file. The Mayor then called upon all property owners present to present arguments either for or against the proposed improvement. Motion by John Leary and seconded by Howard Heck to temporarily adjourn the public hearing on Stone Sewer Improvement Project No. 1966 -3A. Motion carried unanimously. Motion by John Leary and seconded by Earl Simons to reconvene the public hearings on Improvement Projects No. 1966 -6, 1966 -7, 1966 -3A. Motion carried unanimously. After hearing and considering all objections and the property owners appearing in favor of Improvement Project No. 1966 -6, member Earl Sys Introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -183 RESOLUTION ORDERING CONSTRUCTION OF WATER MAIN IME&MMENJ PROTECT NO, 1966-6 The motto for the adoption of the foregoing resolution was duly seconded by membe John Leary, and upon vote being taken thereon, the following voted in favor ereof: Philip Cohen, John Leary, Howard Heck, Earl Simons and Theodore Willard and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. After hearing and considering all objections and the property owners appearing in favor of Improvement Project No. 1966 -7, member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -184 R OLUT10N ORDERING CONSTRUCTION OF STREET SURFACING IMPRMMENT PROECT NO 1966 -7 The motion for the adoption of the foregoing resolution was duly seconded by member Theodore Willard, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, John Leary, Earl Simons, Howard H ck and Theodore Willard and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted. After hearing and considering all objections and the property owners appearing in favor of Improvement Project No. 1966 -3A, member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 66-185 RESOLUTION ORDERING CONSTRUCTION OF STORM SEWER IMPR M NT PRQJECT NQ, 1966- A The motion for the adoption of the foregoing resolution was duly seconded by mem John Leary, and upon vote being taken thereon, the following voted in # svor thereof: Philip Cohen, John Leary, Earl Simons, Howard Heck and Theodore Willard and the following voted against the same: none; whereupoh said resolution was declared duly passed and adopted. -4- 45' Motion by John Leary and seconded by Theodore Willard to authorize the Mayor and Clerk to sign the final plat of H1 Crest Square Addition Brooklyn Center. Motion carried unanimously. The bills having been audited, Earl Simons moved and Howard Heck seconded to order paid the bills set forth in the schedule dated June 13, 1966, and filed in the permanent record book. Motion carried unanimously. Motion by Howard Heck and seconded by Theodore Willard to approve the final site plan of the R. R. McChesney & Son 2nd Addition as submitted, with the stipulation that the drive way be so located that vehicles exiting from the parking lot would be centered on the lot lime between 5214 and 5210 Xerxes Avenue North. Motion carried unanimously. Motion by John Leary and seconded by Howard Heck to authorize the Mayor and Clerk to sign the final plat of R.R. McChesney & Son 2nd Addition. Motion carried unanimously. Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 66 -186 RESOLUTION ESTABLISHING SANITARY SEWER IMPROVEMENT PROJECT NO. 1966 -33 AND ORDERING PREPARATION OF PLANS AND SPECIFIGATIQ The motion for the adoption of the foregoing resolution was duly seconded by member Earl Simons, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, John Leary, Earl Simons, Howard Heck and Theodore Willard and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
