Minutes of the Proceedings of the City
Council of the City of Brooklyn Center
In the County of Hennepin and State of
Minnesota
July 9, 1968
The City Council met as the Board of Review and was called to order
by Mayor Philip Cohen at 8 :40 P. M.
Roll Call: Mayor Philip Cohen, Earl Rydberg and Howard Heck. Theodore
Willard arrived later during the meeting, at 8 :55 P. M. Also present were:
D.G. Poss, John Nordberg, Roy Johnson of the County Assessor's Office and
Richard Cihoski, Deputy Clerk.
Mayor Cohen outlined the purpose of the Board of Review, noting that
proper notice of the time and place of the meeting of the Board of Review had
been published and posted as required by law. He then called on the Assessor,
Mr. Nordberg, for a report on the activities of the Assessor's Office.
Mr. Nordberg explained to the Board that this being an "even numbered"
year, revaluation of property within the City had taken place, with his review
of every parcel of property within the City since the first of the year. He
reported that the results of this review and revaluation had resulted in a refine-
ment in the equalization of property values, so that the City likely has the most
equalized tax base that it has ever had in the past.
The Mayor thanked the Assessor for his report, and asked Mr. Johnson
of the County Assessor's staff for comments on the values of property within
Brooklyn Center. Mr. Johnson commended Mr. Nordberg for his ambitious effort
in being able to completely reassess all property within the City in the past
six months. He stated further that the County's check of about 450 sales of
property within Brooklyn Center had established that the ratio of assessed
valuation to market value within Brooklyn Center was now at 32., slightly
better than even the County's ratio, Mr. Johnson went on to say, in response
to a question by the Mayor relative to Brooklyn Center's position in relation to
other communities within Hennepin County and throughout the State, that the rest
of the County and State was probably in better condition as relates to equalization
of values than it had ever been in the past.
The Assessor reported to the Board that no written complaints directed to
the Board of Review had been filed with his office and the City Manager reported
that no such written complaints were filed at City Hall for review by the Board,
The Chairman noted that no property owners were present to make objections to
the valuation of their property.
Motion by Theodore Willard and seconded by Howard Heck to adjourn
the meeting. Voting in favor were: Philip Cohen, Howard : -'eck, Theodore Willard
and Earl Rydberg. Voting against were: none. Motion carried unanimously.
The City Council meeting as the Board of Review adjourned'at 9:18 P. M.
