Council of the City of Brooklyn Center

The City Council met in special session and was called to order by
Mayor Philip Cohen at 10 :13 A. M.
Roll Call: Philip Cohen, John Leary (arrived at 10 :15 A. M.), Earl
Rydberg, and Theodore Willard. Also present wa:�; D. G, Poss.
The first order of business consisted of Application No. 68081, a
Proposed Registered Land Survey setting forth the "greenstrip" concept along
Sr izz gle Creel, between FAI 94 and 69th Avenue North and setting forth a
proposed 6.45 acre tract adjacent to Shingle Creek in the Earle Brown Farm
for a municipal service building. The City Manager reviewed the proposal,
explaining the desirability to approve and file the document prior to the end
of 1968 to avoid tax payment complications.
Motion by John Leary and seconded by Earl Rydberg to approve Application
Teo. 68081. Voting in favor were: Philip Cohen, John Leary, Earl Rydberg and
Theodore Willard. Voting against were: none. Motion carried unanimously.
The Council next considered Application No. 68072 regarding the pre -
liminary plat of Library Terrace.
Motion by Theodore Willard and seconded by John Leary to approve
Application No. 68072. Voting in favor were: Philip Cohen, John Leary, Earl:
Rydberg and Theodore Willard. Voting against wer none. Motion carried
unanimously.
The City Manager next discussed the concept of density credits related
to multiple dwellings. Using a plat map of Brooklyn Center Industrial Park

It was illustrated that up to 340 dwelling units of R -5 credit could be ration-

ed n the basis of land contiguous to multiple districts being conveyed
to the City and used for open space u ses. A discussion ensued regarding

the ramifications of such a policy being applied on a city -wide basis. The
Council then generally concurred with the concensus of the Plannin g Commissior,
that when a developer conveys land to the City o be used for o pen tY p Pa ce
purposes, and when the land might otherwise be privately retained and used
to meet ordinance density isions then s

Motion by Earl Rydberg and seconded by John Leary to adjourn the meet -
ing. Voting in favor were Philip Cohen, John Leary, Earl Rydberg and Theodore
Willerd. Voting against were: none. Motion carried unanimously. The special
meeting adjourned at 11:00 A. M.
