Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
In the County of Hennepin and State of
Minnesota
February 4, 1963
The Village Council was called to order by Mayor Gordon Erickson at
7 :35 P.M.
Roll Call: Present were Mayor Gordon Erickson, Phil Cohen, John
Leary, Henry Dorff and Howard Heck.
The Rev. Amos LeVang offered the invocation for the Council meeting.
Motion by Howard Heck and seconded by John Leary to approve the
minutes of the January 28, 1963 meeting as recorded. Motion carried.
Member Phil Cohen offered the following Resolution and moved its
adoption:
RESC3LtiTION
BE IT RESOLVED, That the Contract heretofore submitted, signed and
executed by the Suburban Hennepin County Relief Board of the County of
Hennepin for and during the year 1954 for the administration and supervision
of poor relief in the Village of Brooklyn Center be and the same is hereby
accepted, approved, renewed and extended for and cueing the year 1963
with the same force and effect as though said original Contract, above
described, were redated and resigned and executed as of the, date hereof.
Member John Leary seconded the motion for adoption. The question
was on the adoption of the Resolution, and a roll being called there were
leas and 0 nays, as follows:

John Leary
Henry Dorff
Howard Heck
And so the Resolution was adopted.
The Village Council discussed with Mr. Frelleson, the Director of the
Division of Waters, of the Minnesota Conservation Department, the procedure
for securing a permit for the taking of water for Municipal Water Supply from
the Mississippi River. Mr. Frelleson estimated that the normal time for the
completion of an application for a permit for the appropriation of water to be
approximately 5 months. However, he indicated that with careful expediting
it may be accompolished in two months time.
Motion by John Leary and seconded by Howard Heck to authorize the
administrator to proceed to acquire the necessary property on the Mississippi
River for a water intake station. Motion carried.
Motion by Phil Cohen and seconded by John Leary to authorize the
Administrator, Engineer and Attorney to prepare the necessary application for
the appropriation of water from the Mississippi River for the Village Water
System and to take the steps necessary to expedite the handling of the
application. Motion carried.
Motion by Howard Heck and seconded by Henry Dorff to approve the
Justice of Peace report for the month of December. Motion carried.
Motion by Phil Cohen and seconded by Howard Heck that the Village
Council determine that the piano in the Village Council Chambers is not
needed for Village purposes and to authorize the administrator to receive
sealed bids for the purchase of the piano. Motion carried.

Motion by Howard Heck and seconded by Henry Dorff to employ
Berniece Farley as Special Assessment Clerk at a wage of $2.03 per hour
to begin February 18, 1953.
Motion by Henry Dorff and seconded by John Leary to reduce the street
bond required for Bobindrier's 3rd Addition from $5,325 to $725. Motion carried.
The Village Council discussed matters pertaing to the expansion of the
water system. It was determined to attempt to pursue a course of action that
would enable the beginning of construction in June of 1963.
Motion by Henry Dorff and seconded by Howard Heck to adjourn. The
Village Council adjourned at 12:20 A. M.
