HomeMy WebLinkAbout1963 03-18 CCM Special Session 275 Minutes of the Proceeding of the Village Council of the ,Village of Brooklyn Center in the County' of Hennepin and State of Mnesota March 18, 1963 The Village Council met in Special Session and was called to order by Mayor Gordon Erickson at 7 :30 P. M. Roll Call: Mayor Gordon Erickson, John Leary, Henry Dorff, Howard Heck and Phil Cohen were present. The invocation for the council meeting was offered by Rev. Heglin of the Trinity Presbyterian Church. Motion by John Leary and seconded by Howard Heck to approve the minutes of March 11, 1963 as recorded. Motion carried. Motion by John Leary and seconded by Phil Cohen to uphold the action of the Planning Commission and approve the application #63005 of the Brooklyn Center American Little League for a Special Use Permit to build a Little League Baseball Park on Lot 50, Auditors Sub Division 309. Motion carried. The Village Attorney is to prepare a lease agreement between the Village of Brooklyn Center and the Brooklyn Center American Little League. Motion by Phil Cohen and seconded by Howard Heck to uphold the action of the Planning Commission and approve the application #63007 of Virgil Holzmeister at 6919 Halifax Avenue North for a Special Use Permit to 3 operate a beauty shop in a single family residence. Motion carried. Motion by Phil Cohen and seconded by Henry Dorff to uphold the action of the Planning Commission and deny application #63009 submitted by Richard H. Fudali for a Special Use Permit to construct a 14 unit apartment building. The motion and the second were withdrawn. Member Howard Heck voting against the motion. Motion carried. Member John Leary introduced the following ordinance and moved its adoption: AN ORDINANCE AMENDING SECTION 35 -310 OF THE VILLAGE ORDINANCES THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORDAIN: Section 1: Section 35 -310 paragraph 3h, is hereby amended to read, "Unlighted ball parks not operated for profit. " Section 2: This ordinance shall be effective from and aver its publication. The motion for the adoption of the foregoing ordinance was duly seconded by member Phil Cohen and upon vote being taken thereon the following voted in favor thereof: Gordon Erickson, john Leary, Phil Cohen, Henry Dorff, Howard Heck and the following voted against the same: None; whereupon said ordinance was declared duly passed and adopted. -1- 271 Member Howard Heck introduced the following ordinance and moved its adoption: AN ORDINANCE AMENDING SECTION 35 -820 OF THE VILLAGE ORDINANCES TO REZONE CERTAIN PROPERTY THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORDAIN Section 1: Section 35 -820 of the Village Ordinances is hereby amended by deleting the following description. Lots 49, 50, and 51, Auditors Subdivision No. 310, except the South 150' of Lot 49. Section 2: This ordinance shall be effective from and after its publication. The motion for the adoption of the foregoing ordinance was duly seconded by member Phil Cohen; and upon vote being taken thereon the following voted in favor thereof: Gordon Erickson, Henry Dorff, John Leary, Howard Heck and Phil Cohen and the following voted against the same: None; whereupon said ordinance was declared duly passed and adopted. Motion by Phil Cohen and seconded by Howard Heck to authorize the installation of yield signs on all streets intersecting 65th avenue from Osseo Road to Unity avenue. Motion carried. Motion by Henry Dorff and seconded by Howard Heck to authorize the administrator i trator to advertise for bids for b radio monitors for the fire department. The proposal to ask for bids with and without tradein of the present monitors. Bids are to be opened April 11, 1963. Motioncarried. i The administrator was instructed to determine if civil defense matching funds were available for the acquisition of fire department monitors. The following appointments were made to the Industrial Development Commission: Ac2inted By Appointee Term John Leary Wayne Lubrecht April 1, 1965 Phil Cohen Edwin S. Burt April 1, 1965 Henry Dorff Earl Simons April 1, 1965 Howard Heck Robert Oslund April 1, 1965 Gordon Erickson Harry Johnson April 1, 1965 Motion by Phil Cohen and seconded by John Leary to appoint Gerald Gerber and Earl Rydberg to the Industrial Development Commission for a term of two years to expire on April 1, 1965. These men being council appointments. Motion carried. Motion by Henry Dorff and seconded by John Leary to approve the refund in the amount of $9 for a building permit to Eugene Bailey of 6029 Emerson Avenue North. Motion carried. Motion by John Leary and seconded by Henry Dorff to authorize the proposed expansion of police office space at an estimated cost of approximately $750 for materials and the labor to be performed by the Brooklyn Center Street Department, and to authorize an appropriation of $500 from the continquency fund to the capital outlay budget of government building. Motion carried. Motion by John Leary and seconded by Phil Cohen to approve the follow- ing licenses. Motion by john Leary and seconded by Phil Cohen to authorize the Mayor and Clerk to execute the purchase agreement for the sale of Lot 1, Block 2, Northport Park Addition which the Brooklyn Center Park Board and the Village Council has found is not needed for Park purposes. The sale price is in the amount of $4000. Motion carried. Motion by Henry Dorff and seconded by john Leary to adjourn. The Village Council adjourned at 12:15 A. M. Mayor rk f -3-
