Minutes of the Proceedings of the Village
Council of the Vitt age of Brooklyn Center
In the County of Hennepin and State of
Minnesota
April 22, 1963
The Village Council met in Regular session and was called to
order by Mayor Gordon Erickson at 7 :35 p.m.
Roll Call: Gordon Erickson, john Leary,, Henry Dorff, Howard Heck
and Phil Cohen were present.
The Rev. Oral Morgan of the Brooklyn Center Church of Christ gave
the invocation of the meeting.
Motion by Henry Dorff and seconded by Phil Cohen to approve the
minutes of April 15, 1963 as recorded. Motion carried.
Member john Leary introduced the following ordinance amendment
and moved its adoption:
AN ORDINANCE AMENDING SECTION 3 -302 OF THE
_- VILLAQE ORDINANCES
THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO
ORDAIN:
Section 1: Section 3 -302, paragraph 4a, is hereby amended to read
as follows:
4) The minimum gross floor area for dwelling units.
a. The minimum first floor area of a dwelling of Group I
occupancy shall be not less than 1, 020 square feet
Provided:
A one story single family dwelling of three bedrooms or
less shall have a minimum of 1,020 square feet living
area. Each additional bedroom shall have a minimum of
120 square feet.
A single family dwelling consisting of two full stories
above grade shall have a minimum of 1, 020 square feet
of first floor area, at least 768 square feet of which
shall be living area.
A split level design of three bedrooms or less have a
minimum of 1, 020 square feet of living area in the upper
two levels. Each additional bedroom shall have a minimum
of 120 square feet.
Section 2: This ordinance shall be effective from and after its
publication.
The motion for the adoption of the foregoing ordinance was duly seconded by
member Howard Heck and upon vote being taken thereon the following voted
In favor thereof: Gordon Erickson, Henry Dorff, john Leary, Howard Heck,
and Phil Cohen and the following voted against the same: None; whereupon
said ordinance was declared duly passed and adopted.
Motion by Howard Heck and seconded by john Leary to authorize the
Mayor and Clerk to execute a contract with T.G. Evenson and Associates for
services as a fiscal agent for the sale of one million dollars of revenue
bonds. Motion carried.

Motion by Henry Dorff and seconded by Howard Heck to employ Glen
jopp as a temporary laborer on the street department at a wage of $2.20 per
hour. Motion carried.
Motion by john Leary and seconded by Phil Cohen to authorize C. R.
Bergquist of 5133 Xerxes Avenue to connect to Minneapolis sewer and water.
Motion carried.
Member john Leary introduced the following resolution and moved
its adoption:
RESOLUTION REQUESTING TITLE TRANSFER OF PORTIONS OF
MHD S. P. BORROW PITS 20, 21, 22, and 23
WHEREAS, engineering studies indicate the necessity of constructing
an elevated storage tank to serve the municipal water system, and
WHEREAS the studies further indicate that the tank structure be
located in the vicinity of the T. H. 100 and T. H. 152 intersection, and
WHEREAS the Minnesota Highway Department currently holds fee
title to property in this vicinity, said property so designated as S. P. 2755,
Borrow Pits 20, 21, 22, 23, and
WHEREAS portions of said Minnesota Highway Department property
would be suitable and desireable for municipal purposes,
NOW, THEREFORE BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, Minnesota to request the Minnesota Highway
Department to grant consideration toward transferring title of certain

portions of S. P. 2755, Borrow Pits 20, 21, 22, and 23 to the Village of
Brooklyn Center in return for a yet to be determined financial consideration
from the Village of Brooklyn Center.
The motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck,, and upon vote being taken thereon the following voted
in favor thereof: Gordon Erickson, Henry Dorff, john Leary, Howard Heck
and Phil Cohen and the following voted against the same: None; whereupon
said resolution was duly passed and adopted.
The bills having been audited motion was made by Henry Dorff and seconded
by john Leary to order paid the bills set forth in the schedule attached to
these minutes and made a part thereof. Motion carried.
Motion by Howard Heck and seconded by John Leary to adjourn. The
Village Council adjourned at 11:30 P.M.
