Council of the Village of Brooklyn Center
In the County of Hennepin and State of
Minnesota
May 6, 1963
The Village Council met in Special Session and was called to order
by Mayor Gordon Erickson at 7 :35 P. M.
Roll Call: Mayor Gordon Erickson, Phil Cohen, john Leary, Henry Dorff
and Howard Heck were present.
Rev. Stodghill of the Brooklyn Methodist Church gave the invocation
for the meeting.
Motion by Howard Heck and seconded by Henry Dorff to approve the
minutes of the April 29, 1963 meeting as recorded. Motion carried.
Member john Leary introduced the following resolution and moved its
adoption:
RESOLUTION ADIUSTING LOAD RESTRICTIONS ON VILLAGE STREETS
WHEREAS, the Village Engineer advtses that weather cdnditions permit
the adjustment of load. restrictions on village streets at an earlier date than
originally anticipated,,
BE IT HEREBY RESOLVED, that load restrictions on the streets of the
Village of Brooklyn Center shall be removed on May 7, 1963 except on the
following streets:
70th Avenue from Lyndale Avenue to Willow Lane
72nd Avenue from Lyndale Avenue to Riverdale
Willow Lane from 70th Avenue to 73rd Avenue
Riverdale from Dallas Road to 73rd Avenue
Dallas Road from 70th Avenue to 73rd Avenue
and 73rd Avenue from Lyndale Ave. to Willow Lane
The motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck and upon vote being taken thereon the following voted
in favor thereof: Gordon Erickson, Henry Dorff, john Leary, Howard Heck and
Phil Cohen and the following voted against the same: None; whereupon said
resolution was duly passed and adopted.
The Village Council gave the first reading to an ordinance changing the
name of Lake Drive to East Twin Lake Boulevard. The second reading is
scheduled for May 20, 1963.
Motion by john Leary and seconded by Phil Cohen to appoint Gary Giving,
Junior Instrumentman for the Engineering Department at a salary of $450 per
month. Motion carried.

Motion by Howard Heck and seconded by Henry Dorff to appoint Chris
White, temporary laborer for the street department at a wage of $2.20 per
hour. Motion carried.
Motion by Henry Dorff and seconded by john Leary to approve the
following licenses;

Motion carried.
Motion by Phil Cohen and seconded by Howard Heck to uphold the
action of the Planning Commission and approve application #63017 as submitted
by the Minneapolis Star and Tribune for a Special Use Permit to locate a
12' x 16' metal building at 6830 Osseo Road and the permit to be issued for
one (1) year from May 1, 1963 and that failure to keep the area clean and free
of refuse or evidence of disorder will be cause for revocation of the permit.
Motion carried.
Motion by John Leary and seconded by Phil Cohen to uphold the action
of the Planning Commission and approve application #63015 as submitted by
Stanley Kowal and variances to be granted on lot area and width to permit
construction of a single family dwelling on a 40' x 128' lot with a side yard
set back of 5' on the North and 9 ' on the South. Motion Carried.

Motion by Henry Dorff and seconded by Howard Heck to uphold the
action of the Planning Commission and approve application #63014 as
submitted by C.D. Nordstrom for a variance of the sign requirements in
an R -1 district be approved and permission be granted to construct and
maintain an unlighted sign 8' x 12 and 14' in height for a period of one
(1) year from May 1, 1963. The sign is to be located at least 50' west
of the Osseo Road and 50' South of 65th Avenue North and is to be used
only for the purpose of renting the apartments now being constructed on
Lot 2, Block 10, Northgate Addition. Motion carried.
Motion by Phil Cohen and seconded by Henry Dorf to deny application
#63018 as submitted by Donald C. Stark for a special use permit to construct a
double bungalow at 500 - 62nd Avenue North. Motion carried.
Motion by Henry Dorff and seconded by Howard Heck to deny application
#63008 as submitted by Douglas Uzzell for a Special Use Permit to construct
two double bungalows on Lots 3 and 4, Block 5, Twin Lake Woods Addition.
Phil Cohen, Gordon Erickson, Henry Dorf and Howard Heck voting in favor
of the motion. Member John Leary voting against the motion. Motion carried.
Motion by John Leary and seconded by Phil Cohen to uphold the action
of the Planning Commission and approve application #63020 as submitted by
Kenneth Bergstrom and permission be granted to construct and maintain an
unlighted for sale sign on Lot 1, Block 2, Brooklyn H1 Addition for a period of
one (1) year from May 1, 1963. Motion carried.
Motion by Howard Heck and seconded by Phil Cohen to uphold the
action of the Planning Commission and approve application 63022 as submitted
by Albert Rydeen and a variance be granted on side yard set back on a comer lot
to permit construction of a single family dwelling 15 feet from the south
property line. Motion carried.
Motion by Howard Heck and seconded by John Leary to uphold the action
of the Planning Commission and approve application #63019 as submitted by
George Hanson for the proposed Northtown Plaza Addition and subject to any
applicable requirements of the platting ordinance. Motion carried.
Motion by Phil Cohen and seconded by Henry Dorff to reduce the required
street bond on Wangstads Brooklyn Terrace 3rd Addition from $8130.00 to
$560.00 as recommended by the Village Engineer. Members Phil Cohen,
Gordon Erickson, Henry Dorff and Howard Heck voting for the motion, Member
John Leary voting against the motion. Motion carried.
Motion
by Howard Heck and seconded by John Leary to adjourn, The
Village Council adjourned at 11 :35 p.m.
