Adjournment MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION APRIL 21, 1986 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 7:02 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Finance Director Paul Holmlund, Director of Public Works Sy Knapp, Director of Planning & Inspection Ron Warren, HRA Coordinator Brad Hoffman, Personnel Coordinator Geralyn Barone, and Administrative Aid Patti Page. APPROVAL OF MINUTES - APRIL 7 1986 There was a motion by Commissioner Scott and seconded by Commissioner Hawes to approve the minutes of the April 7, 1986 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. The motion passed unanimously. The City Manager presented a Resolution Initiating Modification to Redevelopment Plan and Tax Increment Financing Plan and Requesting City Council to Schedule a Public Hearing on Same. He stated that the staff is asking for condemnation proceedings to clear the title on Tract H and to also include the cost in the Tax Increment Financing District. Commissioner Theis asked if this money would be put into an escrow account. The HRA Coordinator stated that the parties owning this property have been identified but that the money could end up in an escrow account. The City Attorney arrived at 7:07 p.m. Commissioner Lhotka asked what the cost projections were for acquisition of Tract H. The HRA Coordinator stated that the cost at this time was pure speculation. He added that he felt $100,000 to be a rough estimate. RESOLUTION NO. 86 -06 Member Gene Lhotka introduced the following resolution and moved its adoption: RESOLUTION INITIATING MODIFICATION TO REDEVELOPMENT PLAN AND TAX INCREMENT FINANCING PLAN AND REQUESTING CITY COUNCIL TO SCHEDULE A PUBLIC HEARING ON SAME The motion for the adoption of the foregoing resolution was duly seconded by member Rich Theis, and the motion passed unanimously. 4 -21 -86 -1- ADJOURNMENT There was a motion by Commissioner Theis and seconded by Commissioner Scott to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Housing and Redevelopment Authority adjourned at 7:09 p.m. Chairman 4 -21 -86 -2- y Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO HENNEPIN COUNTY FOR A HOUSING AND REDEVELOPMENT GRANT WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center HRA desires to maximize the use of . funds in eliminating blight and deterioration, and WHEREAS, unusual circumstances require the Brooklyn Center HRA to work jointly with the Hennepin Urban County to combine funds to adequate repair and nd maintain. a home in Brooklyn Center; and P kl yn WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and WHEREAS, as the estimated cost of Brooklyn Center's participation is not to exceed $8,250. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and Redevelopment Authority that: 1. The Brooklyn Center Housing and Redevelopment Authority does approve the transfer of funds up to $8,250 to the Hennepin Urban County for a home rehabilitation grant. 2. The work be performed as recommended in a confidential memorandum dated May 1, 1986. �I Date Chairman The motion for the adoption of the foregoing resolution was duly seconded by member , and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. i TO: Gerald Splinter, City Manager FROM: Brad Hoffman, HRA Coordinator DATE: May 2, 1986 SUBJECT: CDBG Fund Transfer to the Hennepin Urban County This particular grant is for Mrs. Louise Bergee at 5126 Drew Avenue North At our request, Hennepin County, who administers the MHFA grant program, became involved in this unusual problem. You are aware of the problems associated with her house. Attempts on our (staff) part to help Mrs. Bergee by suggesting a grant have been rebuffed because of her distrust for the City. t Y Hennepin County has established her eligibility for the programs. The cost of correcting the rob g problems, as well as some other items such as insulation etc. , is approximately pp ately $14,000. As proposed, we would transfer funds P P ' u to 8 25 P $ 0 to make up the difference between the MHFA grants and the total cost. Hennepin County would be administering the grant totally. - Mrs. Bergee cannot afford to do the work without help. If the problem is not corrected, the City will be in court seeking authority to have the work done and assessed against the property. This is the same process we have used in the past. By transferring the funds, we can avoid the process and keep an arms length from being involved in both the enforcement and the provision and administration of the grant. I
