Adjournment MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION DECEMBER 22, 1986 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 9:55 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, and Rich Theis. Also present were HRA Director Gerald Splinter, Finance Director Paul Holmlund, Director of Planning & Inspection Ron Warren, City Attorney Richard Schieffer, HRA Coordinator Brad Hoffman, and Administrative Aid Patti Page. APPROVAL OF MINUTES NOVEMBER 4 1986 There was a motion by Commissioner Lhotka and seconded by Commissioner Scott to approve the minutes of the November 24, 1986 Housing and Redevelopment Authority meeting as submitted. The motion passed. RESOLUTION NO. 86 -20 Member Celia Scott introduced the following resolution and moved its adoption: RESOLUTION APPROVING THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1987 PURSUANT TO MSA CHAPTER 462.545 SUBDIVISION 6 The motion for the adoption of the foregoing resolution was duly seconded by member Rich Theis, and the motion passed unanimously. DISCUSSION ITEM REQUEST FOR PROPOSALS REGARDING BROOKLYN FARM The HRA Director stated that the staff has .met with the committees regarding the Brooklyn Farm, g yn and that the committees have recommended that a Request for Proposals be sent out for the Brooklyn arm. He noted yn that this would be for the development of the Farm. He stated that the HRA could reject all proposals and have the City develop the site if the HRA so wishes. There was a motion by Commissioner Lhotka and seconded by Commissioner Theis to authorize the HRA Director, to issue a Request for Proposals regarding the development of the Brooklyn Farm site. The motion passed. The HRA Coordinator stated that the HRA must define what is expected of the preservation of the farm and give some specifics as to siding, window treatments, etc. He noted that staff has received a proposal from an architectural firm which would be capable of helping staff write part of the development contract and the bid specifications. Commissioner Scott stated that she was concerned with being too restrictive if the staff gives specifics on 12 -22 -86 -1- things such as siding and window treatments. The HRA Director stated that without giving specifics, the HRA would not receive a good solid end product because of the assumptions made by the developer. He stated that in this case, the developer needs to know what the HRA is expecting, in order to give -a good proposal. There was a motion by Commissioner Theis and seconded by Commissioner Scott to enter into an agreement with a consultant for definition of the specifics, regarding the character of the farm and the preservation aspects which are expected of the developer. P The motion passed with Commissioner Lho ka opposed. ADJOURNMENT There was a motion by Commissioner Theis and seconded by Commissioner Lhotka to adjourn the meeting. The motion passed. The Brooklyn Center Housing and Redevelopment Authority adjourned at 10:12 p.m. Chairman 12 -22 -86 -2- Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION DESIGNATING DEPOSITORIES OF HRA FUNDS BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota (HRA) that the First Brookdale State Bank be and is hereby designated as the depository for the funds of the Housing and Redevelopment Authority of Brooklyn Center, Minnesota. BE IT RESOLVED that the following named banks are hereby_ designated additional depositories to be used for investment purposes: First National Bank of Minneapolis F &M Marquette National Bank of Minneapolis Norwest Bank Minneapolis First National Bank of St. Paul American National Bank of St. Paul Fidelity Bank and Trust Company First Western Bank Camden Norwest Bank First Minnesota Savings & Loan Association Midwest Federal Savings & Loan Association Twin City Federal Savings & Loan Association The Executive Director is authorized to deposit HRA funds in the named depositories to the extent that repayment is guaranteed by the Federal Deposit Insurance Corporation or the Federal Savings and Loan Insurance Corporation and such additional funds not to exceed the amount of 90% of collateral pledged to the HRA, and approved by the HRA, by said depository. BE IT FURTHER RESOLVED that the persons authorized by the HRA to act for the HRA in any of its business with the depository are any persons holding office form time to time as Executive Director and City Treasurer. All checks drawn upon an account of the HRA shall be signed by both of the above designated persons. BE IT FURTHER RESOLVED that the Executive Director is Gerald G. Splinter and the City Treasurer is Paul W. Holmlund. Date Chairman The motion for the adoption of the foregoing resolution was duly seconded by member , and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted.
