ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and
Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public
Works Sy Knapp, Director of Finance Paul Holmlund, Director of Planning &
Inspection Ron Warren, City Attorney Richard Schieffer, HRA Coordinator Brad
Hoffman, Personnel Coordinator Geralyn Barone, and Administrative Aid Patti
Page.
APPROVAL OF MINUTES - DECEMBER 22 1986
There was a motion by Commissioner Scott and seconded by Commissioner Lhotka to
approve the minutes of the December 22, 1986 Housing and Redevelopment Authority
meeting s submitted. ted. The motion assed. Councilmen

the vote as he was not present at the December 22, 1986 meeting.

RESOLUTION NO. 87 -01
Member Rich Theis introduced the following resolution and moved its adoption:
RESOLUTION DESIGNATING DEPOSITORIES OF HRA FUNDS
The motion for the adoption of the foregoing resolution was duly seconded by
member Gene Lhotka, and the motion passed unanimously.
ADJOURNMENT
There was a motion by Commissioner Hawes and seconded by Commissioner Lhotka to
adjourn the meeting. The motion passed unanimously. The Brooklyn ,Center
Housing and Redevelopment Authority adjourned at 10:34 p.m.

SUBJECT: HRA Easements
The resolution before the HRA provides the City with an easement
for the nodes being constructed as part of the Earle Brown
Streetscape Plan. The easements are for the corner of Summit
Drive and Earle Brown Drive and also at the common entrance to
the Farm, the apartment development (Earle Brown Commons) and
Ryan's Development.
Member introduced the following resolution and
moved its adoption:
HRA RESOLUTION NO.
RESOLUTION AUTHORIZING THE BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY TO DEDICATE EASEMENTS
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and
Redevelopment Authority that the Chairman and the Executive Director are hereby
authorized to dedicate the attached easements over part of Tract B, Registered
Land Survey No. 1603, Hennepin County, Minnesota.

EASEMENT GRANT AND MAINTENANCE AGREEMENT
This easement agreement is made this day of by
and between Housing and Redevelopment Authority, City of Brooklyn Center,
Grantor, and the City of Brooklyn Center, a Minnesota municipal corporation,
Grantee.
WHEREAS, the Grantor is the owner of the following described property:
That part of Tract B, Registered Land Survey No. 1603,
described as follows:
Beginning at the Southwest corner of said Tract B, thence
Northerly along the Westerly line of said Tract B, a distance
of 40 feet, thence Southeasterly to a point on the Southerly
line of said Tract B, 40 feet Easterly of the Southwest
corner thereof, thence Westerly along said Southerly line to
the point of beginning, according to the plat of record
thereof, files of the Registrar of Titles, Hennepin County,
Minnesota.
NOW, THEREFORE, Grantor, for the sum of One and no /100 ($1.00) Dollar
and other ood and valuable consideration g s eration to it in hand paid by Grantee, receipt
of which is hereby acknowledged, does hereby grant and convey to the Grantee,
its successors and assigns, a perpetual easement for installation and
maintenance of landscape plantings and other appurtenances including but not
limited to landscape furniture and landscape plantings and other appurtenances
necessary to the installation and maintenance thereof, over, under and across
the real estate described herein.
The Grantee shall complete the installation and any future maintenance
reasonably required as expeditiously as is reasonable under the circumstances,
shall cause no unnecessary interference with the rights of the Grantor, and
after completion of installation and any maintenance thereof, shall restore the
real estate to the condition in which it was found prior to the commencement of
such installation or maintenance.

agreement to be executed in the day and year first above written.

SUBJECT: Demolition of 1500 - 55th Avenue North
Bids were opened February 18, 1987 for the demolition of 1500
55th Avenue North. The bids received were as follows:
Company Bid
Doty & Sons $ 4,785.00
Design Tree Service 11,880.00
Latterner Excavating 14,740.00
J.B. Construction 15,214.00
Because of the significant difference between the low bid and the
next low bid, I need to discuss the price with them. I have
talked with Bruce. Nordquist from the Richfield HRA about Doty &
Sons. His comments to me were positive. I am tentatively
recommending the bid of Doty & Sons. If I feel they did not
understand the bid, I may ask them to withdraw it or I may
withdraw this item for the agenda Monday evening.

resolution and moved its adoption:

WHEREAS, bids were opened on February 18, 1987 for the
demolition of 1500 55th Avenue North; and
WHEREAS, the following bids were received;
