MINUTES OF THE PROCEEDINGS OF THE HOUSING AND
REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN
CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
SPECIAL SESSION
MAY 4, 1987

CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session
and was called to order by Chairman Dean Nyquist at 10 :20 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and
Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public
Works Sy Knapp, Director of Planning & Inspection Ron Warren, City Attorney
Charlie LeFevere, HRA Coordinator Brad Hoffman, Personnel Coordinator Geralyn
Barone, and Administrative Aid Patti Page.
APPROVAL OF MINUTES - APRIL 20 1987
There was a motion by Commissioner Scott and seconded by Commissioner Hawes to
approve the minutes of the April 20, 1987 Housing and Redevelopment Authority
meeting as submitted. The motion passed unanimously.
RESOLUTIONS
RESOLUTION NO.`87 -07
Member Gene Lhotka introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT
The motion for the adoption of the foregoing resolution was duly seconded by
member Rich Theis, and the motion passed unanimously.
RESOLUTION NO. 87 -08
Member Celia Scott introduced the following resolution and moved its adoption:
RESOLUTION DECLARING CERTAIN LANDS TO BE EXCESS PROPERTY AND AUTHORIZING THE
SALE OF SAME
The motion for the adoption of the foregoing resolution was duly seconded by
member Bill Hawes, and the motion passed unanimously.
ADJOURNMENT
There was a motion by Commissioner Theis and seconded by Commissioner Lhotka to
adjourn the meeting. The motion passed unanimously. The Brooklyn Center
Housing and Redevelopment Authority adjourned at 10 :22 p.m.

MEMORANDUM
TO: Gerald G. Splinter, City Manager
FROM: Brad Hoffman, HRA Coordinator
DATE: May 15, 1987
SUBJECT: 1500 - 55th Avenue North
The resolution before the HRA reflects the best offer received at
this point in time. However, the HRA will continue to accept
offers until 4 p.m., Friday, May 15. A'total of four (4) offers
have been received. In the event that a better offer should come
in after the agenda goes out to the Council, I will submit a
revised resolution Monday evening.

Member introduced the following
resolution and moved its adoption:
HRA RESOLUTION NO.
RESOLUTION AUTHORIZING THE SALE OF PROPERTY
WHEREAS, the Housing and Redevelopment Authority in and
for the City of Brooklyn Center (HRA) on May 4, 1987, declared
the property legally described in the attached Exhibit A (the
"Property ") to be excess property and directed the Executive
Director to seek offers for the purchase of the Property; and
WHEREAS, the HRA has received several offers for the
purchase of the Property, including an offer from David Brandvold
to purchase the Property at a purchase price of $23,500; and
WHEREAS, the HRA finds the offer of $23,500 to be the
most reasonable of the offers received and find it to be in the
best interest of the HRA to sell the Property to David Brandvold
at a price of $23,500;
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Authority in and for the City of Brooklyn Center as
follows:
1. The Chairman and Executive Director are hereby
authorized to enter into a purchase agreement for
the sale of the Property to David Brandvold at a
purchase price of $23,500 and to .take such steps
as are necessary to complete the sale of the
Property.

seconded by member , and upon vote being taken
thereon, the following voted in favor thereof:

whereupon said resolution was declared duly passed and adopted.
Exhibit A
Lot 52, Auditor's Subdivision Number 218, according to the
map or plat thereof on file and of record in the office of
the Registrar of Deeds in and for Hennepin County,
Minnesota.
