REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE 'STATE OF MINNESOTA SPECIAL SESSION JUNE 22, 1987 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 9:41 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also r esent were HRA p Director Gerald Splinter, Director of Public Works S Knapp, Sy it Attorney Charlie LeFevere PP Personnel Y y Coordnator,Geralyn Barone, and Administrative Aid Patti Page. APPROVAL OF MINUTES - MAY 18 1987 There was a motion by Commissioner Hawes and seconded by Commissioner Scott to approve the pp minutes of the May 18, 1987, Housing and Redevelopment Authority meeting s submitted. The g motion P assed unanimously. RESOLUTION NO. 87 -10 Member Rich Theis introduced the following resolution and moved its adoption: RESOLUTION APPROVING TWO (2) BROOKLYN CENTER HOUSING REHABILITATION GRANTS The motion for the adoption of the foregoing resolution was duly seconded by member Celia Scott, and the motion assed unanimously. y. RECOMMENDATION FROM-EARLE BROWN FARM COMMITTEE The HRA Director noted the Earle Brown Farm Committee has a recommended o ne final analysis be done to assist in a final determination on the emphasis of the stable- hippodrome as a trade show center, meeting conference center, or banquet facility. He stated the City Attorney has recommended one section be deleted from the contract regarding nonpayment. RESOLUTION NO. 87 -11 Member Rich Theis introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ENTER INTO AN AGREEMENT WITH MAXFIELD RESEARCH GROUP, INC. TO CONDUCT A MARKET SURVEY RELATING TO THE DEVELOPMENT OF THE EARLE BROWN FARM The motion for the adoption of the foregoing resolution was duly seconded by member Celia Scott, and the motion passed unanimously. Chairman Nyquist noted he had received a copy of the brochure'regardin& first time home buyers and low interest rate money. He inquired why other Brooklyn Center lenders were not participating in the project. The HRA Director stated 6 -22 -87 -1- he would have the HRA Coordinator prepare a memo on reasons for nonparticipation for the next meeting. Chairman Nyquist stated he was disappointed that more Brooklyn Center institutions did not participate. ADJOURNMENT There was a motion by Commissioner Hawes and seconded by Commissioner Theis to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Housing and Redevelopment Authority adjourned at 9:47 p.m. Chairman 6 -22 -87 -2- �vv Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ENTER INTO AN AGREEMENT WITH MAXFIELD RESEARCH GROUP, INC. TO CONDUCT A MARKET SURVEY RELATING TO THE DEVELOPMENT OF THE EARLE BROWN FARM WHEREAS, a proposal has been received by the HRA in and for the City of Brooklyn Center on June 11, 1987, meeting the requirements for a proposed study; and WHEREAS, the proposal of Maxfield Research Group, Inc. in the amount of $7,030 is a responsible and qualified quotation meeting the requirements of the proposed study. NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the Housing and Redevelopment Authority in and for the City of Brooklyn Center to authorize its Executive Director to enter into an agreement with Maxfield Research Group, Inc. to provide a market analysis for the Barn /Hippodrome complex of the Earle Brown Farm. BE IT FURTHER RESOLVED that an amount of $7,030 be appropriated for the study. Date Chairman The motion for the adoption of the foregoing resolution was duly seconded by member , and upon vote being taken thereon, the following voted in favor thereof and the following voted against the same: whereupon said resolution was declared duly passed and adopted.
