HomeMy WebLinkAbout1963 08-26 CCM Regular Session 20 Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota August 26, 1963 The Village Council met in Regular Session and was called to order by Mayor Gordon Erickson at 7:3S P. M. Roll Calk Mayor Gordon Erickson, Phil Cohen, Howard Heck and Henry Dorff were present. John Leary was absent. Motion by Phil Cohen and seconded by Howard Heck to approve the minutes as corrected. Motion carried. Henry Dorff abstained from voting since he was not present at the meeting. John Leary arrived at the meeting at 7:S7 P. M. Motion by Henry Dorff and seconded by Phil Cohen to table action regarding Howe Inc. building permit approval until September 3, 1963 to allow Dr. Paulus to give his opinion as to whether this addition could contribute to, or alleviate the dust problem and also to get the Fire Marshall's opinion regarding potential fire hazard with the new addition to building. Motion carried. The Mayor announced that the meeting was open for the consideration of proposed Grading and Street Surfacing Improvement No. 1963 -17. The Clerk produced an affidavit of publication of notice of hearing on the proposed improvement showing two weeks' publication thereof in the official newspaper, the last publication being on August 1S, 1963, which affidavit was examined and found satisfactory and ordered placed on file. The Mayor then called upon all property owners present to present arguments either-for -or against the proposed improvement„ After hearing and considering all objections, and the property owners appearing in favor of said Improvement, member Henry Dorff introduced the following resolution and moved its adoption: RESOLUTION ORDERING CONSTRUCTION OF GRADING AND STREET SURFACING IMPROVEMENT NO. 1963 -17 AND ORDERING PREPARA- TION QF _ PJANS AM SlZgIFICAT BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows; 1. It is hereby determined that it is necessary and for the best interests of the Village and the owners of property specially benefited thereby, that the following improvement shall be constructed: Grading and Street Surfacing Improvement No. 1963 -17 2. The plans and specifications for said improvement shall be Prepared by the Village Engineer. The motion for the adoption of the foregoing resolution was duly seconded by member John Leary, and upon vote being taken thereon the following voted in favor thereof: Gordon Erickson, Henry Dorff, John Leary and Howard Heck and the following voted against the same: Phil Cohen, reason being that the benefit derived may not be equitable, whereupon said resolution was declared duly passed atfd adopted. -1- 281 Member John Lowy introduced tho following resolution and moved its adoption; BE SOLMUON &CCZpTING BW ANQ A V ES?9M _ WHEREAS, the Village Council did table action concerning the conuaot award for Street Improvement Project #1963 -17 at the meeting of August 10. 1963 and WHEREAS, the public hearing for Street improvement Project #1963 -17 has been apwoved. 19 ( - )J G g t NOW THEREFORE BE IT RESOLVED, by the Village Council of the Village of Brooklyn Center that the bid of C. S. McCrossan Inc. in the amount of s to furnishing of all work, labor and material in connection with Grading and Street Surfacing Improvement #1963 -17, according to the plans and specifications therefore now on file in the office of the Village Clerk, is deemed to be the lowest and best bid for said work by a responsible bidder, and b is hereby I I said id Y The motion for the adoption of the foregoing resolution was duly seconded by i member Howard Heck, and upon vote being to ken thereon the following voted in favor thereof: Gordon Erickson, Henry Dorff, John Leary and Howard Heck and the following voted against the same: Phil Cohen, reason being that the benefit derived may not be equitable, whereupon said resolution was declared duly passed and adopted. Member John Leary introduced the following resolution and moved its adoption: RESOLUTION REQUESTING THE HIGHWAY COMMISSIONER OF THE STATE OF MINNESOTA TO DETERMINE THE MAXIMUM SAFE SPEED ON QRTATRt aT W I N = VTl.1,AGE OF R_ R KJ;YIILSEIITTER �, WHEREAS, the Council has become aware of a need for the regulation of speed of vehicular travel upon certain alleys in the Village; WHEREAS, the Council believes that a speed of 15 miles would be the maximum safe speed upon the alleys of the Village of Brooklyn Center. WHEREAS, the Council desires to have the Highway Commissioner determine the maximum safe speed upon the alleys of the Village. RESOLVED, that the Village Engineer be authorized to request the Highway Commissioner, Traffic Engineering Department to determine the maximum safe speed upon the following alleys pursuant to Section 169.06 of the Minnesota Statutes. The motion for the adoption of the foregoing resolution was duly seconded by member Phil Cohen, and upon vote being taken thereon, the following voted in favor thereof: Gordon Erickson, Henry Dorff, John Leary, Howard Heck and Phil Cohen and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion carried. Motion by Phil Cohen and seconded by John Leary to accept the resignation of Mary Liapis as Engineering Secretary with regret. Motion carried. Motion by Howard Heck and seconded by Henry Dorff to adjourn. The Village Council adjourned at 11:2S P. M.
