M. Roll Call : Mayor Gordon Erickson, Phil Cohen, Howard Heck, Henry Dorff, and John Leary were present. Rev. Brietholtz of the Brooklyn Center Baptist Church gave the i Invocation. Motion by Howard Heck and seconded by John Leary to approve the minutes of the Council meeting of September 9, 1963 as recorded. Motion carried. Motion by John Leary and seconded by Henry Dorff to approve the following licenses: Cesspool CleanersUcense ,. A - Cesspool Service 7670 Knollwood Drive Well Drilling License Bernard Orgon Rt. 3 Osseo., Minnesota Motion carried. Motion by Phil. Cohen and seconded by Howard Heck to hold a hearing on Special Assessments at the Village Hall on October 7, 1963 at 8 :00 P.M. on the following improvement projects: SANITARY SEWER LATERAL NOS. 1963 -5 1963 -8 AND STREET SURFACING NO. 1963 -24 AND SEWER CONNECTIONS. Member John Leary introduced the following resolution and moved Its adoption: RESOLUTION PLACING ON FILE AND OPENING TO PIMLIC INSfZCILQN O SE BE IT RESOLVED, by the Village Council of the Village of Brooklyn Center, Minnesota,, to order placed on file in the Clerk's office and opened to public inspection the proposed assessments on the following Improvements: SANITARY SEWER LATERAL NOS. 1963 -5 1963 -8 AND STREET SURFACING NO. 1963 -24 -1- -49 AND SEWER CONNNECTICNS The motion for the adoption of the foregoing resolution was duly seconded by member Phil Con and upon vote being taken thereon the following voted in favor thereof: Gordon Erickson, Henry Dorff , john Leary, Howard Heck and Phil Cohen and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion by Henry Dorff and seeoWed by Howard Heck that the Village Council indicate that they are willing to accept a deed from the Metropolitan Airports Commission granting a right -of-way of the south half of 67th Avenue North described as the Northerly 25 feet of that part of the north one quarter Of the southwest one 'quarter of the southwest one quarter of the southeast f One e quarter of Section 33 Twp 119 North, Range 21 West lying west of Bergstroms Lynside Manor Second Addition except the westerly 127.0 feet as measured along the center line of 62nd Avenue North extended. On the condition that the Commission property fronting on that portion gf 62nd Avenue North shall not be subjected to assessments by the Village of 14voklyn Center for public improvements instituted by the Village, so 16n# ds the subject property shall be owned by the Metropolitan Airports Commission. Motion by Phil Cohen and seconded by Howard Heck to approve the request of `Independent School District #286 and appoint Otis Cyrus as a deputy police officer subject to the proper posting of a bond and payment of the fee. Motion carried. Motion by Phil Cohen and seconded by Henry Dorff to appoint a committee to act as a general Jolson between the Village Council and the University of Minnesota. The committee to consist of the Mayor of Brooklyn Center, Chairman of the Planning Commission, Chairman of the Industrial Development Commission, Village Administrator and a representative of Independent School District #206, each body to appoint alternate members to the committee. Mr. Henry Dorff is appointed alternate to the .1*yor and W. Pass alternate to the Administrator, ' Motion carried. Motion by john Leary and seconded by Phil Cohen to authorize the Village Attorney to represent the Village in District Court in the opposition of the Petition of Melba Evanson asking for a review of the denial of 14er petition for amended tax statements. Motion carried. The Village Council began discussion on the budget for 1964, Mottion by Henry Dorff and seconded by John Leary to adjourn. The V11,18ge, Council adjourned at 12 :10 A. M.
