REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN
CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
SPECIAL SESSION
FEBRUARY 11, 1985

CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session and
was called to order by Chairman Dean Nyquist at 10:06 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich
Theis. Also present were HRA Director Gerald Splinter, Finance Director Paul
Holmlund, Director of Public Works Sy Knapp, Director of Planning & Inspection Ron
Warren, City Attorney Richard Schieffer, and Administrative Assistant Tom Bublitz.
APPROVAL OF MINUTES - JANUARY 14, 1985
There was a motion by Commissioner Hawes and seconded by Commissioner Lhotka to
approve the minutes of the January 14, 1985 Brooklyn Center Housing and
Redevelopment Authority meeting as submitted. Voting in favor: Chairman
Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none.
The motion passed unanimously.
RESOLUTION NO. 85 -03
Member Gene Lhotka introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT
The motion for the adoption of the foregoing resolution was duly seconded by member
Celia Scott, and upon vote being taken thereon, the following voted in favor
thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and
the following voted against the same: none, whereupon said resolution was declared
duly passed and adopted.
ADJOURNMENT
There was a motion by Commissioner Hawes and seconded by Commissioner Lhotka to
adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka,
Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously.
The Brooklyn Center Housing and Redevelopment Authority meeting adjourned at 10:07
p.m.

Member introduced the following resolution
and moved its adoption:
HRA RESOLUTION NO.
RESOLUTION APPROVING TWO (2) BROOKLYN CENTER HOUSING
REHABILITATION GRANTS
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
has established a Home Rehabilitation Grant Program to assist low and moderate'
income individuals in the maintenance repair of their homes; and
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
has received two (2) applications from an eligible individual to receive
grant assistance; and
WHEREAS, an inspection by the City of Brooklyn Center has determined
that the work is necessary and appropriate under the Brooklyn Center Housing
Rehabilitation Grant Program; and
WHEREAS, the estimated cost of the proposed grant application is
estimated at $16,500.
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and
Redevelopment Authority that:
1. The Brooklyn Center Housing and Rehabilitation Authority does
approve the two (2) housing rehabilitation grant applications
as recommended by the staff.
2. That the work be performed as recommended in the confidential
memorandum dated June 20, 1985, and that the applicant be
directed to obtain the necessary bids for staff review and
approval.
3. The project shall not exceed the grant limits of $8,250 per
house.

MEMORANDUM
TO: Gerald G. Splinter, City Manager

SUBJECT: HRA Rehab Grants
The 'following rehab grant applications are recommended for HRA approval. The
information contained in this memo is private and not available to the general
public.
A. Marcel A. Gagnon, 4407 71st Avenue North. The following work is
recommended:
1. Remove existing furnace and replace with new forced -air, gas
furnace. Furnace installation shall include furnace,
combustion air intake, gas piping and approved valves as
necessary, sheet metal, and venting. Replace existing chimney
if necessary. Installation shall meet Minnesota Mechanical
Code and UHC /783 section XI A.1. Orset test is required.
2. Remove existing water heater and replace with new gas fired 40
gallon water heater. Installation shall include but not be
limited to water heater, venting gas piping and valves as
necessary and water piping. Installation shall meet Minnesota
Plumbing Code and UHC /783 section X9. Insulation blanket is
required.
3. Provide and install smoke detection devices in hall by sleeping
rooms and in basement. ESL -906 -2 by Electro Signal Lab or equal
installation must meet UBC section 1210(1) and UHC /783 section
V(I) and be electrically operated.
4. Remove gas space heater and vent in lower level. Modify
existing duct work to heat this area.
5. Install hand rail on basement stairs per UBC section 3306 (j) and
UHC /783 section V(6).
6. Replace ceiling in lower level bath. Remove existing ceiling
material, sheetrock, tape and paint per UHC /783 section VI and
VII.
7. Remove all hazardous wiring in basement area (exposed Romex,
etc.) and wire to NEC standards. Remove cable used to supply
garage with power.
8. Replace trap and waste on laundry tub and replace per Minnesota
Plumbing Code and UHC /783 section X.
9. Repair walls and tile in upstairs bathroom per UHC /783 section
VI.
10. Replace ballcocks in both toilets with new anti - siphon ty
ballcock valves per Minnesota Plumbing Code and UHC /783 section'
X 8.
11. Replace front and rear storm doors per UHC /783 section V C.5.
12. Repair glass in rear door and weatherstrip front and rear doors
per UHC /783 section V c.
13. Remove all water damaged flooring in kitchen. Repair floor
joists if necessary and install new decking and sub. - floor.
Install new floor covering in kitchen area these items per
UHC /783 section V.
14. Re -roof house and garage per UBC chapter 32 and UHC /783 section
IX.
15. Paint exterior of house and garage per UHC /783 section VII
16. Replace ,front and rear sidewalks per UHC /783 section II.
B. Joseph Carson, 5403 Colfax Avenue North. The following work is
recommended:
1. Check and repair or correct evidence of water seepage on the

northeast and southwest corners of the basement. Also check
seperating of motar joints and loose motar.
2. Insulate rim joist to minimum R -19 with vapor barrier per UHC /783
V(h).
3. Remove existing heating applicance located in the basement and
install a new modern heating appliance complete with gas piping,
approved gas valve, combustion air tube connected to the cold air
drop, new heat plenum complete with combustion air register
opening and all necessary electrical wiring connected to a
separate circuit of sufficient amperage recommended by the
furnace manufacturer and NEC. The furnace must be of sufficient
size to meet the thermal heat loss of the dwelling and must not be
rated less than 80% AFUE. An orset heat test must be provided on
completion of installation. See general spec. UHC /783 section
XI -A 1 & 6.
4. Seal furnace flue into existing chimney and re- align flue to
pitch to chimney properly.
5. Verify that masonry chimney is metal lined.
6. Pipe temperature pressure relief valve to within 18" of floor.

7. Provide a wall along the open side of the stairway down to the
basement to protect anyone from possibly being burned on furnace
vents
8. Clean all sluggish waste lines.
9. Replace bathroom window with one shorter to prevent damage by
shower water - see UHC /783 V(D.1).
10. Check venting of bathroom lavatory.
11. Remove existing drum trap from bathtub drain and replace with new
trap, pipe and fitting to existing plastic waste line. See
UHC /783 X(A)•
12. Repair linen closet door to close properly.
13• Replace damaged front door frame, weather seal and paint.
14. Weather seal two (2) rear doors.
15• Replace existing worn linoleum countertop with new plastic
material.
16. Repair lower northeast bedroom door to close.
17. Check volume of warm air in upper level bedroom.
18. Install handrail on stairway to upper level top and bottof
handrails are to return to wall.
19. Replace one large window (approximatly 30" x 42 11 ) in dining room.

20. Provide attic insulation to a minimum R -38 per spec. UHC /783 V (H-
1).
21. Provide roof -gable ventilation, See UHC /783 V (H-6).
22. Repaint dwelling and trim, scrape old paint and prepare surface
as necessary. See UHC /783 VII (A).
23. Repair or replace rain gutters or remove entirely. See UHC /783 V
(K)•
24. Caulk around all exterior windows and doors - reputty windows as
necessary and paint. See UHC /783 V (J).
25. Replace storm and screen windows. See UHC /783 V (D-6)
26. Caulk and seal around concrete steps. See UHC /783 V.
27. Evaluate service and increase electrical to 100 amp if required
UHC /783 XII (A -1).
28. Provide ground fault outlets in upper and lower bathrooms.

29. Replace upper bedroom overhead light and install wall outlets as
required by code. UHC /783 XII (A -5)•
30. Install electrically operated products of combustion detector in
upper and lower sleeping areas. UHC /783 V M.
