REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN
CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
SPECIAL SESSION
SEPTEMBER 23, 1985

CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session and
was called to order by Chairman Dean Nyquist at 10:52 p.m.
ROLL CALL
Fairman Dean Nyquist, Commissioners Gene Lhotka, Bill Hawes, and Rich Theis. Also
present were HRA Director Gerald Splinter, Finance Director Paul Holmlund, Director
of Planning & Inspection Ron Warren, Director of Public Works Sy Knapp, City
Attorney Richard Schieffer, City Engineer Bo Spurrier, and Deputy City Clerk
Geralyn Barone.
Commissioner Celia Scott was absent from the proceedings of the Brooklyn Center
Housing and Redevelopment Authority.
APPROVAL OF MINUTES - JULY 8, 1985, JULY 22, 1985, AND AUGUST 12, 1985
There was - a motion by Commissioner Lhotka and seconded by Commissioner Theis to
approve the minutes of the July 8, 1985, July 22, 1985, and August 12, 1985 Brooklyn
Center Housing and Redevelopment Authority meetings as submitted. Voting in
favor: Chairman Nyquist, Commissioners Lhotka, Hawes, and Theis. Voting
against none. The motion passed.
RESOLUTIONS
RESOLUTION NO. 85 -10
Member Rich Theis introduced the following resolution and moved its adoption:
RESOLUTION APPROVING TWO (2) BROOKLYN CENTER HOUSING REHABILITATION GRANTS
The motion for the adoption of the foregoing resolution was duly seconded by member
Bill Hawes, and upon vote being taken thereon, the following voted in favor thereof:
Dean Nyquist, Gene Lhotka, Bill Hawes, and Rich Theis; and the following voted
against the same: none, whereupon said resolution was declared duly passed and
adopted.
RESOLUTION NO. 85 -11
Member Gene Lhotka introduced the following resolution and moved its adoption:
RESOLUTION APPROVING THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY
BUDGET FOR THE YEAR 1986 PURSUANT TO MSA CHAPTER 462.545, SUBDIVISION 6
The motion for the adoption of the foregoing resolution was duly seconded by member
Rich Theis, and upon vote being taken thereon, the following voted in- favor thereof :
Dean Nyquist, Gene Lhotka, Bill Hawes, and Rich Theis; and the following voted
against the same: none, whereupon said resolution was declared duly passed and
adopted.

RESOLUTION NO. 85 -12
Member Rich Theis introduced the following resolution and moved its adoption:
RESOLUTION ESTABLISHING THE TAX LEVY FOR THE BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY FOR THE YEAR 1986
The motion for the adoption of the foregoing resolution was duly seconded by member
Gene Lhotka, and upon vote being taken thereon, the following voted in favor
thereof: Dean Nyquist, Gene Lhotka, Bill Hawes, and Rich Theis; and the following
voted against the same: none, whereupon said resolution was declared duly passed
and adopted.
ADJOURNMENT
There was a motion by Commissioner Lhotka and seconded by Commissioner Hawes to
adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotkat
Hawes, and Theis. Voting against: none. The motion passed. The Brooklyn
Center Housing and Redevelopment Authority adjourned 10:58 p.m.

Member introduced the following resolution and moved

HRA RESOLUTION N0.'
RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A
NEGOTIATION AGREEMENT
WHEREAS, the HRA desires to promote development with the Earle Brown Farm
Redevelopment Project Area in accordance with the Redevelopment Plan and Tax
Increment Finance Plan approved by the Brooklyn Center City Council on July 22, 1985
(Resolution No. 85 -135); and
WHEREAS, a proposal has been submitted by Developer proposing the
construction of a senior citizen residential complex together with related
facilities (Project); and
WHEREAS, HRA and Developer are willing and desirous to undertake the
development of the Project if (i) a satisfactory agreement can be reached for the HRA
and the City's commitment for the public improvements hereinafter specified, (ii)
satisfactory mortgage and equity financing for the Project can be secured, (iii)
specific design of the facility and agreements concerning the use and management of
adjacent properties can be resolved by the parties, and (iv) the economic
feasibility and soundness of the Project and other necessary preconditions have
been confirmed to the satisfaction of the parties.
NOW, THEREFORE, BE. IT RESOLVED by the Housing and Redevelopment Authority to
Authorize the Chairman and the Executive Director to Execute a Negotiation
Agreement between the City of Brooklyn Center, the Housing and Redevelopment
Authority in and for the City of Brooklyn Center

SUBJECT: Lombard Negotiation Agreement
The negotiation agreement between the City /HRA and Lombard Properties or the
partnership they establish simply means that we as the City /HRA agree to
negotiate a development agreement in good faith with the developer. It is not
a ccm mitment of any kind to the developer other than agreeing to negotiate.
From the developers perspective, he needs the agreement to continue negotiation
with managment firms, lenders, etc. It is an indication to those people that
serious negotiations are taking place and it provides incentive to them to
provide serious bids and /or proposals to Lombard.

'RESOLUTION AMENDING 1985 HOUSING AND REDEVELOPMENT AUTHORITY BUDGET IN
AND FOR THE CITY OF BROOKLYN CENTER TO PROVIDE FOR THE PURCHASE OF A
COMPUTER AND OTHER OFFICE EQUIPMENT
WHEREAS, unappropriated funds from the Housing and Redevelopment
Authority's 1985 budget are available in the amount of at least $11,600; and
WHEREAS, a computer and office burnishings for the staff of the Housing and
Redevelopment Authority were not budgeted in the 1985 budget; and
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Authority in and for the City of Brooklyn Center to amend the 1985 budget as follows:
Increase the Housing Redevelopment Authority Capital Ourtlay
Appropriation for Office Furnishings and Equipment, Account No. 4551, by $11,600
for the purchase of a computer and furnishing of one (1) office.

SUBJECT: HRA Capital Outlay
Attached is a copy of the 1985 requested budget amendment. The items call for
the furnishing of one (1) office to accomodate the new HRA position in the 86
budget. The new administrative aide will occupy an office thus filling all of
the offices in the Administration Department. Lead time for furniture is
approximately three (3) months from our vendor. Items ordered now would be
available around the first of the year.

It is proposed that the attached capital outlay items be acquired
by the Housing and Redevelopment Authority. The items serve to fulfill
two (2) needs. First, there is a need to furnish an office for the
HRA. Included in the furnishing of the office are the following items:
1. One (1) Desk
2. Two (2) Lateral files
3. One (1) Desk chair
4. Two (2) Side chairs
5. One (1) Telephone
6. One (1) calculator
7. One (1) Transcriber
The second capital outlay item(s) is an H.P. 150 Computer with normal
supporting equipment and furniture. As noted in the justification the
computer would be shared with the Administrative Office.
