Council of the Village of Brooklyn Center
In the County of Hennepin and State of
Minnesota
December 23, 1963
The Village Council met in Regular Session and was called to order
by Mayor Gordon Erickson at 7:35 P. M.
Roll Call: Mayor Gordon Erickson, Phil Cohen, Henry Dorff, john
Leary and Howard Heck were present.
The invocation for the meeting was given by Rev. John Breitholtz.
Motion by Phil Cohen and seconded by Henry Dorff to approve the
minutes of the Council Meeting of December 16, 1963 as recorded. Motion
carried unanimously.
Member Howard Heck introduced the following resolution and moved
its adoption:
RESOLUTION AUTHORIZING INSTALLATION OF CERTAIN
STOP SIGNS AND YIELD SIGNS
WHEREAS, the Village Engineer has made a study of traffic patterns
in the Southeast neighborhood of the Village of Brooklyn Center, and

WHEREAS, the Village Engineer has recommended that. certain streets
be established as arterial and sub - collectors streets, and
WHEREAS, traffic patterns will change when the interstate highways �
are completed, and

WHEREAS, it is desirable to install traffic control signs to promote
the safety of vehicular traffic on certain streets during an interim period.

BE IT HEREBY RESOLVED, that the following streets be designated as
arterial or sub - collectors streets and signs be installed as follows;
I. 53rd Avenue shall be designated as an arterial street and stop
signs installed along the north side of 53rd Avenue from Penn ,
Avenue to Lyndale Avenue with the exception of Humboldt Avenue
and Lyndale Avenue.

2. Logan Avenue shall be designated as a sub - collector from 53rd
Avenue to 59th ,Avenue and yield signs shall be installed on
streets intersecting Logan Avenue with the exception of 57th
Avenue at 55th Avenue � e
Avenue, and the stop signs on Logan
and the stop sign on 58th Avenue at Logan Avenue shall be -�
removed,

3. 59th Avenue shall be designated a sub - collector from Highway
#100 to Lyndale Avenue and yield signs shall be installed on N
either side of 59th Avenue at intersecting streets with the v
exceptions of Humboldt Avenue and Lyndale Avenue.
The motion for the adoption of the foregoing resolution was duly seconded
by member Henry Dcarff, and upon vote being taken thereon the following voted,,
In favor thereof: Howard Heck, Henry Dorff, John Leary, and Gordon Erickson
and the following voted against the same: Phil Cohen, w ereupon, said

resolution was declared duly passed and adopted.

Motion by John Leary and seconded by Henry Dorff to uphold the action
Of the Planning Commission and approve application #63089 submitted by
Tri State Land Co. as follows:
1. Grant a variance on side yard setback on the North side of
the lot to permit construction of a building 25 feet from the
North property line.
2. Grant a variance on the floor area to lot area ratio to permit a
.533 land coverage instead of .4 as required by Section 35 -401
of the Zoning Ordinance.
The foregoing variances are granted with the following conditions:
1. The side yard adjacent to the North lot line is to be used for
planting and screening and shall not be used for vehicular traffic,
outdoor storage or handling of material.
2. Trackage is not to be constructed along the north property line.
Voting for the motion Henry Dorff, john. Leary and Howard Heck. Voting
against the motion Phil Cohen and Mayor Erickson. Motion carried.
Motion by john Leary and seconded by Henry Dorff to amend the fore-
going motion to provide the additional provision that the Soo Line Railroad shall
quit claim to the abutting residents any interest that they may have in the
existing right of way of 51st Avenue North. Voting for the motion Henry
Dorff, John Leary, Mayor Erickson and Howard Heck. Voting against the
motion Phil Cohen. Motion carried.

Motion by Howard Heck and seconded by John Leary to give a first
reading to an amendment to section 35 -707 to change cho
a the title of the section
to read "SPECIAL REQUIREMENTS IN BUSINESS AND INDUSTRIAL DISTRICTS ".
Motion carried unanimously.
Motion by Phil Cohen and seconded by Howard Heck to table action
on the Planning Commission recommendation that Section 35 -401 be amended,
and refer the matter to the Village Planner for further study. Motion carried
unanimously.
Motion by Phil Cohen and seconded by Howard Heck to ask the
Library Study Commission to interview not less than six architects and to
recommend three architects to the Village Council so that the Village Council
can make the selection of the architect for architectural services for the
construction of a library. Motion carried unanimously.
Motion by Phil Cohen and seconded by John Leary to establish a
Library Building Committee consisting of three persons from the Library
Study Committee and two persons from the Village Council, the Village
E Administrator and a representative from the Hennepin County Library. Motion
carried unanimously.
Member john Leary induced the following resolution and moved

WHEREAS, it is desirable to establish a definite policy of working
hours for the police department and to establish policy for the compensation of
extra work required of the members of the police department and
WHEREAS, the Village Administrator and the Chief of Police have
reviewed this matter and recommend the following rules.

BE IT HEREBY RESOLVED, by the Village Council of the Village of
Brooklyn Center that the Brooklyn Center Police Department shall be governed
by the following rules in establishing work schedules and determining
compensation for work done.
1. The basic schedule for patrolmen shall be 7 days on duty
then off duty 3 days then on duty 7 days then off duty 4 days.
2. Supervisory personnel and investigators shall be scheduled for
40 hours work per week.
3. Patrolmen are required to participate in 52 hours of inservice
training, 24 hours compulsory target practice, and 10 hours
of first aid refresher course in a calendar year. The foregoing
training is to be taken during off duty hours.
4. Overtime to complete an investigation started on a regular work
shift shall not be compensated for unless authorized by the
Chief of Police or a Sergeant.
5. Patrolmen will be compensated for overtime duty, when scheduled
by the department, at the rate of time and one half of basic pay.
6. Appearances in court on off duty hours outside of the Village will
be compensated for at time and one half.
7. Police officers will receive a day of compensatory time for all
eleven (11) of the authorized holidays.
The motion for the adoption of the foregoing resolution was duly seconded
by member Howard Heck and upon vote being taken thereon the following
voted in favor thereof: Gordon Erickson, Henry Dorff, John Leary. Howard
Heck and Phil Cohen and the following voted against the same: None; where-
upon said resolution was declared dd�y passed and adopted.

The bills having been audited, motion was made by Henry Dorff
and seconded by john Leary to order paid the bills set forth in the schedule
attached to these minutes and made a part thereof. Motion carried
unanimously.
Motion by Howard Heck and seconded by Phil Cohen to adjourn.
The Village Council adjourned at 11;55 P. M.
