Council of the Village of Brooklyn Center
In the County of Hennepin and State of
Minnesota
January 6, 1964
The Village Council met in special session and was called to order
by Mayor Gordon Erickson at 7 :30 P. M.
Roll Call: Mayor Gordon Erickson, Phil Cohen, Henry Dorff, John
Leary and Howard Heck were present.
The invocation for the meeting was given by Rev. Clemmet Pet! rson
of Harron Methodist Church.
Motion by John Leary and seconded by Howard Heck to approve the
minutes of December 30, 1963 as recorded. Motion carried unanimously.
Clerk Henry Dorff administered the oath of office to Mayor Erickson
and Trustee Howard Heck.
Motion by Phil Cohen and seconded by Henry Dorff to uphold the
action of the Planning Commission and approve application #64001 submitted
by George Jensen to rezone from R -1 to R -B a tract of land described as the
North 525.145 feet of the East 328.25 feet of the Northeast 1/4 of the
Northeast 1/4 of Section 35, Twp. 119, except the North 228 feet of the
East 225 feet thereof. This action is to constitute the first reading of an
ordinance amendment. Motion carried unanimously.
Motion by Howard Heck and seconded by John Leary to uphold the
action of the Planning Commission and approve application #54002 submitted
by George Jensen and grant a Special Use Permit to construct a gasoline
service station on the North 228 feet of the East 225 feet of the Northeast
quarter of the Northeast quarter of Section 35, Twp 119, on the following
conditions:
I. A Certificate of occupancy to operate the service station shall
not be issued until the apartments proposed in application #64001 are 26%
completed.
2. The property owned by the petitioner shall be platted.
3. All construction shall conform to the plans placed on file
August 9, 1962.
4. No building permit shall be issued until arrangement is made to
provide sanitary sever.
Motion carried unanimously.
Motion by Henry Dorff and seconded by Phil Cohen to uphold the action
of the Planning Commission and approve application #64003 submitted by
Michael Halek consisting of a preliminary plat of Halek's 4th Addition and
to grant variances on lot area and width of the sub - standard lots since they
are compatible with the entire residential area south of 65th Avenue.
Motion carried unanimously.
j Motion by Phil Cohen and seconded by Howard Heck to approve
application #64004 submitted by the Minneapolis Star and Tribune and grant
Permission to locate a newspaper distribution branch at 5720 Dupont Avenue
for a period of one year. Motion carried unanimously.
Motion by Howard Heck and seconded by John Leary to uphold the action
of the Planning Commission and approve application #64005 submitted by Don -
Al Builders and grant a variance to permit construction of a 25.5' x 40
dwelling on 56.29' x 129' lot with a 6' setback on the south side yard. Motion

carried unanimously,

The Village Council interviewed the following architects for a
commission for the architectural work of a Library Building. Cerny Associates,
Miller - Whitehead- Dunwiddie, and Hodne Associates.

T. L. Willard.
Motion by Phil Cohen and seconded by john Leary to retain the firm
of Cerny and Associates for architectural work on the proposed library
building and instruct the architect to submit a standard contract form to
the Village Attorney. Motion carried unanimously.
Motion by john Leary and seconded by Henry Dorff to approve the
