Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
in the County of Hennepin and State of
Minnesota
January 13, 1964
The Village Council met in Regular Session and was called to order
by Mayor Pro Tem Howard Heck at 7 :35 P. M.
Roll Call: Mayor Pro Tem Howard Heck, Phil Cohen, Henry Dorff
and John Leary were present. Mayor Gordon Erickson was absent.
The invocation for the Council meeting was given by Rev. Robert
Bailey of Brooklyn Center Methodist Church,
Motion by John Leary and seconded by Phil Cohen to approve the.
minutes of the Council Meeting of January 6, 1964 as recorded. Motion
carried unanimously.
Member Henry Dorff, introduced the following resolution and moved Its
adoption:
RESOLUTION ACCEPTING BID FOR FURNISHING OF ONE
(1) 25.000 G.V,W. DUMP TRUCK
WHEREAS, the Village Administrator and Assistant Administrator have
reported that on January 6, 1964 at 2 :00 P. M. they opened and tabulated
bids received for furnishing of one (1) 25, 000 G. V.'Wr. dump truck and that
said bids were as follows:

NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village
of Brooklyn Center, Minnesota that the low bid of Crystal Motors at Crystal,
Minnesota in the amount of $5,007.00, for the furnishing of one (1) 25,000
G. V. W. Dump Truck with Smith body, n accordance with th the specifications
therefore., is deemed to be the best bid submitted by a responsible bidder and
said byd is hereby accepted.
The motion for the adoption of the foregoing resolution was duly seconded by
member John Leary, and upon vote being taken thereon the following voted in
favor thereof: Mayor Pro Tem Howard Heck, Phil Cohen, Henry Dorff and John
Leary and the following voted against the same: None; whereupon said resolution
was declared duly passed and adopted.

Member John Leary, introduced the following ordinance and moved
Its adoption:
AN ORDINANCE AMENDING SECTION 35 -707 OF
VILLAGE ORDINANCES
THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORDAIN
AS FOLLOWS:
Section 1 The title of Section 35 -707 shall be amended to read
"SPECIAL REQUIREMENTS IN BUSINESS AND INDUSTRIAL DISTRICTS ".
Section 2: This ordinance shall be effective from and after its
publication.
The motion for the adoption of the foregoing ordinance was duly seconded
by member Henry Dorff, and upon vote being taken thereon the following
voted in favor thereof: Mayor Pro Tem Howard Heck, Phil Cohen, Henry Dorff
and John Leary and the following voted against the same: None; whereupon
said ordinance was declared duly passed and adopted.
Motion by Phil Cohen and seconded by Henry Dorff to designate the
Brooklyn Center Press as the official newspaper for the Village of Brooklyn
Center for the year 1964. Motion carried unanimously.
Member Phil Cohen introduced the following resolution and moved Its
adoption:
RESOLUTION REQUESTING THE APPOINTMENT OF A HOME
RULE CHARTER COMMISSION
WHEREAS, the Village Council of the Village of Brooklyn Center has
determined that it would be desirable and in the best interests of the Village that
a Commission be appointed to consider and prepare a Home Rule Charter.
NOW, THEREFORE, BE IT RESOLVED, that the Judges of the Fourth
Judicial District of the State of Minnesota are hereby requested by the Village
Council of the Village of Brooklyn Center to appoint pursuant to the provisions of
Section 410.05 of the Minnesota Statutes of 1961 a fifteen (15) member Charter
Commission.
The motion for the adoption of the foregoing resolution was duly seconded by
Member John Leary, and upon vote being taken thereon, the following voted
in favor thereof: Mayor Pro Tem Howard Heck, Phil Cohen, Henry Dorff
and John Leary, and the following voted against the same: None; whereupon
said resolution was declared duly passed and adopted.
Member John Leary, introduced the following resolution and moved
Its adoption:
RESOLUTION PROVIDING FOR A PUBLIC HEARING FOR THE
VACATION OF NORTH LILAC DRIVE FROM LOGAN AVENUE
NORTH TO THE CENTER LINE OF 1/;ORGAN AVENUE NORTH
WHEREAS, the Futterman Corporation has petitioned that the portion
of North Lilac Drive lying between Logan Avenue North and the centerline of
Morgan Avenue North be vacated, and
WHEREAS, the Futterman Corporation owns all of the land abutting North
Lilac Drive between Logan Avenue North and the centerline of Morgan Avenue
North south of State Highway #100.
BE IT THEREFORE RESOLVED that a public hearing shall be held at the
Village Hall of the Village of Brooklyn Center on Monday the 10th day of February
1964 at 8 :00 P. M. to hear objections, if any, to the vacation of the above

described road, and the Clerk shall publish notice of the time and place of
hearing by two weeks' publication in the official newspaper of the Village.
The motion for the adoption of the foregoing resolution was duly seconded by
member Phil Cohen, and upon vote being taken thereon the following voted
in favor thereof: Mayor Pro Tem Howard Heck , Phil Cohen, John Leary
and Henry Dorff and the following voted against the same: None; whereupon
said resolution was declared duly passed and adopted.
Motion by John Leary and seconded by Henry Dorff to appoint Gerald
Hudson as a warming house attendant at $1.50 /hour. Motion carried
unanimously.
Motion by Henry Dorff and seconded by Phil, Cohen to appoint Herbert
Dalimen as a full time laborer in the Park Department at a wage of $2.20 /hour.
Motion carried unanimously.
Member john Leary offered the following Resolution:
BE IT RESOLVED, That the Contract heretofore submitted, signed and
executed by the Suburban Hennepin County Relief Board of the County of
Hennepin for and during the year 1954 for the administration and supervision of
poor relief in the Village of Brooklyn Center be, and the same is hereby
accepted , approved, renewed and extended for and during the year 1964 with the
same force and effect as though said original Contract, above described, were
redated and resigned and executed as of the date hereof.
The motion for the adoption of the foregoing resolution was duly seconded by
member Phil. Cohen, and upon vote being taken thereon the following voted
in favor thereof: Mayor Pro Tem Howard Heck, Phil Cohen, Henry Dorff
and john Leary and the following voted against the same: None; whereupon
said resolution was declared duly passed and adopted.
Motion by Henry Dorff and seconded by Phil Cohen to designate the
Brooklyn Center State Bank as the official depository for Village of Brooklyn
Center Funds, upon the recommendation of the Treasurer. Motion carried
unanimously.
The bills having been audited motion was made by Henry Dorff and
seconded by John Leary to order paid the bills set forth in the schedule
attached to these minutes and made a rt thereof. Motion Pa M on carried
unanimously.
Motion by John Leary and seconded by Henry Dorff to adjourn, The
Village Council adjourned at 11 :05 P. M.
