HomeMy WebLinkAbout1964 01-20 CCM Special Session 101 Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in tx2e County of Hennepin and State of Minnesota January 20, 1964 The Village Council met in Special Session and was called to order by Mayor Gordon Erickson at 7 :3 0 P. M. Roll Call: Mayor Gordon Erickson, Howard Heck, Phil Cohen, Henry Dorff and John Leary were present. The invocation for the council meeting was given by Rev. Bubna. Motion by Phil Cohen and seconded by Henry Dorff to approve the minutes of the Council meeting of January 13, 1964 as recorded. Voting for the motion Phil Cohen, John Leary, Henry Dorff and Howard Heck. Mayor Erickson abstained from voting on the motion since he was absent at the January 13 meeting. Motion carried. Motion by Henry Dorff and seconded by John Leary to confirm the Mayor's appointment of the law firm of Linquist, Magnuson and Glennon as Village Attorney. Motion carried unanimously. Motion by Howard Heck and seconded by Phil Cohen to confirm the Mayor's appointment of the following persons to the Planning Commission for a two year term: Alfred Kattar Vernon Ausen Henry Bogucki Motion carried unanimously. Motion by John Leary and seconded by Henry Dorff to confirm the Mayor's appointment of the following persons to the Recreation Commissiortt Gerald Gilbertson, member at large, and John Wingard, Osseo School District. Motion carried unanimously. Motion by Howard Heck and seconded by John Leary to confirm the Mayor's appointment of Al Lindman as Special Health Officer. Motion carried unanimously.. Motion by John Leary and seconded by Howard Heck to confirm the Mayor's appointment of Dr, Robert Shragg as Health Officer. Motion carried unanimously. Motion by Henry Dorff and seconded by John Leary to confirm the Mayor's appointment of Allan Lindman as Relief Administrator. Motion carried unanimously, The Village Administrator was instructed to contact the State Civil Defense office requesting that a representative of the State Civil Defense attend the next Council meeting and also to advise the participants in the local civil defense organization that the Council wishes to review Civil Defense operations at the next Council meeting. Motion by Phil Cohen and seconded by John Leary to confirm the Mayor's appointment of Henry Dorff as the Council representative to the Suburban Sanitary Disposal of Authority, Motion carried unanimously. Motlon by :deny Dorff and seconded by Phil Cohen to confirm the Nayor's appo ritment of Howard Heck as the Councils Representative to the Hennepin County League of TcVJVns and Municipalities. Motion carried unanimously, -1- 103 nvotion by John Leary and seconded by Howard Heck that the Council confirm the Fire Departments selection of Carl Anderson as Fire Chief and Irvin Miller as Fire Marshall. Motion carried unanimously. Motion by Henry Dorff and seconded by john Leary that the Council authorize Al Lindman to attend a training school on voting machines at the plant of the Automatic Voting Machine Company and authorize the payment of travel expenses for Mfr. Lindman. Motion carried unanimously. Member Phil Cohen introduced the following ordinance and moved its adoption: AN ORDINANCE AMENDING SECTION 35 -815 OF THE ,VIM&GE ORDINANCES THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORDAIN AS FOLLOWS: Section 1: Section 35 -815 of Village Ordinances is here by amended by adding thereto the following: The North 525.145 feet of the East 328.25 feet of the N.E. 1/4 of the N.E. 1/4 of Section 35, Twp. 119, except the North 228 feet of the East 225 feet thereof. Section 2: This ordinance shall be effective from and fte its a r publication. The motion for the adoption of the foregoing ordinance was duly seconded by member Henry DorFf, and upon vote being taken thereon the following voted in favor therof: Gordon Erickson, Henry Dorff, John Leary , Phil Cohen and Howard Heck and the following voted against the same: None; whereupon said ordinance was declared duly passed and adopted. Member Howard Heck introduced the following resolution and moved its adoption; RESOLUTION DETERMINING VILLAGE COUNCIL POLICY FOR SUBMITTING NAIVES OF PERSONS TO DISTRICT COURT FOR APPOINTMENT TO CHARTER COMMISSION WHEREAS, Section 410.05 of the Minnesota Statutes of 1961 provides that the judges of the Fourth judicial District shall appoint a Charter Commission of fifteen (15) members upon the resolution of the Village Council requesting the appointment of a Charter Commission; and WHEREAS, Section 410.05 further provides that the Charter Commission shall be composed of fifteen (15) members, each of whore shall be a freeholder and a qualified voter of the Village of Brooklyn Center; and WHEREAS, the Village Council has heretofore resolved to request the appointment of a Charter Commilon for the Village of Brooklyn Center and desires to suggest to the judges ire names of persons qualified and eligible to serve on the Commission; arA WHERE49, the CounciA recognizes that it does not have the exclusive right to suggest the names of eligible and qualified persons to the Judges, but believing pat it is desirable that the UaMes of eligible and qualified persons be suggested to the judges at the earliest possible time; and WHEREAS, 1 e W,'Llage jCowwil has considered the procedure for submitting names of prospective members to the judges of the District Court; therefore BE IT HEREBY RESOLVED that each member of the Council shall submit the names of three (3) nominees to the Council for appioval, and the names of persons so nominated, if approved b r the Council for Charter Commission membership, shall be submitted to the Chief Judge of the District Court. -2- r 105 The motion for the adoptfon of the foregoing resolution was duly seconded by member Phil Cohen, and upon vote being taken thereon, the following voted in favor thereof; Gordon Erickson, Henry Dorff, Phil Cohen, john Leary and Howard Heck, and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Mot by john Leary and seconded by Henry Dorff to authorize the Administrator to receive bids for air conditioning equipment at Liquor Store #2 on February 6, 1964 at 2 :00 P. M. Motion carried unanimously. Motion by Howard Heck and seconded by Phil Cohen to authorize the M ayor and Clerk to execute a lease extension for storage space at Liquor Store #3. The lease is with Brookdale Center Inc. Motion carried unanimously. Motion by john Leary and seconded by Howard Heck to appoint Michael Liychik as a warming house supervisor at a wage of $1.50 per hour. Motion carried unanimously. Motion by Howard Heck and seconded by Phil Cohen to authorize the administrator to receive bids for two (2) used truck cab and chassis on February 6, 1964 at 2;00 P. M. Motion carried unanimously. The Village Council discussed an Administrative Code submitted by the Administrator and directed that a new draft be submitted to the Village Attorney for review and that the matter be placed on the agenda after the attorney reviews the Administ"tive Code.
